Butterfly   Newspapers are following the expected date for the resumption of the parliament sessions and the government's readiness to prepare the budget for next year

Thursday 20, May 2021 01:34.......The newspapers published in Baghdad today, Thursday, the twentieth of May, followed the expected date for the House of Representatives to resume holding its sessions, the important laws on its agenda, and the government's readiness to prepare the budget for next year 2022, and other topics.

Al-Zawraa newspaper, issued by the Iraqi Journalists Syndicate, said: "The House of Representatives intends to resume its regular sessions by next week, as the parliamentary circles await the presentation of important laws on the agenda for approval in conjunction with the approaching elections date on the tenth of next October."

And she added: "Other circles expect the arrival of an official request from the Prime Minister, Mustafa Al-Kazemi, to the House of Representatives to make a ministerial change in the current government formation, which may include the nomination of the new Minister of Health after the resignation of the current Minister Hassan Al-Tamimi, and the change of the Ministers of Education and Electricity. The National Coalition, with difficulty, Parliament was able to hold its sessions due to the presence of Corona virus infections among the ranks of the deputies. "

The representative of the National Bloc, Hassan Shuwerd, said in a statement to Al-Zawraa: "There are many reasons that impede the achievement of a quorum for the parliament to hold its regular sessions, including the infection of a number of parliamentarians with the Corona virus, and the presence of others in their governorates now."

butterfly  He added, "The Presidency has not yet officially informed the members of Parliament of the date of a close session to discuss important issues on the Iraqi arena, including the selection of the new candidate for the position of Minister of Health in place of the resigned Minister Hassan Al-Tamimi."

As it was quoted from MP Badr Al-Ziyadi, the MP, “The House of Representatives will witness next week holding its sessions and announcing the agenda, and laws have been distributed among the relevant committees, and there are laws that need a vote.

” Al-Ziyadi added: “Parliament has 4 months before the elections. He can issue many laws and other legislation. "

He explained: "Holding early parliamentary elections does not mean disrupting the sessions, otherwise it will be a negative indicator for the parliament."

As for "Kol Al Akhbar" newspaper, it spoke about the government's readiness to prepare the budget for next year 2022.

The newspaper said in this regard: "The Parliamentary Finance Committee announced that the Ministry of Finance is moving to prepare the draft general budget law for 2022, and that the government is working to complete the budget before holding the elections."

butterfly   Committee member Jamal Cougar said, according to the newspaper: "There is a move by the Ministry of Finance to prepare the budget bill for the year 2022, for the purpose of that a sub-committee of members of the House of Representatives was formed for the purpose of discussing and following up the process of preparing the law."

Cougar added, "The government of Prime Minister Mustafa Al-Kazemi is in charge of preparing the budget law and sending it to the House of Representatives according to the Financial Administration Law, provided that it begins preparing it in the current month of May and completes it at the beginning of next October, prior to the date of the parliamentary elections."

He continued: "In the event that elections are held on time, the members of the next session of the House of Representatives are the ones working to read and discuss the 2022 budget law and vote on it."

The newspaper quoted another committee member, Majed Al-Waeli, as saying:

butterfly  He pointed out: "There is a possibility to present it at an early date and the Finance Committee may discuss it in the current session, but he may realize it at the time of the elections." The House of Representatives takes longer after the members of the House of Representatives win the elections. "

Al-Zaman newspaper - I continued to follow up on the scarcity of water and the political measures required to be taken to secure Iraq's share of water.

In this regard, she indicated to the Ministry of Agriculture spokesman Hamid Al-Nayef saying: "There is a decrease in water levels, both from the Turkish side, which had no serious answers in releasing Iraq's water dues, as well as from Iran, which cut off the water completely from Darbandikhan and from the small Zab by a percentage 75 percent, "pointing out:"

He added, "This decrease is real and realistic, and there are fears, not only from the ministry, but from all the people, as we observe in Diyala, which witnessed the suspension of many electricity stations as well as water stations for the population, so this decrease is real and not a conspiracy or an artificial one."

sandyf   @BobbyC They can and will co-exist if the current denominations are accepted at todays value - The superseded currency retains the ISO code and value as at the day of implementation. Dual pricing normally exists for 6 months. When the UK changed the coinage, you went into a bar and paid either 10 pence in new money or 2 shillings in old for a pint of beer. The real problem for those with physical currency is that it must be returned to the country for exchange. The IQD would no longer be the national currency of Iraq and no longer an active currency, the only value would be relative to exchange for the new currency.

butterfly  Al-Nayef called on the government to use trade exchange with Turkey as a means of pressure to release the country's water quotas.

