Clare:  Iraq Increases Reserves at IMF by 50%

15th October 2024  By John Lee.

A meeting of the Iraqi Cabinet this evening approved an increase in Iraq's quota at the International Monetary Fund (IMF) by 831.9 million Special Drawing Rights (SDR), equivalent to 1.45 trillion Iraqi dinars [$1.1 billion] based on the exchange rate as of October 8, 2024.

This 50-percet increase in Iraq's previous quota will enhance the country's voting power within the IMF.

The additional allocation will be included in the 2025 budget.

The IMF created SDRs as an international reserve asset to supplement member countries' official reserves; they are not a currency, but rather a claim on freely usable currencies of IMF member countries. They serve as a potential source of liquidity for IMF member nations.

SDRs represent a weighted basket of major international currencies, and can he held as part of a country's foreign exchange reserves. Adding SDRs to a country's international reserves makes it more resilient financially.   LINK

Under the patronage of His Excellency the Minister of Higher Education and Scientific Research, Dr. Naim Al-Aboudi, and under the supervision of Prof. Dr. Qusai Kamal Al-Din Al-Ahmadi, President of the University of Mosul, and under the follow-up of the Dean of the College of Administration and Economics, Prof. Dr. Thaeir Ahmed Saadoon Al-Samman, and in cooperation with the Nineveh Future Center for Strategic Studies, the College of Administration and Economics, Department of Banking and Financial Sciences, held in the hall of the University’s Grand Theater on Monday, 14/10/2024 at 10 am its international scientific conference tagged “Development and financial and economic stability to restore confidence in the dinar Iraqi ”

His work lasts for two consecutive days …The opening ceremony of the conference was attended by the respected Governor of Nineveh, Professor Abdul Qader Al-Dakhil, the Chairman of the Parliamentary Education Committee, Prof. Muzahim Al-Khayyat, the Assistant Chairman of the Parliamentary Energy Committee, Mr. Mansour Al-Maraid, the representative of the Nineveh Operations Commander, the representative of the Nineveh Police Commander and the President of the University and the assistants of the President of the University of Mosul for Scientific Administrative Affairs, the Dean of the College, members of the University Council, personalities from the city and a number of faculty and students of the college and the university.

The opening of the conference began with a recitation of verses from the Holy Quran, followed by Prof. Dr. Ali Abdul Sattar Al-Hafiz, followed by the reading of Surat Al-Fatihah on the souls of the martyrs of Iraq, then playing the national anthem, then a speech by the respected Governor of Nineveh, in which he talked about the importance of development and economy in order to restore confidence in the Iraqi currency and about the reconstruction revolution in the province, which was accompanied by the process of reconstruction of Iraqi universities, especially the University of Mosul

Followed by a speech by the Chairman of the Parliamentary Education Committee and a speech by Mr. The Dean of the Faculty welcomed the attendees, as he spoke about the importance of supporting the national economy and the need to support it, the recovery of trade, the fight against corruption and the implementation of the decisions of the monetary authority, then a speech by the Director of the Nineveh Future Center for Strategic Studies in Mosul, the consultant engineer Nabil Al-Youzbeki

Then the start of the work of the conference axes, the first session chaired by Dr. Ahmed Younis Al-Sabawi for the first speaker was Prof. Dr. Dariusz Zarzecki in Financial Management at the University of Zsczecin in Poland, followed by the distribution of shields and certificates to the organizers, supporters of the conference and members of the committees.

The themes of the conference touched on enhancing the challenges and opportunities related to financial and economic stability in Iraq, and working to develop effective strategies to restore confidence in the Iraqi dinar and promote sustainable development.

The conference aimed to highlight the role of economic policies in achieving stability and restoring confidence in the Iraqi dinar, discussing the main challenges affecting the stability of the Iraqi dinar, proposing possible solutions, building cooperation networks based on effective strategies to promote economic development in Iraq, and exchanging knowledge and experiences on strategies to improve economic development in Iraq.  LINK

Member: Good morning, Mark, patriots, and Dinarians.

Member: Payment for Iraq contracts and salaries electrically paid today.

MZ: I assume they are being paid at the same rate they had been paid at. It would make more sense to pay them at that rate and then do the ReValuation…..that would be the maximum way to get the most spendable money into the people’s pockets. To lift all the people up –you pay them at the old rate and when the dinar rate changes it would be a huge bonus for them.

Member: Mark is this our week?

MZ: I do not know…but a number of my bond contacts swear this is our week…and I am praying they are right. I think anywhere between now and the election is most likely.

Member: I wonder-does Iraq have to fully ascend to WTO before the rate goes on Forex?

