Xyz   A high-ranking delegation from the provincial government arrives in Baghdad

{Baghdad: Al Furat News} A high-ranking delegation from the Kurdistan Regional Government, headed by Qubad Talabani, Deputy Prime Minister, arrived Tuesday morning in the capital, Baghdad, to resume talks with the federal government to resolve differences and outstanding issues between the two sides.

The provincial government delegation has made several visits to Baghdad in the past months.

xyz   Soon ... the 2020 budget will see the light

The federal public budget for the current year 2020 faced multiple problems and obstacles, not the least of which was the sudden drop in oil prices, in addition to the Corona epidemic and the accompanying collapse of economic activity not only in Iraq but throughout the world, which constituted an additional burden on the budget project, which is burdened with a large deficit,

The convening of this meeting, which was attended by a number of ministers, deputies and advisors, comes within the methodology of cooperation between the legislative and executive authorities, in order to develop the best means and pillars that serve the national economy. The meeting discussed the draft of the state budget law for the year 2020, as it is one of the most important objectives of the ministerial curriculum of the government, in a manner that ensures the citizen’s interest and level of living are taken into account.

The joint meeting also dealt with following up on the latest steps in preparing the economic reform paper, as well as discussing general frameworks for the state budget for the next year, 2021.

Regarding the availability of job grades, Al-Waeli hinted in his speech to Al-Sabah that there are real grades close to the number announced by the Ministry of Planning The amount of 240 thousand degrees, indicating the possibility of the availability of these degrees in the event of completing the transactions of retired referred to retirement and receiving them Their rights.

xyz  Under the dome of Parliament, the Minister of Finance discloses the reason for the delay in the reform paper

Shafaq News / The Minister of Finance in the Iraqi federal government, Ali Allawi, revealed on Tuesday the reason for the government’s delay in sending the government reform paper to Parliament.   This came during his hosting of the parliament session, according to what a parliamentary source revealed to Shafaq News.

The source said, "Finance Minister Ali Allawi made it clear during his attendance at the parliament session that the reason for the government’s delay in not sending the government reform paper to Parliament was the lack of completion of the domestic and foreign borrowing law to bridge the fiscal deficit for the year 2020."

He added that "the government did not borrow any external amount, and only borrowed locally," noting that "the government disbursed all internal borrowing funds, according to the Minister of Finance."

Minister Allawi said, according to the parliamentary source, that the government will present the reform paper to Parliament and other concerned parties at the end of this month.

According to Allawi, the government is working to stop the waste of public money at all levels, and that this will be guaranteed in the economic reform paper.

And Iraq had resorted to borrowing to contain the financial crisis that resulted from a significant decline in oil prices during the past months due to the Corona pandemic, which paralyzed large sectors of the world economy.

Iraq relies on oil to finance up to 95 percent of state spending.

Al-Kazemi pledged, upon the formation of his government last May, to carry out reforms in the country that would improve public services in the country, create the atmosphere for early elections, as well as fight corruption. xyz   LINK

The spokesman for the General Secretariat of the Council of Ministers, Haider Majeed, told Shafaq News on Sunday that it had received the special budget for the remainder of the year 2020, by the Ministry of Finance, to be discussed and sent to the House of Representatives.

The head of the Parliamentary Finance Committee, Haitham al-Jubouri, also revealed to Shafaq News that the draft budget law will be limited to the months of September, October, first and second, and December.

Iraq has not passed the federal budget law for the current year as a result of the protests crisis that has swept the country since October 2019, and toppled the previous government.

Mustafa Al-Kazemi's government faced difficulties in preparing the budget project at a time when the country was suffering from a stifling financial crisis, resulting from the collapse of oil prices in world markets.  LINK

Bob  What this person said recently( Sheila) said about a "float rate" is incorrect. A float or in this case a floating currency is the result of market forces ie supply and demand.

xyz  "The influential parties no longer control the prime minister"

The independent MP for Diyala Governorate, Nahida al-Daini, said on Tuesday that political parties no longer control the prime minister under the current government headed by Mustafa al-Kazimi.

In a special statement to Shafaq News, Al-Daini said that influential parties are trying to recycle the same former faces accused of corruption to fill high government positions. Al-Daini indicated that these parties are accustomed to managing the files of the prime minister, adding, "but they cannot do that as before."