Al-Zaman quoted the head of the Parliamentary Committee on Agriculture, Water and Marshlands, Salam al-Shammari, as saying: "The competition between the Tigris and Euphrates levels is worrying and threatens a dry summer if the necessary government measures are not taken with the upstream countries of the two rivers and the tributaries, Turkey and Iran."

Al-Shammari explained, "The two countries are going ahead with their plans to establish reservoirs and dams that preserve the ability for them to deal with any irrigation and agricultural conditions, whatever they are, and we are waiting for their sympathy to provide us with water."

He continued, "The marshes are on the way to drought," stressing the need for an immediate start to an urgent governmental step to address the matter before it worsens, by contacting the two upstream countries to ensure Iraq’s share without delay .

Wednesday 19, May 2021 23:06........The Joint Operations Command announced that the Crisis Cell, at the Cabinet meeting, decided that the ban on Friday and Saturday will be partial from 9 at night to 5 in the morning, like the rest of the week.

butterfly  I am reposting this since it might get lost in the articles I posted............................19 May 21, 07:10 PM sandyf @BobbyC They can and will co-exist if the current denominations are accepted at todays value - The superseded currency retains the ISO code and value as at the day of implementation. UNEEK  I found this today - found it interesting and admit I probably - "most likely" do not fully understand it entirely but thought I would share for those who are a little more savvy in the area of economics - will post just a short portion with a link and anyone interested can read the long pdf file by clicking on the link -- I hope BobbyC and Kap read it and offer their perspective -...

UNEEK   The Dutch Disease and Iraq’s Foreign Exchange Rate. By Dr.Zeki Fattah*

Conclusion:   First, the Dutch Disease phenomenon doesn’t fully explain Iraq’s foreign exchange misalignment, nor is it the cause behind Iraq’s poor economic performance.

Unlike corona virus which is the same in developed and developing countries, and calls for the same treatment in both; the Dutch Disease phenomenon calls for different type of treatment in developing countries from that in developed countries.

This is because the exigencies on the ground in developing oil-exporting countries do not support the mechanism described under the Dutch Disease; therefore, the phenomenon cannot be used as a directive for policy measures in these countries.

UNEEK For example, given the exchange rate, and, because of unemployment and disguised unemployment, movements of production factors are neither constrained nor do they produce the effects postulated under the Dutch Disease in these countries.

Second, Iraq’s economic failure is caused by a combination of external and internal factors; including war damages caused by ISSIS, irrigation water problems, fall in oil prices, lack of foreign investment, economic mismanagement, corruption, socio-political instability, and a bloated public sector chronically pursing ineffective economic policy.

These problems cannot be dealt with by manipulating the country’s exchange rate.

They call for stability, sound economic policies, suitable and effective development strategy that can engage the country’s institutions and production forces in creating wealth and generating taxes.

Dave   sandyf going to call this new Iraqi currency IQN......?

Sparky  Dave ... IMF recognize IQN ?

Sparky  ... IQD until and unless they state otherwise ... CBI calls out IQN, time to fold up the tent ...

Sparky  ... IQN spells LOP to me, unless I'm missing something ...

Dave  Sparky IQN>>>>>>no such thing......!

Sparky  Dave ... heard of IQN back in 2013 ... never read Shab's mention that term ...

Dave  Sparky Gurus.....

Dave   sandyf suggests IQD /Dinar not the same...?

Sheila  Celebrate by Three Dog Night (1975) -- https://www.youtube.com/watch?v=kXI6CdTVJ-0

BobbyC  butterfly I think what SandyF is missing is at what rate will the new (ld's) co-exist with the new currency (hd's) If Iraq issues the LD's, we have a re denomination. Lets say Iraq revalues at a 1:1 par with the USD, again how can ya have a 1 dinar all the way up to a 25K, or maybe even a 50K Dinar? Pricing in the market and price difference would lead to a collapse of the economy.....PERIOD Now some can argue the new ld's will be a new currency and that's true but has no bearing our our end game. It will still be the Iraqi Dinar once the smoke clears

Dave   Lds worth the same as Hds........run concurrenty 10 yrs

Sparky  BobbyC ... Shab's said will " co-exist " for ten years ...

