The Central Bank of Iraq has chosen Western Union and MoneyGram to head up and load on their platforms their official exchange rate at 1320.
This is a placeholder rate that is not set in stone. It is a beginning point that will allow adjustments at future dates.
The important point here is that they have companies and mechanisms in place that will allow International exchanges to actually take place.

The BIS approved $23 billion of licenses selling U.S. technology to blacklisted China companies.
In total, 8% of these new licensures were denied.
Currently, we are in the middle of a struggle for the global balance of power.
Technological leadership has to be shared in order for the global economy to survive and thrive. And, time is of the essence.
The world is beginning to realize that shared leadership is the only way forward. We need each other to live well. "Where we go one, we go all."

This new development in the above paragraph will help coordinate a level playing field and secure more accurate outcomes.
It is a transparent technological keeping all transactions in check with standardized protocols holding all actions accountable.
