The Framework Intensifies The Movement To Form The Iraqi Government, Amid Fears Of Al-Sadr's Surprises

Posted On2022-10-01 By Sotaliraq   While the coordination framework intensifies the movement to form the Iraqi government, the Iraqi forces share fears of decisions or “surprises” that the leader of the Sadrist movement, Muqtada al-Sadr, may make, during the coming days, to thwart this movement and prevent the formation of any government.

The new movement comes a day after a parliament session, the details of which seemed to be agreed upon, including the vote to reject the resignation of Parliament Speaker Muhammad al-Halbousi and the selection of Mohsen al-Mandalawi as his deputy.

In its first meeting in nearly two months, following the decision to suspend its sessions at the end of last July, Parliament voted, yesterday, Wednesday, to reject Al-Halbousi’s resignation from his position, and to elect Al-Mandlawi as first deputy speaker of the parliament.

The session took place amid strict security measures in Baghdad and the complete closure of the Green Zone, which includes the parliament building, while five missiles were targeted at the vicinity of the Council, which resulted in the injury of a number of security personnel.

The movement to form the Iraqi government

In a telephone conversation with Al- Araby Al-Jadeed , the representative of the “State of Law” coalition, Muhammad Al-Sihoud, said that “the coordinating framework forces launched a new and broad movement with the political forces in order to expedite the formation of the new government, and push the Kurdish forces to resolve their dispute over the presidential candidate, until This does not hinder the formation of the new government, in the coming days.”

Chihod added that "the success of reconvening parliament sessions, and in the presence of the majority of deputies, confirms the existence of a clear parliamentary majority in support of moving towards forming the new government."

He pointed out that "all political forces do not want to marginalize the Sadrist movement, and are working to include it within the new government, but (the Sadrist movement) is still refusing until today (yesterday) Thursday, for any dialogue and communication with the political parties." But the current’s persistence in its position will not delay the process of forming a government, as there is a political consensus on this matter.”

He announced that the negotiating delegation from the "coordination framework", which was formed, is currently in charge of communicating with other political forces.

Attempts to involve the current in the next government

In turn, Mahmoud al-Hayani, a leader in the "Badr bloc", the most prominent components of the "Coordination Framework" coalition, led by Hadi al-Amiri, said that "the current political majority is in favor of going to a new government and proceeding with the rest of the constitutional entitlements. We hope that the coming days will be fruitful, in terms of achieving understandings on various key points.”

Al-Hayani added that "unannounced negotiations are taking place between the various forces at the present time, with the aim of reaching final agreements that will expedite the process of forming the new government." At the same time, there is a movement towards the Sadrist movement in order to push it to be a major part of the next government, and to guarantee its electoral entitlement, in which it won 73 deputies, as if he did not leave Parliament.

And the leader of the "Badr" bloc said that "everyone is aware that the Sadrist movement's survival outside the dialogues and the next government, will generate big problems, especially since the movement may have popular steps ahead to obstruct the framework from forming the government. For this work is continuing to reach an understanding and agreement with the Sadrists on the next stage.”

Kurdish Dialogue

For his part, the leader of the Patriotic Union of Kurdistan, Ghiath Al-Srouji, said, "Their dialogues with the Kurdistan Democratic Party in order to resolve the file of the presidential candidate are continuing, and we aspire to go from the Kurdistan region to Baghdad with one candidate in the coming days."

Al-Srouji stressed that "the parliament's success in holding its session, in the presence of the majority of deputies, confirms the possibility of proceeding with the government formation process without obstacles, especially since the government's support by all forces will be important to its success at various levels during the next stage."

And he indicated that "dialogues are currently taking place between the Iraqi political forces in order to reach final agreements to move towards forming the new government, and until it is agreed to set a date for the election session of the President of the Republic, in which the candidate of the coordination framework for the Prime Minister, Muhammad Shia'a Al-Sudani, who enjoys the support of the Prime Minister, will be officially assigned. Parliamentary majority.

Al-Sadr refused attempts to open a dialogue with him

On the other hand, a prominent leader of the Sadrist movement said, “The leader of the movement, Muqtada al-Sadr, rejected all attempts to open dialogue with him by all political forces, not just the coordination framework. And he still refuses to form any government by the framework on the basis of quotas and consensus.”

He stressed that “Al-Sadr will have decisions and directives to prevent the coordination framework from proceeding with the formation of the government of Muhammad Shia Al-Sudani, and these directives may be issued directly from him, or through prominent and close leaders to him. A strong resurgence of protests is possible in the coming days, especially with the anniversary of the October 2019 demonstrations.