Member: I don’t think so…..maybe the same time?

MZ: “Iraq increased reserves at the IMF by 50%” This is huge. This is an increase to the IMF for their SDR’s (Special drawing rights) In other words when a country comes for a loan to the IMF – they are borrowing from Iraq. This will enhance Iraq’s voting power in the IMF as well. This makes Iraq one of the most influential Arab nations.

MZ: We know we have World Trade Organization ascension coming…..and they are now taking a lead role in loaning funds to other countries in need and writing policies for the region with the IMF…..They are close to restoring stability and faith to their country and their currency.

Member: That's impressive at the progress for Iraq on the world stage

MZ: I am excited on what we are seeing coming out of Iraq as of late.

MZ: On the bond side just hearing more from them saying this is our week. I am still looking for something more to sink my teeth into.

MZ: On the bond side …groups are aggregating other bonds to go after the German bonds. Zim bonds are on that list for next week……and I got a report that Dragon bonds are being pulled together as well. At least we are starting to get some activity other than German bonds. .

MZ: From the Redemption /wealth management side-They are ready and working and they are being told to stay close. They do not yet know timing

Member: Can someone estimate what the dong may be when this hits

Member: Mark always says he thinks $2.25 or maybe higher…

Member: CMKX this week for our settlement to happen finally???

Member: Do you think it may be shotgun start Mark?

MZ: I very much believe it will be a shotgun start. I think we will see some of the historic bonds go then “Bam” things will start ripping…everything going at once. .

Wed. 16 Oct. is designated as an official celebration Day for Iraq and the day they will (allegedly). pay their contractors in the new Dinar Rate.

This was put into place in 2003….This one is huge…..Many have told us when this mission ends there will be a new value …and the US gets paid.

MZ: In Iraq –when they publish an article…many times it is already done

MZ:  ” Treasury Secretary and US Ambassador discuss government efforts for economic reforms”  They are discussing how well things have gone and things they would like to see to improve relations with the US. .

Member: I still don’t think it will RV until after the elections.

MZ: Guess we will find out in 3 weeks. I pray we go sooner….but if we go after…well, we go after.

Member: I still think it will all go at the same time

Member: Oh the increase of wealth management commercials… it’s like they know something!!!! It definitely isn’t because of this current economy!

Member: Guess not…..or Mark would tell us.

MZ: “Poland now holds more gold than Great Britain”  they hold more than 400 tons. They must think something is going on . If gold is revalued in any meaningful way- they have enough to back a currency. Generally 30-40% of currency needs to be backed by gold to hold liquidity.

MZ: “ As BRICS accumulates gold, Western banks continue to short sell”  There is a seismic shift shaking the foundations of global finance

Member: the Dong is so hard to get any info. I'm hoping it goes with the Dinar. Fingers crossed.

Quote:  "The significance of this is it marked the formal resumption of Iraq's accession  process to the WTO after a 6-year hiatus."  They have intensified the bilateral negotiations for the accession...There's a push now and they will need to be an internationally accepted currency in place ahead of the accession.

MZ:  From Iraq” Parliamentary calls to oblige the Iraqi government to cancel the privileges granted to Jordan”  They are saying they give Jordan all this preferential treatment but don’t get much back. May need to re-negotiate this…….Why is this important?  Jordan is mostly in Americas pocket…so watching Iraq step back from it …saying if it’s not good for trade they are not going to do it just to make America happy….Iraq is standing on its own two feet.

MZ: “The US Senate enters the line of pressure on the Central Bank of Iraq”  We keep reading articles on how well Iraq is doing cleaning up corruption. But 2 senators are concerned about untraceable wire transfers from banks….Are they going to Iran?   That is the question …If it is …it may be why we have not gone yet.

Member: or is it going to line the pockets of crooked politicians? Very suspicious.

MZ: “The recovery department signs a cooperation agreement with the Arab and International Police Directorate” This is to work with international policing operatives to recover any money stolen from the Iraqi government.

MZ: “ The launch of the activities of the International Scientific conference under the slogan “Development financial and economic stability to restore confidence in the dinar”  This seems to be the number one goal in the government right now….to restore the confidence in the dinar so that when they change the value-people have faith in it and use the dinar instead of the dollar.

MZ: yes we want it faster….but I think we are about to get it.

MZ: “Coordination with the World Bank for projects”  Pretty much everybody except the US and the federal Reserve is banking on Iraq’s WTO ascension and the increase in value of the dinar. The world bank is one of those and they are working with Iraq on larger infrastructure projects. Iraq is not staying in the background for much longer.

