Here’s The Sequence
The Actual Order of Operations:
1. Council of Ministers approves the 2027 budget with redenomination language.
2. Parliament ratifies it.
3. CBI executes the rate change (deleting three zeros, setting the new peg — likely to USD or gold per the Tier 1 asset framework).
4. IMF confirms Article VIII compliance.
5. IQD goes live on international Forex platforms.
6. Banks begin exchanging at the new rate.
The budget is the trigger. Everything else follows from it. The rate change is a consequence of budget authorization, not a precondition for it.

Here Is The Contradiction
If the 2027 budget gets drafted Saturday, submitted to Council of Ministers September 15, sits there for a month, then goes to parliament… but the PM wants full sovereignty before September 30, and POTUS wants repayment before US troop withdrawal… how does a month-long budget process reconcile with a pre-September 30 RV window?
Wouldn’t this mean that the budget process and the RV aren’t sequential? Under that assumption the RV has to happen BEFORE or DURING the budget’s Council of Ministers phase right?
Because the budget cannot be denominated in pre-redenomination currency. The budget IS the redenomination vehicle. Because last time I checked the PM Ali al-Zaidi did not want to go through parliament probably for the exact reason laid out. He may use an Executive/Central Bank authority to bypass them.
Based off of that I would say the rate change happens first, gets baked into the budget draft, and the budget ratifies what’s already in motion. That’s how you reconcile a month-long budget timeline with a September 30 hard deadline.

Someone is pushing the idea that the Clarity Act contains an 18-month implementation window that regulatory scaffolding must be built out for a year and a half before any revaluation mechanism activates. They are using that assumption to project 2029 or 2030 as the earliest possible RV timeline. Their logic: bill passes → 18 months of rulemaking → then and only then does the legal framework permit currency revaluation.
WHAT THE BUDGET TIMELINE ACTUALLY SHOWS
Iraq’s Finance Ministry begins drafting the 2027 federal budget on September 6, 2026 two days from now. The budget is submitted to the Council of Ministers by September 15. The Council of Ministers amends and approves it by late September. Parliament votes in mid-October.
The Critical Detail: The budget drafting process embeds RV assumptions early. The budget is being built with revaluation projections baked into revenue forecasts and expenditure planning. That means the redenomination is expected to be operative before or during the budget e*******n period — not deferred to 2029.
If the RV were truly a 2029-2030 event, the 2027 budget would not contain revaluation-adjusted revenue projections. You do not build a budget around currency values that will not exist for two more years. You build a budget around currency values you expect to be live during that budget cycle.
The budget sequencing draft September 6, Council of Ministers approval by late September, parliamentary vote mid-October creates a natural window for the CBI to execute the redenomination via decree between Council approval and parliamentary vote.
The Council of Ministers decree authorizes the zero deletion. Parliament does not need to vote on the redenomination itself it is a monetary policy action, not a legislative one. Parliament votes on the budget, which by that point already reflects the post-RV currency values.