The prominent leader of the Sadrist movement added that “the demonstrations in Tahrir Square, during the parliament session, were messages of rejection of the government of consensus and quotas, and there was no decision for the demonstrators to enter the Green Zone or even to cross the Jumhuriya Bridge. But the framework’s insistence on forming the Sudanese government, will push the Sadrists to other steps, and the end of the matter must not be accepted at this point.”

Dozens of people demonstrated in Tahrir Square in central Baghdad, protesting against the holding of the session and the efforts of the "coordinating framework" to move towards forming a government. The demonstrators tried to bring down the concrete barriers placed by the security forces on the Al-Jumhuriya bridge leading to the Green Zone, which caused friction with the security forces that prevented them from approaching it.

The country is experiencing the longest crisis of its kind, as differences between the political forces have prevented the  formation of a  new government since the last elections that took place on October 10, 2021. LINK

And they added, "We believe in the peaceful, nonviolent struggle, which adopts peaceful mechanisms of escalation and organized pressure, which needs a long breath without getting bored or tireless, so we will give all political forces until the twenty-fifth of this October, to leave the political process and zero it, and otherwise we will We are proceeding with larger and broader escalatory steps and mechanisms, and we will not give them the opportunity to rest."

And they continued, "From their law, which they enacted with their own hands, which is the Political Parties Law of 2015, we will obligate them to what they committed themselves to, as a team of national lawyers will move to file lawsuits against the parties of the authority, most of which violate the parties law, which stipulates not to involve parties with armed links or sources of funding. unknown in the elections.

The statement pointed out that "the launch of a million campaign from now to collect the signatures of the people on a petition rejecting this corrupt regime and its abhorrent policies, which is what we call on all Iraqis to participate in, and in this context we will have a field and electronic campaign, we will publish its details and the way to participate in it later, and we will also work to raise This signature campaign is addressed to the concerned authorities and to the international community at the United Nations and its bodies, to convey the vocal voice of the Iraqi people in rejecting injustice, corruption and the monopoly of power, with all possible tools.

We also want to remind our beloved people of the fierce media confrontation.

Which we will watch from now on after our statement, and we advise everyone not to be drawn into the claims of the ruling parties, because they will, as usual, mislead the news, discredit the protesters with their immoral methods known to you, and will launch despicable attacks through their paid electronic armies.   LINK

The Iraqi Constitution And The Requirements Of The Stage

October 2, 2022   Baghdad/The Obelisk:   Mohammed Hassan Al-Saadi  It has become necessary for Iraqi leaders to think seriously about agreeing to hold a constitutional conference, to reach real amendments to the Iraqi constitution, and to work on structural reforms in the political system, in order to achieve high transparency in the democratic process, through the participation of all active forces. ..

This will require the participation of civil society institutions, educating the community about it and explaining it, before putting it to vote officially through direct popular communication, and then submitting it to the House of Representatives for a vote, provided that these amendments include all aspects of ambiguity in the constitution, and give more time for legislators to Reading the ambiguous texts and re-texting them to ensure their clarity and distance from side questions.. Then all of that was subjected to the popular vote.

In any constitutional amendment, priority should be given to building the institutions stipulated in it, and resorting to laws that govern the relationship between the center or the region, or the rest of the regions to be formed..

It is also necessary that there be legislation that empowers the President of the Republic, as a constitutional system, and this In line with Article 67 of the constitution, which grants the president the powers of administrative review and the authority to prosecute constitutional rights, which means giving a role with the participation of political forces in any amendments to the constitution, in a manner that enhances the principle of trust and enhances the principles of constructive dialogue, and in a manner that ensures integration between all forces political.

For its part, the international community views the 2005 constitution as the most ideal in the history of Iraq, and it must be preserved in this way.. Therefore, in the face of political pressures to make the necessary amendments to the constitution, America and the United Nations are forced to help Iraq once again.

In rehabilitating the constitutional system, by reviewing constitutional laws, an example of parliamentary and legal procedures for amending laws, this legal assistance can be “classified” as one of the obligations within the “Bilateral Strategic Framework Agreement” concluded between Iraq and the United States, which obliges the latter to support and assist The Iraqi people, in promoting democracy in Iraq and its constitutional institutions.

Despite the state of tension, attraction and conflict between political forces in general, this force still respects the constitution, at least superficially.. and that is through its prestige and influence over the political system.

Therefore, it has become necessary for these forces to resort to this constitution, and refer to it. In settling disputes and disagreements, in building the new political system, and in self-determination through the form of government and the current system, and in ending this political blockage that has brought the country and people to a state of conflict and resort to street and in order to achieve the goals of foreign agendas.     https://almasalah.com/archives/20721