Dave  alaq stated the same....

Sparky   ... after security, stability and a fully seated government ...

BobbyC   UNEEK Great article and show us why Iraq can not have a positive change in the exchange rate without a diverse economy, in other words not based solely on oil. The Dutch tried that with a single resource and screwed themselves.

BobbyC    So LD's are worth the same as HD's So Iraq will foot the bill for hundreds of Trillions of IQD. Yeah ok

Dave   BobbyC UN imposed Sanctions Killed the IQD

BobbyC  It killed the IQD prior to 2003. Just as it was supposed to do

BobbyC  There are no sanctions on this current government, nor the Banks/IQD

BobbyC  From the US Treasury......"

There currently are no broad-based sanctions in place against Iraq, but there are certain prohibitions and asset freezes against specific individuals and  entities associated with the former Saddam Hussein regime, as well as parties determined to have committed, or to pose a significant risk of committing, an act of violence that has the purpose or effect of threatening the peace or stability of Iraq or the Government of Iraq or udermining efforts to promote economic reconstruction and political reform in Iraq or to provide humanitarian assistance to the Iraqi people."

Sparky  BobbyC ... UNSC Ch 7 , they still owe Kuwait 2.5 Bill $ ...

BobbyC  So that's against this Gov? No it's an inherited situation that has been agreed up with a certain % of oil proceeds going to Kuwait. Anywhere from 1 to 3%

Sparky  BobbyC ... I wonder why they don't pay it off out of pocket change ...

See this content in the original post

BobbyC  U.S Treasury and OFAC......V. FINANCIAL TRANSACTIONS

Unless a transaction involves a party blocked under OFACs authorities, financial transactions with Iraq are allowed, including the opening of correspondent accounts for Iraqi financial institutions.

BobbyC  Sparky Becasue they are operating in a 2 to 3 billion USD deficit every month and that's why the UNSC Comm gave their blessing to the % agreement

BobbyC For a few years Kuwait waived those payments starting in 2014

Sparky  BobbyC ... ahh, the inflated government comes into play ...

BobbyC  That article UNEEK brought in was very cool and very telling of why we'll be here awhile

BobbyC  Sparky 100%

BobbyC  With higher oil prices, it's time for Iraq to act like adults and capitalize on those profits

Dave  BobbyC need more than oil

BobbyC   Dave Exactly and that's where UNEEK's article comes into play

BobbyC  I live in a refinery based town and everyone outside those refineries benefit. That's the maximization of oil that Iraq needs and why the HCL would be so prominent

BobbyC  EXXON left Iraq because the HCL was not incorporated

Sparky   BobbyC ... that's a huge tell when Rex and Exxon step out ...

Sparky  ... they'll be back when the corruption diminishes to controllable levels ...

BobbyC  I hear ya. Iraq's oil sector is just as underdeveloped as the Banking Sector. That's why these biggies in oil want baghdad out of the opil contract/licenses Corruption is huge

BobbyC  The Licensing Rounds are worse than the Auctions

Sparky  ... pay to play ...

Sparky  ... Maliki is still the man, Iranian soldier ...

Sparky   ... his payroll is far and wide ...

Sparky  ... as always, imo ...

BobbyC   Sparky Very true. maliki, Ameri and Sadr run Iraq. Run it into the ground as well

Sparky  BobbyC ... common denominator is Iran ...

BobbyC   Yep and those 3 are in bed with em.

BobbyC   Hell Sadr gave Maliki his PM on 09-10?

Sparky   BobbyC ... Maliki put Talibani to sleep in '13 ? then Hero took over his Presidency ... if I recall ...

BobbyC   Allawi (?) won the election but Sadr's coalition backed Maliki during the Parliament elections. That was during the Erbil Agreements days

BobbyC  He tried for it again in 2014 but was pressured out and Abadi was put in

BobbyC   Abadi started the Reform Process

Sparky  ... once I see 104 disputed areas settled, I'll start to pay attention again ...

