The Ministry of Culture intends to prepare a new draft law for official holidays, in consultation with cultural, political and parliamentary parties from the various components of the people, to follow specific criteria in choosing these days and work to reduce them.
Through this law, the ministry aims to unify official holidays and make them federal and withdraw the powers of governors by granting holidays in their governorates, in addition to addressing the negative effects of holidays in the country at various levels, and reducing them by half.

The economist, Haitham Al-Akaili, found that “vacation is a stop for workers to rest when they work and there are clear results for their work, and that this disruption is calculated from within the work time, but when there are no clear results for the work, the holidays are losses that are added to the other losses that they incur. The state".
Al-Akaili said, during his speech to (Al-Mada), that “working hours and wages are among the most important elements of costs for any activity. Therefore, when a specific wage is to be calculated for working hours, the actual working hours decrease, the higher the hourly wage without any increase in production.”
He explained that "in an economy such as Iraq's, whose features and goals are not clearly known, holidays of all kinds, which constitute 30-35% of the working hours for which workers are paid, are a waste of money and a waste of opportunities for progress that Iraq is currently in dire need of. He stressed the need to "reconsider the holiday laws in order to compensate for missed opportunities."
An Increase In The Number Of Unemployment
In turn, the economist, Thaer Al-Faili, considered that the official and unofficial holidays in the country caused an increase in disguised unemployment and great losses for the state, stressing that the problem is not on the weekend, because it is very important, but in the large number of other holidays caused by occasions, holidays and emergency situations. and others.
Al-Faili stated, during his speech to (Al-Mada), that "official holidays are considered unfair to the private sector, which does not enjoy the same, and that the private sector employee enjoys one day off for every week, and sometimes he does not enjoy it at all, while the sector employee continues The government enjoys two days off for every week.”
He pointed out that "official and unofficial holidays negatively affect the sustainability of the national economy," noting that "there are many holidays that are granted without account, which indicates the existence of professional ignorance in the country's administrative leadership."

In addition, the legal expert, Ali Al-Tamimi, believes that “the text of the Official Holidays Law 110 of 1972 in Iraq does not allow for disruption of work hours due to cold or high temperatures.” In an interview with Al-Mada, Al-Tamimi added, "Parliament needs to amend this law, which gives the authority to grant official holidays to the President of the Republic, as it was before 2003."
The legal expert pointed out that “this law needs to be amended,” adding, “The law must have a clear vision regarding determining (when the weather holiday is granted and at what temperature, as well as the percentage of work hours in the month of Ramadan, and other occasions).”
He concluded his speech by saying that "there are many countries in the world disrupting official working hours with a temperature of 35, while in Iraq it reaches 52 and more and it does not disrupt working hours in government institutions." LINK
