Tishwash:  Al-Kazemi’s government has the power to send the budget law..and passing it has become an urgent requirement

Legal expert Ali Al-Tamimi sees, on Sunday, April 17, 2022, the possibility of Parliament authorizing the government of Mustafa Al-Kazemi, the right to send the general budget law, while the Parliamentary Legal Committee reported, on Sunday, the possibility of legislating the 2022 budget law under Al-Kazemi’s government, noting that The House of Representatives is working on finding a legal formula that would allow it to be passed

Al-Tamimi told Al-Masala that Parliament can authorize the Al-Kazemi government to send the general budget law .because it is related to food security, which is one of the first priorities of the caretaker government

He added: This mandate requires a vote of the absolute majority of the number of members, half of the total number .plus one, and that this right is limited only to the budget law exclusively He pointed out that the mandate should include the approval of the final accounts of the previous year's budget in .accordance with the Financial Management and Public Debt Law No. 6 of 2019

He concluded his speech by saying: All this is in accordance with Articles 61, 5 and 61 of the Constitution and 12 and 13 of the Financial Management and Public Debt Law No. 6 of 2019 and Articles 128 to 138 of the Parliament’s Bylaw .and Bylaw

The head of the age of the Parliamentary Legal Committee, Muhammad Anouz, told Al-Masala, that the dialogue is still continuing within the committee and the rest of the House of Representatives in order to find a sound legal .formula that allows receiving the 2022 draft budget from the Al-Kazemi government

He added that the House of Representatives is the supreme legislative body and can provide a legal and legislative cover that allows meeting the needs of citizens, especially as the wheel of the economy awaits the financial allocations .necessary to run the daily lives of citizens

The financial advisor to the Prime Minister, Mazhar Muhammad Salih, says that the failure to approve a general budget for any of the years creates an economic gap between the years, adding that in our current situation it is possible to control if we adhere to low spending ceilings with the rise in oil prices, we will be able to control the .economic course in general

He pointed out that it is not possible to predict the existence or absence of a budget for this year, but that Iraq is now .committed to spending in accordance with the law of financial management.  link

Today, Sunday, the Central Bank of Iraq said that cash reserves exceeded $70 billion.

Tishwash:  Al-Kazemi’s government creates a “miniature model” of the budget, and its advisor acknowledges the “failure” of the white paper

The economic advisor to the Prime Minister, Mazhar Muhammad Salih, acknowledged, on Monday, that the reform white paper approved by the government of Mustafa Al-Kazemi had not achieved the required achievements, indicating that the food security law is a “model” of the budget and needs urgent scrutiny by the Financial Control.
In a televised interview, Saleh said, "The White Paper achieved very simple things."

He added, "There is no accurate statistic that counts agricultural crops and national products, and that tax evasion (there is neither a head god nor a sassy god) is due to chaos and tax evasion."

He explained, “The ability that brought the emergency support law to Parliament can deliver the budget, but the emergency support will be an alternative to the budget in the event that the political blockage remains, and he is a legislator who wants to show a miniature “model” of the budget.

Regarding the number of employees and the possibility of their demobilization, Saleh said that “the number of employees has greatly inflated in Iraq, while the number of retirees has doubled recently, and it is difficult to lay off employees, and this will not happen in the worst circumstances.”

Saleh pointed out that "4 million retirees receive salaries from the budget and from the retirement fund, and that the retirement fund needs a very urgent review."  link

Candy Kisses:  During a meeting tomorrow, the framework maneuvers to “save the homeland” with a new initiative after two day

Shafaq News/ The comprehensive coordination framework of all Shiite political forces, with the exception of the Sadrist bloc led by Muqtada al-Sadr, will hold a meeting tomorrow, Monday, that includes other forces allied with him.

An informed source told Shafaq News Agency, "The meeting will carry an initiative that will be presented by the participants in order to address the political blockage," noting that "the initiative will be presented to the poles of the Triple Alliance (Save the Homeland), during the next two days."

The leader of the Sadrist movement, Muqtada al-Sadr, had set on March 31, a deadline of forty per day on what is known as the blocking third consisting of the coordination framework and allied deputies, to form a government independent of the Sadrist bloc.

Al-Sadr’s position came after the Iraqi parliament failed for the third time in a row to hold a session to elect a new president for the country due to the intensification of the dispute between the Triple Alliance (the Sadrist bloc, the Kurdistan Democratic Party, the Alliance of Sovereignty), and the coordinating framework that includes Shiite political forces.

For his part, the coordination framework responded, last week, to Al-Sadr's deadline, and indicated that he is not at all concerned with setting time limits that will only result in prolonging the political impasse and disrupting people's interests.

In a statement received by Shafak News Agency, the framework confirmed that it is striving with all its might to reach realistic understandings with other political forces away from exclusivity or exclusion and based on not making the largest component the smallest and weakest components.
