He pointed out that “the goal of the upcoming parliamentary session is to take into account the race against time to improve Iraq’s competitiveness in all fields and to guarantee its water, border and security rights with all neighboring countries, and to immediately initiate the formation of its parliamentary committees without delay and prepare to open the files of bills submitted to the Council that It is reconsidered according to a flexible mechanism and with limited timings with all stakeholders, to include private sector institutions, civil society organizations and academics by taking advantage of the time before the formation of the new government, in case it is delayed, and then with representatives of the ministries after its formation.”
Program Balancing
He stressed, “the importance of putting pressure on the caretaker government to continue tirelessly to implement the tasks it pledged at the highest levels, and for the House of Representatives to decide not to delay the preparation of the planning budget for 2022, but rather requires prompt treatment for its preparation, taking into account the active participation of specialists from outside the government institution and changing its methodology.”
To include pairing with budget programs, and putting pressure on the government in charge to expedite the preparation of the new government program, bearing in mind that Iraq does not waste time and effort, but rather that it seeks to direct projects, works and major decisions where the parliament is needed to support its implementation.
He said: “We expect the House of Representatives not to be involved in the technical and executive details of government projects and decisions, but rather to monitor and follow up the level, proportion, quality and timing of implementation, and to achieve benefit from them for society, the economy and the sovereignty of the country. government and civil society.

Al-Jawahiri continued, “As long as the government program, after its approval by the House of Representatives, becomes a state project, everyone must work to provide all standard conditions for its successful implementation and to act in a supportive manner, and quarterly or semi-annual follow-up to monitor the achieved projects, works and master plans that are quantifiable and clear from the government program.
It is also possible to create competition between parliamentary committees and in parallel between ministries regarding the level and rate of development through the conviction of the beneficiaries, namely the country’s economy, society, work ethics, the actual sectoral growth rate on the ground, and Iraq’s competitiveness at all levels, a challenge that must be a top priority for the new parliament.“.
Citizens' Lives
Academic Dr. Sattar al-Bayati said: “In democratic countries, we note that one of the most important sections of the electoral programs for candidates for elections includes the economic aspect, especially what is directly related to the lives of citizens or voters such as issues of unemployment and improving the lives of the poor.
Therefore, in most cases, the victory of a candidate is linked to the extent of his interest in the economic aspect Through his quest to solve the outstanding problems of interest or prejudice to people's lives, and this issue must receive attention in the subsequent stage after winning the elections for three considerations, the first of which is the direct link to the economic aspect of people's lives and livelihoods.
The second is its importance for developing the country’s economy and achieving economic growth rates, and the third is to reduce the waste or depletion of resources.
Economic Policy
As for the researcher in financial and development affairs, Aqil Jabr Ali Al-Mohammadawi, he said: “The analysis of the impact of the economy on politics, that is, the factors of the economic situation on the results of the elections, shows on the basis of countries with deep-rooted democratic, social and cultural traditions, and that countries with economies in transition, such as Iraq, depend on the results of Elections also greatly affect the economic policy pursued by the authorities, although the influence of non-economic factors in it is much greater than in advanced democracies, especially in the first stage of reforms and development.

As for the economist, Haider Kazem al-Baghdadi, he stressed that “the democratic environment must be a key to economic activity and supportive of all development trends that a rich country like Iraq aspires to, which possesses human resources that are the richest in the Arab world and in advanced positions internationally, in addition to natural resources, and from here it can be We are proceeding in cooperation with the global effort to move the country to a new stage that serves the country and international partners.”
Legislative Responsibility
He pointed out that “activating the laws to protect the producer and the consumer is an imperative at this important stage, for its role in moving the wheel of local production, and that whoever addresses the legislative responsibility must realize the importance of there being integration between the financial and production sectors, and that sober production programs lead to enhancing confidence.” Between the Iraqi banking system and the industrial sector looking for financing to develop its performance and the joints of its work.

He stressed the importance that «the next House of Representatives will be a real seeker to search for realistic solutions that help get out of the economic crises faced by the various countries of the world.