CBI Reassures Depositors Their Funds Are Safe
2026-09-05 Shafaq News- Baghdad The Central Bank of Iraq (CBI) reassured depositors on Saturday that their funds are protected and the country’s banking system has sufficient liquidity, with liquid assets exceeding 60% of short-term liabilities.
In a statement, the CBI stressed that placing a licensed bank under direct supervision or guardianship does not mean it is bankrupt, rejecting claims circulated on social media. It described such measures as legal, precautionary steps aimed at safeguarding banks and maintaining stable operations.
The clarification follows the CBI’s decision on Wednesday to place Al-Taif Islamic Bank for Investment and Finance under guardianship over violations that affected its financial position and depositors’ funds.
The CBI affirmed that depositors' funds are protected under existing laws, regulations, and instructions, adding that it monitors banks to ensure customers can access their money without delay. All licensed banks also participate in Iraq’s deposit insurance company, which compensates depositors if a bank is unable to meet its obligations in accordance with applicable laws.
The assurances coincide with increased regulatory scrutiny of Iraq’s banking sector. Informed sources told Shafaq News on Saturday that the Federal Integrity Commission and other regulatory bodies are investigating declining liquidity, loans, investment financing and exceptional approvals at state-owned banks, particularly Rafidain and Rasheed.
A broader review disclosed in August also examined alleged misuse of public funds, declining liquidity and misleading reports submitted by some bank managers to senior officials.
Prime Ministerial economic adviser Mudher Mohammed Saleh previously told Shafaq News that weaknesses in management and oversight, along with declining public confidence, had constrained banks’ ability to attract savings and finance investment. He highlighted stronger governance, supervision and compliance, as well as restructuring troubled banks, as key elements of banking reform.
CBI data showed that total bank deposits fell 5.6% in the first half of 2026, from 111.065 trillion dinars (about $84.41B) at the end of 2025 to 104.875 trillion dinars (about $79.71B) by the end of June. 2026-09-05 Shafaq News- Hormuz Oil and gas tankers carrying approximately 7 million barrels are preparing to transit the Strait of Hormuz under US military protection, amid a surge in shipping activity in the Gulf of Oman, maritime tracking service TankerTrackers.com reported on Saturday.
The service tracked 17 ship-to-ship oil and gas transfers in the Gulf of Oman on Friday, involving an estimated 24 million barrels.
US Central Command (CENTCOM) detailed that more than 200 mine-like objects had been cleared from the strategic gateway, including 11 confirmed mines. CENTCOM commander Adm. Brad Cooper said internationally recognized shipping lanes were now “free” of Iranian sea mines and that traffic was increasing. Yet shipping through Hormuz remains below recent levels.
Preliminary Kpler data showed four commodity vessels crossing on Sept. 1, down from a 10-day average of about 13.
The United States and Iran this week exchanged their most intense military strikes since July, with US forces hitting Iranian military sites and Tehran responding with missile and drone attacks on US bases in Bahrain, Jordan, Kuwait and Iraq.

Basrah Crude Gains Over 10% On Week
2026-09-05 Shafaq News- Basrah Basrah Heavy and Medium crude posted weekly gains of $8.14 and $8.16 a barrel, or 10.93% and 10.49%, respectively, despite falling in the final trading session, while global oil prices moved higher.
Basrah Heavy fell 80 cents a barrel, or 0.96%, in the final session to settle at $82.66. Basrah Medium also declined 80 cents a barrel, or 0.92%, to close at $85.98.

According to a Shafaq News market survey, the dollar traded in Baghdad's Al-Kifah and Al-Harithiya exchanges at 154,650 dinars per 100 dollars, unchanged from the previous session.
In the Iraqi capital, exchange shops sold the dollar at 155,000 dinars and bought it at 154,000 dinars, while in Erbil, selling prices stood at 154,650 dinars and buying prices at 154,550 dinars.

EXCLUSIVE: Iraq Probes State Banks Over Liquidity Depletion
2026-09-05 Shafaq News- Baghdad Iraq’s Federal Integrity Commission, the country’s anti-corruption watchdog, and other regulatory bodies are investigating declining liquidity at state-owned banks, exceptional lending and financing approvals, and the funding of investment projects, informed sources told Shafaq News on Saturday.
The inquiry covers loans and credit facilities starting at one billion dinars (≈ $760,000), particularly at state-owned Rafidain and Rasheed banks, to determine whether they complied with banking regulations. Investigators are also examining the companies and individuals that benefited, how the funds were used and the procedures behind exceptional approvals.
Preliminary data currently under audit indicate a “significant depletion” of liquidity and financial resources at state-owned banks in recent years, including funds available to Rafidain and Rasheed, according to the sources.
Some of the files date to the previous government and involve financial and banking policies and procedures adopted at the time. The investigation and audit findings will determine the extent of any responsibility and whether violations occurred.
The regulatory measures, the sources said, come amid financial challenges facing the state and efforts to strengthen liquidity management, safeguard the financial resources of government institutions and ensure their use within established legal and economic frameworks.
The latest inquiry follows a separate Federal Integrity Commission investigation disclosed earlier this week into contracts signed by state-owned banks in recent years, along with loans and advances granted to companies and investors.