Member: If there is an announcement this week that Iraq has ascended to full-membership in the WTF, does that mean the new IDQ rate is public

MZ: Most likely when they announce the official WTO ascension we will see a public rate….imo

Member: The WTO needs the rate, we don’t need the WTO.

Member: Yesterday Frank 26 said Iraqi emoloyees would not get paid on the new rate this pay period but will next pay period. I wonder -How long is a pay period in Iraq??

Member: Makes sense, as salaries are normally paid in arrears, not in advance. Inference, rate change should be imminent. imo.

Member: Question about rates: is the rate at the redemption centers THE rate? Or could it float up if we wait? Or down if we don’t get in on time?

Member: RC rate is better than Forex rate. Remember, 'A bird in the hand is worth 2 in the bush'. imo.

Member: RV Intel? Bond holders?

MZ: I am still not seeing any activity on Asian bonds. Everything that I am hearing and seeing this week and last week has been on the German bonds. There were a couple meetings last night and there are bond holders who keep saying that absolutely this is our week.

MZ: I have facilitators saying “They are telling us this is our week…..that everything is complete…but have not seen much yet. They are waiting on the final “GO” to distribute the funds to the holders.

MZ: The bond holders seem more hopeful than the facilitators that this is our week. I was hoping to have more news than that this week.

Member: Maybe the facilitators are skeptical of the “Boy who cried wolf” and rightly so.

Member: I heard years ago when 30% of the bonds are done…then we get our notifications….hope that still is true.

Member: Are the German bonds the proverbial lynchpin of the bonds?

MZ: I believe the German bonds and the Iraqi Dinar are the lynchpins of this thing….the cornerstones of the entire reset tight now.  The two key things we are watching is the German bonds and the Iraqi dinar right now

Member: I heard a rumor that the new rate should be on FOREX tonight before they electronically pay the contracts tomorrow

Member: DOW is down .62% this morning

Member: Let’s talk about the up coming BRICS meeting this month and its implications

Member: What about the Chinese elders demanding perp walks before they will put up the gold for RV?

Member: Sure is a lot happening…we have to hope releasing the RV/reset is one of them

Your QFS Account:

DO NOT fall for someone saying they will set up your QFS Account so you can access money in it. All they are doing is collecting your personal information so THEY can steal your money.

Everyone already (allegedly) has their own QFS account set up, and it contains all of your personal data THERE IS NOTHING TO SET UP!!!

All of us have money that is ours in these accounts. This is money you’ve earned throughout your life. The money from your birth certificate is already (allegedly)deposited into that account, as well as payments for loans you’ve requested, student loans, mortgages, etc. You don’t need Zim Bonds or Dinars to set up a QFS Account.

After everyone has exchanged, the general public will be called, summoned to the redemption center, given a QFS card, and will be able to use their money.

At some point we will have to sign a non-disclosure agreement (NDA) and won’t be able to speak about this topic.

MZ: Let’s start with this one from the WTO: “Congratulations to 23 participants (Iraq being one of those) for completing WTO ascension training and market access negotiations on goods”  This tells us Iraq is reparing for that ascension.

MZ: I continue to hear out of Iraq that they hope for that announcement this week.    

MZ: “Government advisor: “The financial life of this country in 2024 is going smoothly” Things are going well

MZ: “Parliamentary finance: 2025 budget tables must be realistic”  They are reining in excess spending and bringing in more revenues.

MZ: Still waiting for a response on Bonds. Bond folks were supposed to be getting a solid update today on if they are getting paid this week or not. I will let you know when I get that answer.

Member: German Bonds?

Member: All the news I am waiting for right now are on the German bonds. Things are very quiet on Chinese bonds.

MZ:  I do know of a group trying to get boxes of Zim notes processed. These are like ours but boxed in sequential order. They want to get them processed before next week because they expect those to go within a week after the German bonds. I think there are 1,000 100T notes per box.

Mark…is the skyrocketing of the market a sign of it crashing soon??

​​Member: My local Wells Fargo said they have tried to find out if they were a RC (Redemption Center) since they’ve been asked a lot lately. “Its like they don’t want us to know” they said they got no answer

Member: We got some good BRICS news coming out today of local currencies and them coming to a solid agreement...

Prime Minister Mohammed Shia al-Sudani said today, Sunday, October 13, 2024, that all he aspires to is to serve the Iraqis and put Iraq first in our government policy.

Al-Sudani said in an interview with CNN that: "The Iraqi government committed before the House of Representatives to rearrange the relationship with the international coalition to fight the terrorist ISIS."

