butterfly  2021-02-24 08:14  Shafaq News / The Kurdistan Regional Government (KRG) expected, on Wednesday to reach an “imminent” agreement with the federal Government for its share in the 2021 financial budget.

"Discussions are continuing with Baghdad regarding the Region's share in the budget ... We expect to reach an agreement soon ... not only to secure the salaries of employees, but to offer job opportunities for young and recent graduates," Government spokesman Gutiar Adel said in a press conference today.

Adel added that "if necessary, KRG delegation will head to Baghdad again…the political parties must take into account that failing to reach an agreement will affect the whole Iraq and not only the Kurdistan Region."

In December 2020, Iraq’s cabinet approved a 2021 draft budget of 150 trillion Iraqi dinars ($103 billion) as the country wrestles with an economic and financial crisis due to low crude prices.

The draft 2021 budget is based on a world oil price of $42 a barrel and expected oil exports of 3.25 million barrels per day (bpd), including 250,000 bpd from the Kurdish region.

So far, KRG delegation met with the federal Government officials many times to settle this issue without any firm decision.

butterfly  2021-02-24 07:06  Shafaq News/ The State of Law bloc ruled out conducting a majority vote on the 2021 General Budget law.

A spokesman for the bloc, MP Bahaa al-Din al-Nuri, said in a statement to Shafaq News Agency, "there are no final agreements between the political blocs and the Kurdish delegation regarding oil, financial revenues, and border-crossings in the Kurdistan region." "The talk about scheduling a session to vote on the budget law is inaccurate because there is no final agreement between the Central government, the region, and the political blocs regarding the region’s share of the budget."

Al-Nouri added that negotiations are underway to resolve those issues noting, "an agreement on the region’s share might be reached next week." Al-Nouri stressed, "there will not be a vote without the Kurds."

The representative of the Kurdistan Regional Government in Baghdad, Faris Issa, revealed yesterday, Tuesday, that the negotiating delegation of the Kurdistan Regional Government had postponed its visit, scheduled yesterday, to the Iraqi capital until further notice.

"It seems we're back to last year," a senior US military official in Iraq told AFP, referring to several months in 2020 when rockets rained down on American sites once a week or more.

On Monday, two rockets hit near the US embassy in Baghdad, days after a volley hit an airbase further north where a US military contractor is maintaining F-16 fighter-jets purchased from Washington.

"All indications are it's the same style of attacks," said the US official, speaking on condition of anonymity. "And intelligence shared with us says there are more to come."

Both local and international dynamics may have prompted the resumed attacks.

The US military official said that, in talks with Washington, "we've provided options, including striking inside and outside of Iraq, but we haven't heard yet from the new administration".

Rockets also hit a military complex in the Kurdish region's capital Erbil on February 15, killing a civilian and a foreign contractor working with US-led troops.

The Pentagon said the Rockets used in the Erbil attack are of Iranian origin.

the pro-Iran groups typically blamed for such attacks including Kata’ib Hezbollah have been quick to condemn the strikes.

New electronic banking service seeks to move Iraq away from cash economy

butterfly   ERBIL, Kurdistan Region — The Iraqi Central Bank announced on Sunday that it has given permission for a “first of its kind” electronic banking service to be rolled out in Iraq over the next few years. The new service seeks to revolutionize the way Iraqis spend money by providing an alternative to the cash economy currently prevalent across the country, including the Kurdistan Region, its founder tells Rudaw English.

Established by Iraqi entrepreneur Kawa Rekani six months ago, First Iraqi Bank is the sole bank to get permission to operate such a service, allowing customers to perform financial transactions online or through their mobile device with ease rather than through cash payments.

Unlike Qi Card, a service that has been touted as Iraq’s first step toward electronic banking, customers will not have to retrieve cash at any point.

“This is not just a bank; it is a new financial system for the whole of Iraq and will change the Iraqi economy,” Rekani told Rudaw English via WhatsApp from Dubai on Saturday. “In Iraq everything is in cash, we aim to work in a way that from now until the next three years, there would be an 80% of the population that rely on electronic payment. So the money transfer would be from phone to phone.”

First Iraqi Bank’s service is based on an application that acts as a mobile wallet and can be downloaded by customers on both IOS and android devices, allowing to transfer money from one mobile phone to another 24 hours a day. The application will be in app stores in mid-March.

Only 23 percent of Iraqi households have access to an account at a financial institution, one of the lowest levels in the Arab world, according to data from the World Bank. Most companies in Iraq still operate in cash, with only 26 percent using the formal banking system. Roughly 98% of employers pay in hard currency and nearly half pay their suppliers that way.

A surprise announcement by the Ministry of Oil of the draft oil and gas law

In a statement, Al-Furat News Agency received a copy of it, Abdul-Jabbar affirmed that “this copy will be referred to the Council of Ministers for approval after completion of its review by the concerned authorities in the ministry, and then the Council of Ministers will review this copy, and in turn refer it to the House of Representatives for the sake of Enacting this law."

He pointed out, "the ministry's keenness to approve a law that contributes to the development of the oil and gas industry, and the optimal investment of the national wealth in Iraq in order to support the national economy."