2026-09-05 Shafaq News- Baghdad/ Erbil Gold prices remained near 960,000 IQD per mithqal in Baghdad and Erbil markets on Saturday, according to a Shafaq News survey.
Baghdad's Al-Nahr Street recorded a selling price of 970,000 IQD per mithqal (equivalent to five grams) for 21-carat gold, including Gulf, Turkish, and European varieties, with a buying price of 966,000 IQD. The same gold had sold for 970,000 IQD on Thursday.
The selling price for 21-carat Iraqi gold stood at 940,000 IQD, with a buying price of 936,000 IQD.
In jewelry stores, the selling price per mithqal of 21-carat Gulf gold ranged between 970,000 and 980,000 IQD, while Iraqi gold sold for between 940,000 and 950,000 IQD.

1. Norway Is Reducing Direct Exposure to U.S. Government Debt
Norges Bank Investment Management, which manages Norway's $2.3 trillion sovereign wealth fund, has proposed reducing the government-bond weighting in its benchmark from 70% to 50%.
U.S. Treasuries would experience the largest reduction.
Reuters estimates that the change could eventually reduce the fund's Treasury holdings by approximately $80 billion, from about $215 billion currently.
This is significant because Norway's fund is one of the world's largest institutional investors and its portfolio decisions can influence global capital flows.
However, the move should not be interpreted as Norway abandoning the U.S. dollar.
2. Norway Is Changing the Mix—Not Walking Away From the Dollar

The fund's overall dollar exposure would decline only slightly, from approximately 52.9% to 52.5%.
That distinction matters.

3. Chinese Banks Are Increasing Treasury Purchases
At almost the same time, Chinese commercial banks have been moving in the opposite direction.
Reuters reports that Chinese banks have been buying U.S. Treasuries after increasing the interest rates they offer on dollar deposits.
Some banks have offered dollar-deposit rates above 3%, with certain smaller banks and foreign lenders offering rates approaching 4%.
The banks can then invest those dollars in higher-yielding U.S. Treasury securities.
This represents a notable shift because Chinese government bond yields have remained comparatively low, making Treasuries more attractive from a return perspective.
4. China's Dollar Liquidity Is Growing
China's foreign-exchange deposits reached approximately $1.18 trillion at the end of July, up 17.9% from a year earlier, according to data cited by Reuters.
That provides Chinese banks with a larger pool of dollar liquidity that can potentially be deployed into U.S. assets.
At the same time, the purchases may help moderate the yuan's appreciation by encouraging Chinese depositors to retain dollars rather than convert them into yuan.
This creates an unusual dynamic:
Chinese banks can simultaneously increase Treasury demand while China's overall reported Treasury holdings continue to decline.
Reuters notes that China's Treasury holdings through U.S. custodians fell to $633.4 billion in June, the lowest level since 2008, although custody arrangements can make the true ultimate ownership difficult to measure.
5. The Real Story Is the Repricing of Capital
Taken together, Norway and China demonstrate that the Treasury story is not simply foreign investors buying or selling U.S. debt.
The deeper issue is how global investors are allocating capital among competing assets.
Norway is seeking greater diversification and exposure to different risk premiums.
Chinese banks are seeking higher returns for dollar liquidity.
Meanwhile, U.S. Treasury yields have risen substantially as investors demand greater compensation amid concerns about inflation, government borrowing and the broader supply of debt.

Tomorrow morning, in a committee room at the Federal Ministry of Finance, Iraq starts writing its 2027 federal budget – the law that carries the dinar’s exchange rate.
The Kurdistan Region flew a senior financial delegation to Baghdad to sit at the drafting table the day before the first line gets written.
The schedule is on the record
Drafting begins Saturday. The finished draft reaches the Council of Ministers on September 15. The cabinet votes the budget this month with the deficit capped at 3 percent, and then parliament receives it. It is the first complete budget the state has produced since 2023, near 200 trillion dinars, one of the largest in Iraq’s history. In Iraq the exchange rate is written into the budget law, and the 1,300 every holder knows has sat in the same law since June 2023 because no government finished a replacement. The replacement is now in production.
The central bank cleaned house the same week
• Al-Taif Islamic Bank – placed under an 18-month guardianship on the CBI’s own wire, a named custodian holding the keys
• Shams Maysan brokerage – license struck off the register
• The political class – every bank in Iraq ordered to file politicians and their relatives, to the third degree, into a database
• The 9 cabinet chairs – parliament’s vote on the unfilled posts, interior and defense among them, set for next week

