MilitiaMan:  I'll bet the graft going to the irregular provincial councils was plenty of hard currency. This may have clearly been an important issue to have in place and sorted for the 2019 calculation adjustment(s) for and ahead of the 2020 budget.

A requirement? I wouldn't be surprised! The wasted money should go to the kitty for the citizens needs imo.. There could be more that is involved too. The idea of where did you get this (assets, cash, Real Estate.) may have been in play too. 

I like they are gearing for the money, and will allow for time to adjudicate the corrupt.. Mahdi seems to be in the running for questioning next month.. That is in a few days coming. But, they'll need the money to retain international investors to create the jobs the demands of the citizens need.

Pressure is like a powder keg now with a very short fuse. imo (smile)