See this content in the original post

BobbyC   140 is set in stone until a national referendum takes place

BobbyC  140 and the HCL are 2 sticking points for Iraqi's with each totalling trillions of dollars

Sparky  BobbyC ... 2014 Maliki gave the country to Isis at Mosul ...

BobbyC  Yeah and our freaking Humvee's  :)

Sparky   BobbyC ... uniforms and all ...

BobbyC  Amazing no one in a high political posistion was ever held accountable for ISIS. But that's what corruption buys you

Sparky     BobbyC ... Maliki's payroll far and wide ... then, incorporating Hash'D ...

BobbyC  That's ok per Recaps and DInar Guru, we're getting paid SOON

Sparky   BobbyC ... yup, any day now ...

Sparky  BobbyC ... already put down a deposit on my yaught ...

BobbyC  I heard a guy tried to put Dinar down on a Farm once

BobbyC  We still have a 66.67% chance of a positive outcome :)\

Sheila  UNEEK lockdown might have happened today?

UNEEK  BobbyC Sparky thanks for reading the article and discussing it -- I am going to scroll back and read your comments and see if I can absorb a little more

BobbyC  It's that 33.33% that'll bites ya in the ass lol

Sparky  BobbyC ... yup ...

BobbyC  UNEEK you betcha. In a nutshell the Dutch tried to maximize their Exchange Rate on one resource and shot themselves in the foot

Sparky  BobbyC ... Swiss Dinar paid 20+ to 1 back in 1993 if memory serves ...

BobbyC   The IQD was flourishing back in the 50's as well. It will again

Sparky  BobbyC ... I agree, simply by checking the history of the Dinar on the CBI website ...

UNEEK  BobbyC Sparky it's really nice -- heck it's wonderful to have someone share their perspective and have a discussion on these articles -- thank you guys so much

BobbyC  Our problem lies in the denominations. Dave submitted an article that talked about Delete the Zeros, although it was an op-ed, it spelled out a re denomination due to the high note value and count

BobbyC   UNEEK Anytime. We should discuss articles and deal with the reality of our investment. All this other stuff has never ever, nor will it ever pan out. It's all about the economy and supporting the value of the IQD

Sparky  ... support and sustain ...

See this content in the original post

BobbyC  If Iraq were to "revalue" today or tomorrow or next year, they would be committing economic suicide and the IQD would not be accepted as a reserve currency

Sparky  BobbyC ... yup, we have a few minutes to wait until they sort things out ...

BobbyC  Sparky It's there for the taking. Now it's up to a politically based Iraq

Sparky  ... security, stability, and a fully seated non-corrupt government ...

BobbyC  Sparky Yep and this GOI is considered "transitional"

Sparky  ... real Dinar talk, that's refreshing ... thanks Bobby ...

Sparky  ... Abadi next PM ...?

BobbyC  Sparky This is a fun investment as long as we talk about the basics. I'd love to see Abadi as PM. He was the original reformist and international darling when it came to fighting ISIS. Is he perfect? Nope. Now this PM has a chance but he has no political backing. Will he run? Who knows

Sparky   ... Sistani can call the shots anytime he wants to ...

BobbyC  Yep and he's the reason Abadi didn't get a 2nd Term. He said no more old school

BobbyC  This new Election Law will change the face of Parliament but not how a PM is selected

Sparky   ... Kadhimi, Mahdi haven't done anything but kick the can, after the real reformist Abadi was ousted after the riots ...

BobbyC  Poor Mahdi lol. He was the Economist to lead Iraq to glory. Problem was he couldn't stay awake

Sparky   BobbyC ... basics ... banking laws ...security and stability, fully seated government, out of CH 7, ie pay Kuwait...or is Kuwait waiting for the body locations ... mass graves ...

BobbyC Yep on a lot of those for sure. The missing persons and property was moved to Ch 6 (working committees)

Sparky   BobbyC ... thanks, I didn't know that ...

BobbyC  Sparky You betcha. Coffe set to go off at 4:45. Have a great rest of the night. Great discussions

Sparky   BobbyC ... nice chatting with you ...