We appreciate you, and we are still reaching over 20 million listeners in 160 or more countries. So that's good news, and so we're getting the. the call out there, and I'm excited about that. I'm excited about where we are, really. Believe it or not, and I'll have some good information to give you guys in my segment.
All right. Let's get into the intel segment and let's see where we are today.
I told you guys Tuesday night that we had heard that we were in a four to five day window, or maybe sooner. Thought, well, that's a strange way to say it, but that's the way Intel came in once. Four to five day window at the time that put us to the weekend, or maybe sooner. Then we also heard a piece that said we're waiting on Iran.
Now I don't know if we're still waiting on Iran, but the question with that was about which currency are they going to be using? Are they going to use the Iranian rial? Are they renaming Iran Persia?
Are they calling it something else, they are not going to be using the Iraqi dinar as was rumored, and I think I suggested that possibility.
I found out today that's not going to be the case. So, are we still waiting on Iran to get their act together in terms of the currency that they're going to be using, we'll find that out. We'll see.
As far as I know, no countries were squeezed with a 25% tariff for trying to help Iran. That was a threat that President Trump made.
If any countries are caught trying to help Iran through this time that we hit them with a 25% tariff, in addition to whatever else they're paying, and don't think that's an issue-at least not anymore. I don't think so. That seems to have been solved.
So Jeanie mentioned, you know, the eighth in four days. I'm calling the eighth in five days. Yes, I'm aware of the eighth of September on Tuesday, and it could come into play. It sure could, but what I'm hearing instead of that is that we should be?
This is how it was put from a very high source, and this is how it was put to it. Said if it doesn't go tonight, meaning the third of September tonight, Thursday night, if it doesn't go tonight, then it should go over the weekend, and I'm going to say that would take us all the way up to and including Labor Day, Monday the seventh.
Now, when we say we'll have it or it'll come in or whatever, usually that's referring to notifications with the 800 numbers. It could include exchanges also. We just have to see what happens, and I'm thinking the weekend really ascent starts tomorrow.
So obviously Labor Day weekend is here: Friday, Saturday, Sunday, Monday, four days. Let's see if it happens, and we manifest that in that period of time. It looks like that's what we're expecting.
This is coming from a few different sources. When it comes to Redemption Center leaders, they did not have rates on the Redemption Center screens today, but the banks did. But the bank screen rates were racing back and forth very fast, very fast, and that means rates are populating on the screens.
And I think sometimes they don't show up on the Redemption Center screens, so that they can settle in and then show up on the Redemption Center screens. I'm not sure. Sometimes you can see them populating on bank screens. Sometimes you see them flashing and populating on Redemption Center screens.
It seems like it's usually one or the other, and we are, as far as I know, totally interconnected with the quantum financial system, the Starlink system, the SIPS cross border international payment system, and the ISO 22022 has been fully integrated, as far as we can tell. Everything's lined up and ready to go. I think some of the digital currencies are already in play and in place.
I know that in the Soviet Union, Russia, in Russia, they supposedly have their digital coin, which is probably a digital ruble, lined up and ready to go. And I think it may be available for them to buy, or not to buy, or maybe to sell. I don't know.
It's a fairly new coin that, for me, I have not heard of it until now that the Russian ruble would have a digital coin, and we'll have our own digital coin backing U.S.N. which we believe is XRP. That's what we've heard would be would be the the so-called gold-backed digital coin that would back our U.S.N. dollar.
So let's see what else we know of today. Yeah, I know there's a few more things I wanted to bring out tonight.
So let me see if I can focus and concentrate on a few of these. I want to say one thing about the Redemption Center experience.
Take a pad of paper or a portfolio, you know, which has a legal pad inside of it. That kind of a thing. That's what I'm using. Take that, or you can write down some things, and make sure you take blue and black pens.
There might be occasions to use a blue pen for signature or a black pen for signature, and that whole thing is I don't even remember the why behind it. It has to do with originals using a blue pen instead of a black pen. I think so. Try to take both a blue ink and black ink pen with you, at least one of each.
Okay, just so you're prepared for it. I've talked about what you need for the redemption center as far as identification. They will be taking your picture when you get there. So, but you do want a picture ID. You know, try to take a driver's license or a passport. You probably don't need both. If you have both, take them. Whatever.
You probably need one proof, at least one proof of where you live, which is usually a utility bill bill, like a gas bill, electric bill, cell phone bill, something like that. It shows your address on it. That would be important to know too.
