{Baghdad: Al Furat News} The Parliamentary Finance Committee suggested, on Wednesday, that the dollar exchange rate would rise to 1500 dinars, while it expected the currency auction to be canceled.

Committee reporter Ahmed Al-Saffar said {to the Euphrates News} that "the central bank determines the exchange rate and the process of selling and buying the currency; but there is an opinion to raise the exchange rate of the dollar to 1500 dinars," noting that "reducing the price of the Iraqi dinar will lead to inflation and its burdens will be borne by the employee and the income earners." Al-Saffar suggested "resorting to issuing cash temporarily in a specific amount to address the crisis and then treat it."

He added, "The original white paper came with urgency from Parliamentary Finance when the government introduced the loan law; now it included an excellent realistic reading of the financial and economic situation in the country, the reasons for bringing the country to this crisis and its solutions, and it also includes a financial policy and philosophy that includes five stages and immediate reforms."

Al-Saffar added, "The issue of partial salaries is simple and comes during the first stage, and the responsibility for determining them is one of the government's duties through restructuring the salary scale, which aims to deduct from the higher salaries and transfer them to the world."

And continued, "the investment budget includes 82 items and issues, and salaries will be dealt with within the law."

Al-Saffar added, "The project of financing the financial deficit included a monthly deficit of 10 trillion dinars, the monthly needs 14 trillion dinars, and the estimated revenue 4 trillion dinars, and if the law is passed, the salaries will be secured for the end of the year."

He pointed out that "in the event that the reform paper is approved in the House of Representatives, the current and future government will be obliged to implement all the provisions," suggesting "to abolish a group of unproductive ministries and merge them into one ministry."

Al-Saffar concluded his statement by saying, "Job opportunities are a human right and the state must secure them for citizens, but not all of them are on the public sector. The solution is to start projects and development and legislate laws that achieve the same in the private sector as what is found in the public sector."   LINK

He added, "The Iraqi government starts working on implementing the terms of the White Paper, needs to be voted on by the Iraqi Council of Representatives, so it is not possible to start working on it without the approval of Parliament."

He pointed out that "the Iraqi parliament is currently studying the white paper, and then it will be discussed inside parliament among the deputies, and approval of it may be within a month or a little less."

On the first day of Tuesday, Finance Minister Ali Allawi talked about the "white paper" that the government sent to Parliament, while he revealed that Iraq imports materials worth $ 60 billion annually.

He added, "The situation of Iraq will be much better economically and the situation of the individual will improve if we succeed in implementing the white paper, as well as placing the liberated cities at the forefront of their concerns," noting that "one of the main axes in the white paper is to reform the situation in the provinces."

Allawi continued, "We face dangerous repercussions and the white paper is a reform road map," noting that "the border crossings are linked to the import movement and will not be as important as oil," pointing out that " https://aynaliraqnews.com/index.php?aa=news&id22=139820

Al-Halbousi Economic Adviser: The Paper Presented By The Government Was Devoid Of Immediate Treatments For The Financial Crisis

Thursday ، 15 October 2020 04:32 PM   Hammam Al-Shamaa, the economic advisor to the Speaker of Parliament, Muhammad Al-Halbousi, confirmed that the white paper presented by the government did not provide immediate and quick solutions to the current financial crisis, such as financing salaries and others.

Al-Shamaa said: “The paper presented by the government is really white, aptly named, because it is devoid of immediate solutions to the current financial crisis. Stressing: It is empty of content and does not contain realistic and quick solutions.

In the long run, he said, some reforms may be achieved. He pointed out: The reform steps included in the white paper are not new and known to researchers in the economic field, and are covered by all previous governments, but they are not implemented.

He continued: The paper included reforming the retirement fund, reforming financial management, reducing the budget deficit, and reducing the salary ratio relative to the GDP. These are all well-known and forbidden matters. Emphasizing that the government should develop quick and timely solutions to the current problems.

He pointed out: The procedures proposed in the paper need 3 years to implement them. Indicating: that the government presented the white paper while not presenting the executive program for it.

He explained: It is assumed that the paper and the executive program will be submitted together for approval by the House of Representatives, because the ideas are known, but the implementation program is the most important point of economic reform. Stressing: The government is circumventing the House of Representatives in submitting the white paper in order to approve the borrowing law.

He pointed out: The Minister of Finance confirmed that there are not enough funds to pay the salaries of this October, and he was supposed to devise solutions for this month and the coming months through the white paper. Indicating: that the paper is a long-term plan, and the next government may change it or stop it.     LINK

Economist: Manipulating The Dollar Is Not In The Interest Of The People, And The Government Must Search For Alternative Plans

08:30 - 15/10/2020  Information / Special ...The economic expert, Ihssan Al-Kinani, explained that the dollar exchange rates began to rise since the announcement of the financial crisis, although it is an imperceptible rise, pointing out that Iraq has recorded a rise in exchange rates during the current period, which is what the government should rectify because this is not in the interest of the people.

"The announcement of the decline in the Iraqi monetary reserve of foreign currency, is nothing but a clear message to legitimize the raising of the dollar exchange rate against the Iraqi dinar, with the aim of compensating for oil losses due to low prices, as well as overcoming the fabricated financial crisis," Al-Kinani said.

He added, "Maximizing revenues cannot be at the expense of the people. The rise in the exchange rates of the dollar will raise with it all goods and foodstuffs, especially since the merchant exploits such variables to achieve the highest profitable gains."

"The government must not tamper with the pension of the Iraqis, or impose on them a de facto policy, because raising the price of the dollar means higher prices for cars, electrical appliances, household items, clothes and even imported food, which should be rectified by the Central Bank to ensure that the fuse of the Iraqi street is not lit," he said.