Al-Daini also denied attacking Al-Kazemi.

Media and social media platforms reported statements attributed to Al-Daini, stating, "We have not seen any achievements from Al-Kazemi on the ground until this moment, but rather relied on the loud media."

Al-Daini responded by saying, "I have never made such statements, and I do not know about them," noting that "Al-Kazemi faces great and grave challenges, most notably resolving the issue of fugitive weapons, corruption, and choosing the appropriate personalities for the positions."   LINK

Bob   There are those that are looking for a "float rate". No such thing. Floating is a verb denoting an action. Some countries float some peg. Some do what called a dirty float where they control it within parameters.

Sheila   Bob Let me clear this up for you. I DID NOT say I believe there would be a float rate. That Kap - Joe, whomever repeatedly says there will be a float rate on the dinar. I repeatedly asked HIM to tell us what that float rate would be. He keeps saying there will not be an overnight RV. Do not lump me into any category that includes Kap - Joe, whatever.

Allascam  (Kaperoni)  sheila You might want to read up on how countries transition from peg to float. They do not RV first they simply change from peg to float. So when they decide, they will simply change and the rate starts at what it is at the time..which is 1190. Start reading here... https://www.imf.org/external/pubs/ft/wp/2004/wp04126.pdf https://www.imf.org/external/pubs/ft/issues/issues38/ei38.pdf

Sheila  Zig I am going with history of currency valuations. The dinar can certainly revalue back to where it was devalued.

Sheila  Allascam No thank you. You have tunnel vision on the IMF sources. Besides we all know now that you are a true believer in the dinar. You're just not done throwing your temper tantrums. lolol

Allascam  (Kaperoni)  sheila lol no I just know the CBI follows the IMF! They have to they have signed Stand By Agreements making them

Sheila  Allascam I'm thinking the CBI follows the BIS and all those private bankers in the central banking system.

Sheila  Allascam Still waiting to know the "float" rate you are expecting on the dinar??? Oh, the new guy, Bob, had some good words to say about your float rate theory. He had me confused with you. Never to be... lolol

Zig  sheila : Float from wherever it is at the time it starts... I believe Kap says....

Knowitall  (Kaperoni)  Not once has has the CBI not done what the IMF said in 15 years I have been reviewing docs. Your a fool to think they would do otherwise. They have a charter to follow to remain members in the UN, IMF and WB. They cannot RV the dinar..every with over 42 trillion sitting in mattresses

Knowitall (Kaperoni)   The size of the Iraqi monetary block is 80 trillion dinars

09/08/2020 20:02   Baghdad / Obelisk: A member of the Parliamentary Finance Committee, Ahmed Hama Rashid, spoke on Tuesday, September 8, 2020, about a number of reasons that led to a crisis that faced the government when it decided to borrow from banks in the country, while revealing the size of the monetary mass in Iraq and the volume of its trader.

A member of Hama Rashid said, in a press statement, that "the Iraqi citizen's lack of confidence in the banking system is due to many reasons, the most prominent of which is the lack of credibility in the infrastructure of banking systems of all kinds on the part of the Iraqis, although Iraq has 86 governmental and private banks."

Hama Rashid added, "This means that these banks could not participate in building the economic infrastructure due to the poor banking system and the failure of these banks to fulfill their obligations towards the Iraqis, and that Iraq still lacks legal legislation guaranteeing deposits in banks despite the submission of a draft of this." Law since the previous parliamentary session 2014-2018. "

And about the size of the monetary block in Iraqi dinars, Rashid revealed, "Iraq has a printed cash block issued by the Central Bank estimated at 80 trillion Iraqi dinars, with a circulation volume ranging from 38 to 40 trillion dinars, but less than half of the last number is found in government banks. And eligibility, and the rest is stored with merchants and families in their homes, which led to the government facing a crisis in borrowing from banks because of Iraq’s reliance so far on the circulation of paper currency without relying on electronic trading and credit cards.

Iraq witnessed a large cash liquidity crisis following the decline in global oil prices due to the Corona virus pandemic, which led to difficulties the government faced in providing Iraqi cash to meet the requirements of public employees' salaries and operating expenses.    LINK