The other thing is, we know of people that are working directly to supply the redemption centers who are with Wells Fargo that have delivered over the past couple of weeks, the quantum cards.
These are the quantum, what I called account cards. This is to activate and to move funds from your quantum account into your primary or eventually secondary bank accounts. Initially, on day one, when we go in, we'll set up our quantum account. It may not require a username, but be prepared with that pad to bring a username and password if it is needed.
My understanding is that the biometric finger or thumbprint that you make will essentially replace your username? But we we better say just in case to just have the ability for a username and password and obviously your five-digit PIN code.
Come up with five digits that are not consecutive. Come up with a nice five-digit PIN code, and then also come up with even you can use an existing email and your password for your email, but they prefer a brand new email and password for your quantum card. So I'd say if you can get that, set that up ahead of time.
Go ahead and do that because you know how it is. You got to kind of register that that email as a Gmail or a Yandex or whatever you're using, just set it up so that when you go in, you've got a brand new email that hasn't even been used. It's ready to go, and you can plug that in.
So that's really what you need. You got the biometric fingerprint, thumbprint, maybe the username, maybe not. Password, five-digit PIN code, new email, and password to the new email.
That's kind of everything that you'll need to get into your Quantum account with your Quantum account card. That card is made of titanium. It's about three times as thick as a normal credit card.
It's got three chips in it. It's carrying a lot of your information, like your biometric and other stuff, on there. And it's, I'm not going to say destructible, but it's pretty much that way.
That card you don't charge with. All you do is move money into your bank accounts with it from your quantum account, your QFS account, quantum financial system account.
Okay, and that's where all your proceeds from your currency exchanges, your ZIM redemption, your RNR theoretically is going to be in there, and your Doge, if we get it now, is also supposed to be in that quantum account. Then you find out what each amount is when you when they say, okay, we got this account ready for you.
Okay, there's some money in it. Well, what is it? It's not my exchange money yet because we haven't done that yet. Okay. Okay. So you've got R and R of X number of dollars, and you've got a Doge payment. Well, write those amounts down so you'll remember those for later.
You know, you just have those. Doesn't really matter. It's just money that's going to be theoretically in your account before you do your currency exchanges and your ZIM redemption.
So it's all going to be lumped into one big account, and then you're going to move money from that account into your primary Wells account initially, Wells Fargo accounts, and by the way, we did hear that Bank of America, Citibank, and Chase will open branches seven days a week. They are doing everything they can to be your friend and to try to get you to do something with them.
Obviously, Wells is not going to do it, and neither is Bronco Santander or Santander Bank. Those two banks are not going to be open seven days a week, but the other banks will. And are we going to need retail banking anymore? Not really, not really, guys. It's meaning going into your current Chase Bank or your current Bank of America Bank.
Well, theoretically, this puts you in the status, if you're a Zim holder, of being considered a sovereign, a sovereign by Wells Fargo, they're already calling us that. They're referring to Zim holders as sovereigns already.
And so, what's interesting there is any banking that you do theoretically would be with two options: a private office that maybe Wells has set up that you can utilize, or create your own private office, or Premier Banking, meaning they're top end what they used to call wealth management bankers. They're kind of they kind of renamed those guys, I think, Premier Bankers.
And if we need something, you know, they're they should be more than willing to help us and do some things, and maybe we do need to go to a wealth management office or a premier banker office to do those things, or maybe we have the premier banker meet us and take us to lunch. You know, I mean that's very doable too, depending on your situation, of course.
So, let's see if you okay, Sue. Let's see if there's anything else that makes sense that has come in today. I think we covered redemption center thing I wanted to cover. Of course, don't get there more than 10 minutes early. 800 numbers.
We don't know for sure if Canada will have its own number. We've heard that in the past, and the U.S. will have its own number. It may be, or possibly they'll share the number, but Canada, don't be calling our 800 number, tying up the line. No, I'm just kidding. We'll see.
Hopefully, there's a separate number for Canada, and we'll have a separate number for us. Med beds are actively being used now, and have been for months that I'm aware of for the military and those children that were trafficked that they pulled out of tunnels and all that.
