Judy Note: President Trump had released things for Tier 4b liquidity Sun. evening 26 July. On Mon. 27 July the ICC ruled in favor of China, prompting an effort to expedite the notification release for Tier 4b beginning at 5 pm EDT Mon. 27 July onward.

Under order of President Trump, on that same Mon. 27 July RV teams moved money into accounts in preparation for a Shotgun Start. Monies were still moving through a required protocol and all were looking for resolution and deliveries to start with liquidity Wed. 29 July.

If money movement took longer because of audits needed to make sure Deep State elements didn’t get RV/ GCR funds to use for their criminal activities, Trump expected the RV teams to start Tier 4B by at least Fri. 31 July and no later than Wed. 5 Aug.

The old SWIFT global monetary system has been replaced by the gold-asset/backed completely transparent Cross-border International Payment System (CIPS). Audits would be verified and confirmed as the rollout continued. All banks were pinging back, done.

Last Tues. 21 July had been the beginning of eight weeks of historic legislation enactment that would return us to the original Constitution and implementation of NESARA. A. Mon. 27 July 11:20 am EDT Fleming’s Military Intel Contact: Our Military Intel Contact said about an hour ago that he heard that the ICC ruled in favor of China and that there was now an effort to expedite the notification release beginning 5 pm EDT Mon. 27 July.

B. Mon. 27 July Philip Tilton Private Intel Update:

1. We will not have contact with our No: 1 source today - he has been silenced.

2. "The money is moving."

3. They've gotten rid of what doesn't work, (SWIFT) and implemented the "New TECHNOLOGYT" previously known as Cross-border International Payment System (CIPS).

4. All audits done, verified and confirmed. All banks pinging back, done.

5. There's an official commitment to finish this by the end of this month, which was next Fri. 31 July, with liquidity by Wed. 29 July.

6. To "finish this" translates to Tier 4B email invitations, exchanges starting, and release of funds being held for all platforms involved: Tiers 1, 2, 3, 4 and Fines and Penalties, Farm Claims, CMKX, and prosperity packages.

7. To meet this deadline we must have the final release from the UST.

8. They were still moving through their required protocols and all was looking good for resolution and deliveries to start no later than Mon. 27 July with liquidity Tues. 28 July.

9. Our Military Intel Contact said the ICC court hearing was putting positive pressure on them to start Tier 4B ASAP.

10. He did/could not say more because he said it is now so close to being started for us in Tier 4B, on a day by day basis.

11. This text from "military" is verification that the DOD is confirming the fact that this World Court hearing was going on for purposes of the RV, to get Tier 4B started. That's positive news because they're putting the pressure on the US to get this done now.

12. The push was ON and everyone was staying very quiet while US moves through all that must occur. We can know that this was being done with extreme caution and tight controls. That the focus is on completion and delivery of Tier 4B and to meet their obligations as agreed, was all positive for us.

D. Mon. 27 July 2020 9:44 am EDT Fleming’s Military Intel Contact:

1. The World Court case against the US put pressure on POTUS to push the RV teams to get Tier 4B started ASAP. Trump gave RV teams the mandate to get Tier 4B notifications out Sun. night 26 July.

2. Progress in moving money for the Shotgun Start required to start Tier 4B has been going forward slowly, though surely. The RV teams have moved money into accounts to get every tier account ready for the Shotgun Start, but Department of Defense security team protocols have called for moving money and then stopping the release process to check, audit and review everything, to make sure that the Deep State and criminal elements did not get any of the RV/GCR funds to rehydrate their criminal activities.

3. This was deemed better than moving money fast and letting Deep State operatives hack and steal it requiring backtracking to re-do money movement needed to start Tier 4B and the Shotgun Start for all tiers.

4. Trump conceded that Tier 4B may be started Tues.-Wed. 28, 29 July (the same timing the paymasters and groups and bond exchanges have been told to expect full liquidity release this coming week).

5. If preparation money movement takes longer, then Trump told the RV teams that Tier 4B must be started by Fri. 31 July and no later than Wed. 5 Aug. (This would likely change rapidly after the Chinese World Court case was ruled on).

6. The Chinese were pushing Trump every step of the way to get Tier 4B started ASAP (meaning release liquidity to all tiers) and the World Court case against the US with a ruling against the US expected on Mon. 27 July.

7. A financial fallout from the US being financially sanctioned by most of the globe coming from a World Court ruling in China's favor would put the US in an unsustainable economic position that could only be fixed by releasing the RV/GCR Tier 4B, so expect expedited finishing of the release from Mon. 27 July onward.

8. The US could not afford to repay Dubai 1 funds within 72 hours as was likely to be ordered by the World Court. Those funds were used for the US three trillion dollar Stimulus Bill funds.

9. The Department of Defense says that the US cannot afford to let the Deep State get any RV funds to pay for their criminal activities (including paying for anarchist / Antifa etc riots in US cities, black operations, human trafficking, etc, etc).

10. Paymasters were excited globally at being told that liquidity was expected Tues. 28 July or Wed. 29 July. All were excited the final money movement was happening to trigger the Shotgun Release in the coming days.

11. Groups have been getting travel money in the $20-$26,000 range, meaning the banks advancing these funds to Group Leaders and Paymasters were committing themselves to the RV release being now, not in weeks, or months

12. They were definitely moving the RV release process forward slowly but surely. The Chinese World Court case ruling on Mon. 27 July would likely push them to get Tier 4B notification sooner than later in the next ten days.

13. Prayers would be appreciated for a sooner than later scenario for the release.
