An Iraqi official in the office of Prime Minister Adel Abdul-Mahdi said that 30 per cent of the projects were sponsored by the Americans.

The government official, who spoke on condition of anonymity because he was not authorized to speak to the media, said that the remaining 70 percent of the mock projects took place during the time of successive Iraqi governments after the departure of the Americans.
