Reset Intelligence: Iraq Puts Its Budget to a Vote.

By Reset Intelligence | @EXIT_FIAT

Iraq's cabinet is reported to be meeting in an extraordinary session on Saturday with one item on the table: the 2027 budget. A source inside the governing alliance says it could slip to early next week. It is the first full budget Iraq has put to a vote since 2023.

In early September the government promised a vote within the month and a deficit no bigger than 3%. The bill arrives 2 months late. Its deficit is reported near a fifth of everything it spends, and it converts oil dollars at 1,500, the rate the Central Bank has used since October 7.

The tell

Two blocs told Baghdad in October what their votes cost. Badr's Abdullah al-Khaykani set his price: "If you hold the exchange rate at 155,000 dinars for every $100, I swear we will vote." On Tuesday Baghdad closed near 168,100. The Kurdistan Democratic Party's bloc called the draft "not fair." On Tuesday Prime Minister Ali al-Zaidi received that bloc himself. 4 days out. In person.

What else moved

  • The warning - Iraqi press reports the US charge d'affaires, Steven Fagin, has told political figures that without a concrete plan to end weapons outside the state by June 30, Washington could treat Iraq as a state sponsor of terrorism. Deputy speaker Farhad al-Atroushi said the same in public last week. No American statement has confirmed it.

  • The barrels - Baghdad wants at least 400,000 barrels a day from the Kurdistan Region next year. Erbil has offered 250,000 to 280,000 and still wants 14.14% of federal spending. No deal has been announced.

  • Tehran - Washington has reportedly approved the draft deal Qatar carried to Tehran. Iran's top security official, Mohsen Rezaei, called the American reply "not convincing." Trump: "We're locked and loaded if we need to go, but there may be no reason for it."

  • The count - whatever the networks have called, nothing is settled until the official count and state certification, which runs into December. A new Congress is not sworn in until January 3.

  • The exchange - the Iraq Stock Exchange traded 18.883 billion IQD of shares last week, up 457% on the week before.

  • The gold - central banks bought 321 tonnes in the third quarter, up 42% on a year ago.

  • Baghdad's street - closed Tuesday near 168,100 IQD for $100, against the bank's 152,000.

The question

Baghdad votes a budget written at 1,500, under a Washington deadline, with Badr's 155,000 line still unmet. If Badr votes yes anyway, what does that tell you about the IQD you hold?

That is the short version. Who votes, what the warning means, and why this count matters for Iraq - that is the daily read.
