CandyKisses:  The Central Bank sets the date for the return of the dollar rate to normal

The Central Bank of Iraq explained, on Saturday, the reasons for the rise in the price of the dollar in what was set as the date of its return to normal    

Central Bank Advisor Ihsan Al-Yasiri said in a statement to the official agency followed by "NAS", (December 10, 2022), that "the exchange rate problem is related to the money supply", indicating that "the Central Bank has established a platform for banks to submit their requests to obtain dollars."  

He pointed out that "this platform has procedures, because Iraq is still complying with international requirements in the subject of the dollar and combating money laundering and terrorist financing," explaining that "some banks took time to implement these requests."

Al-Yasiri added that "banks used to submit their applications and come to the Central Bank and get the dollar, but now banks raise their requests on the platform and when they reach the Central Bank, they are checked by the bank, and this process may take some time," pointing out that "some banks have international restrictions and there is no longer any dealing with them by the Central Bank."  

He explained that "the Central Bank addressed this by raising the level of demand supply for money sale and increased the shares of banks and companies of class (A - B - C) of the dollar," noting that "the audit procedures will take their usual ranges, and the exchange rate will return to normal equilibrium."  

"The exchange rate remains disciplined and will return to normal in just two weeks," he stressed.

Tishwash:  Parliamentary Finance: Parliament will cut off its legislative recess in the event that the budget is sent

The Parliamentary Finance Committee considered, on Saturday, the delay in sending the budget from the government to Parliament as unjustified and has no reason, stressing that Parliament will interrupt its legislative recess in the event that the budget is sent. 

Committee member Representative Jamal Cougar said in a statement to Al-Maalouma, "The failure to send the draft budget law to the House of Representatives is surprising and has no justification."  

He added, "The reasons for our surprise at the delay in sending the budget to parliament lie in three points: the first is that the government was given enough time to discuss the budget, and the second is that the draft budget was prepared by the previous government, and even if some amendments were made to it, it is minor, and the last reason is that the staff responsible for the preparation of the budget has not changed and it is still at the helm of the team.  

Cougar explained, "If the draft law is sent to parliament during its legislative recess, it will cut off its legislative recess for the purpose of discussing it until it is approved by calling him to an extraordinary session, according to what is stated in the constitution .  link

{Politics: Al Furat News} The Kurdistan Democratic Party announced today, Saturday, the formation of a committee between the center and the region, bearing the name {Article 140}.

The leader of the party, Wafaa Muhammad Karim, told the Euphrates News Agency that, "It was agreed to define a committee called the Article 140 Committee between the center and the region, as well as an agreement to legislate the oil and gas law."

He added, "Visits to this committee will be every 10 days, once or twice a month."

And he continued: "With regard to the region's share in the budget, the deductions will be from the region's share according to a deductive case, meaning that the region will not deliver sums of money, but will be deducted from its oil exports according to mechanisms."

Tishwash:  Democratic Party: Political consensus on approving the oil and gas law

 Today, Saturday, the representative of the Kurdistan Democratic Party, Sharif Suleiman, affirmed the existence of seriousness and political consensus on approving the oil and gas law within a maximum period of 6 months, while he indicated that the difference of visions regarding the value of oil and the classification of funds delayed sending the draft budget law to the House of Representatives.

Suleiman told the Iraqi News Agency (INA): "The oil and gas law is the result of multiple cycles, and is considered one of the very important and basic laws in state administration, especially with regard to the oil and gas file between the region and the center."

He added, "There is seriousness by all political forces at this stage to approve the oil and gas law within a maximum period of 6 months," stressing "the importance of approving the oil and gas law as a roadmap to bridge differences."

He pointed out that "the law needs to put in place new frameworks because there have been changes in the same country and many things," noting that "the management of the fields that were discovered after 2003, and the issue of other fields that were discovered before 2003, all of these matters are framed by constitutional articles, so These constitutional frameworks must be relied upon to set the mechanisms, provisions and basic points of the oil and gas law.

Regarding the next year's budget, Suleiman said: "Dialogues between the central government, the Kurdistan region, and the Ministry of Finance are still continuing regarding the general budget law for the next year 2023, but until now the visions have not been unified about the value of oil determined in the budget, the amounts, how the budget is classified, and other issues." that have been sent to the House of Representatives.

And the Ministry of Planning announced, on Wednesday (11/30/2022), the agreement of the Diwani Order Committee 22151 for the year 2022 headed by the Deputy Prime Minister - Minister of Planning, Muhammad Ali Tamim, (in charge of resolving outstanding issues with the Kurdistan region), and the delegation of the Kurdistan Region of Iraq headed by the Minister of Planning In the region, Dara Rashid Mahmoud agreed to form joint technical committees to consider outstanding issues between Baghdad and Erbil, especially the oil and gas law, the budget, and other issues.

The two parties agreed, according to the statement of the Ministry of Planning, that the outstanding issues be dealt with, in accordance with what was stipulated in the Iraqi constitution, and the ministerial platform of the government of Prime Minister Muhammad Shia al-Sudani, which was voted on by the House of Representatives.