A lot of those kids have gone in to the bed beds to try to resurrect their lives and reduce or eliminate the trauma and possibly the memory to some extent. I don't think they can fully erase the memory.
Memory has a way of coming back. We know that from our secret space force contacts. So let's just say it this way: they have used them. They're continuing to use them.
They're ready for us to go, and it's just going to be a matter of us getting into the redemption center and letting them know, hey, we are a zim holder, you know that already, and I have a dire need, and boom, boom, boom, I'd like to get in to the med bed as soon as possible.
Boom, then they set that up and make a list ahead of time before you get in the med bed center of the things you would like to do in the med bed, what would you like to be changed in your physical body, and then in your mental situation?
You know, is there anything you want to have downloaded that you want to be good at, like tennis or golf, like Sue wants to be? She's very good at tennis, but she wants to even be better, so she thinks she can beat me in tennis. Well, we'll see. Maybe she could be fun. Be fun trying with it too. Yeah, we'll definitely see how that goes.
And then, so anything like that for me, you guys know it's languages, it's music. I plan to try to crank those up in the med bed. Voice, get my singing voice back. You know, it's all going to be something really amazing. I know it's going to be great. But have that list made up.
You should have a about a 15 minute pre med bed interview with the assistants there that could enter that information and make sure they understand what it is you want to try to accomplish in the med bed, and then boom, it it can go quickly. It can go.
I mean, we're talking whole limbs being regenerated in 20 minutes. I'm talking a guy with no arm, no leg, and one guy, one guy, military was in there, had one leg, but no arms.
So basically, he's got one leg missing and both arms missing from the shoulder down, 42 minutes done and done. 42 minutes. I mean, it's pretty fantastic, guys. It is amazing, and I'm looking forward to it.
What else? I don't know that there's anything, and I'm okay. We know there's clean. I did think of something else. There is cleanup going on.
I I think this weekend, from what I heard today, could be a major cleanup period over this weekend, the other thing I heard was about ah yes the EBS the EB the Electronic Broadcast Emergency not electronic emergency broadcast system which is the one you see on TV the Emergency alert system, the EAS, is on our cell phones. You've seen the Amber Alerts and all those. You know they're supposed to use those too.
Well, they had been pre-loaded already, and now they're actually being loaded with that information for the broadcast on EBS and EAS, and the timeline was it was going to be to be used shortly.
Now you guys know as well as I do. I don't like the word shortly, and I don't like the word soon. But they did use the term shortly when describing when the EBS is going to kick in. My gut is it'll kick in as we are starting our exchanges, but could be could preceded, might come after. We'll see. But that is interesting.
They're already preloaded, and now they're loading the data, the information. I heard something. Oh gosh, yeah. CNN servers, AI servers, were intercepted by the good guys. I think it was either yesterday or the day before, and that's pretty cool.
Listen, they're going to keep an eye on all the media broadcast companies because this stuff has to go out, and if for some reason certain broadcast networks decide they don't want to air it. They're going to get their license removed, and the military will put their people in to continue those broadcasts and do those broadcasts.
Well, that's already staged and ready. So don't be surprised. Like Sue's always saying, you know, think ahead, you know, plan. Are we going to need stock up with anything for a couple weeks or whatever? It's a good idea to prepare with some food and water and whatever else you might need. I don't anticipate major blackouts.
I don't anticipate that most of the time, if internet or electricity is going off, or phone service is funky, which it has been recently for a lot of people, cell phone service, it's because they're doing arrests in certain areas where they don't want them to communicate, not there to take us in a bad put us in a bad way. You know they know who we are, and I say if if it's not a bad idea to stock up with a little food, it's just hard to say whether it's going to be anything more than that, but it's always good to prepare and have a little bit of reserve.
Whether it's gasoline, whether it's food, water, make sure you're all set that you could make it for at least a week, maybe two weeks, just in case, just in case, just saying. So that's really the way I would say we're ready to go. EBS is good to go.
They're loading it, loading it now, and they're saying it could be used shortly. That's interesting to me because I think the EBS is going to bring some disclosure out, which we've had a little bit of it leaking out, a little bit of it dripping dripping out a little bit at a time.
You guys have seen some of the same things. I think I think if I understood it right, and I didn't see this, even Fox brought out something a day or so ago about the med beds, and I didn't catch it. One of my contacts did, so it's just we're close, guys.
We're super close, and I think we're ready to ready to get this thing launched.