He explained that "the international coalition was formed based on the invitation of the Iraqi government in 2014 and achieved, with the help of Iraq and friends, a historic achievement for the region and the world by defeating ISIS," stressing that "ISIS gangs do not represent a threat to the state."

The Prime Minister explained that "Iran is a neighboring country that is linked to Iraq in many areas and supports the political process," noting that "Iraq is the only country in the region that has balanced relations between countries that may have problems or disagreements, and it is a country that is completely different from the past stage."

Al-Sudani continued, "Iraq is witnessing unprecedented economic development and a stable political system. It is building balanced relations, confronting all corruption problems, and working on commercial and administrative reforms."

"We are turning into a promising country that represents a cornerstone in the stability of the Middle East," he said, adding, "Iraq and the United States are bound by the Strategic Framework Agreement in 2008, and we are working to activate it."

Member: Hope everyone has a chance to enjoy a day off for Columbus day. Mods thanks for being here.

Member: So the PTB wasted another 3 day weekend and did nothing…..again.  Hope Mark has encouraging news today.

MZ: On the bond side there is a lot of expectations for this week. There are a number of meetings occurring today that should give us a better idea on timing, rumors and progress. I should hear about these sometime this afternoon.  

MZ: the last update was they are ready and waiting for permission …they have completed all the steps and just waiting for the green light.

MZ: There was a lot of news this weekend coming out of Iraq. “Prime Minister: Iraq is witnessing unprecedented economic development and a stable political system” He is using very important key words.  Dr. Shabibi  (Former governor of the CBI and architect of the RV) had told us if they gave him a safe and stable Iraq- he would give them a higher revaluation or reinstatement

MZ: Iraq is the most stable country in the region and becoming a leader

MZ: “The Iraqi Trade Bank announces the imminent opening of a cash deposit center in Karkh” . Everyone is bringing in cash in exchange for the convenience of electronic banking. They are modernizing quickly.  

MZ: “Finance disburse allocations for employees of the General Tax Authority” They are paying the first 2 quarters of salaries for 2024….Money is moving suddenly . this includes the Kurdish Region.

MZ: We are hoping for an HCL and WTO update this week as well. Members of the Finance ministry are hoping for a full timeline update or full acceptance of both this week.

MZ: From Finance ministry “Non-oil budget imports will reach $30 Trillion dinars next year” This is big. This is the money made by everything not oil and shows more stability in the Iraqi economy.

MZ: “Iraqi oil stabilizes at $75 a barrel.” Anything over $70 makes it easy for an RV. This is one of the benchmarks we were told to watch for.

Member: GM ! My local bank now has the new USN counting machine for use When needed! As per the bank manager !

MZ: They are definitely preparing

Member: Is it possible for Iraq to complete the file for WTO ascension, they had to negotiate trade tariffs with member countries based on a new exchange rate?

Member: I wonder how the October 20, 2024 elections in Kurdistan will impact Iraq's political stability and efforts to address corruption?

Member: I wonder if Iraq has to have the REER before the WTO? (Real Effective Exchange Rate)

Member: Is the Bolivar one of the currencies that may follow behind the dinar and dong?

Member: We have been told it’s in the first basket…..but no one knows the rate yet.

Member: Some platforms are saying to go to the bank for exchange of your foreign currency and some say redemptions center for a better exchange. What are your thoughts?

Member: Redemption centers are affiliated with Redeeming banks….They may be in empty offices or floors of existing banks…..or separate buildings depending on population of that area…..The redemption center staff work for banks…..and have been specially trained to exchange our foreign currency…..

The Parliamentary Finance Committee expected, on Sunday, that non-oil revenues in the 2025 budget would reach 30 trillion dinars, represented by electricity collection, taxes, and revenues from the Baghdad Municipality and all municipal departments. 

Member of the Parliamentary Finance Committee, Moeen Al-Kadhimi, told Shafaq News Agency, "The Parliamentary Finance Committee held a meeting today, in which it hosted the Minister of Finance, Taif Sami, the heads of the tax and customs authorities, and the general managers of the Ministry of Finance, to discuss the general budget law and oil and non-oil financial revenues."

He added, "Oil revenues are settled, but as for non-oil revenues, it has been emphasized that government departments should be activated, including electricity in the field of collection, the Baghdad Municipality, and other municipal departments, in addition to the services provided to tax committees, border crossing revenues, customs, and others that would increase non-oil revenues."

He explained that "the activation of non-oil revenues was mentioned in the government program but was not implemented. What is expected in 2025 is that oil revenues will be 120 trillion dinars, while non-oil revenues will be 30 trillion dinars, which includes customs revenues, taxes, electricity collection, and services provided by the government." link
