Second - Respect for The right to peaceful civilized demonstration, with the need to preserve the prestige of the state and its institutions, authorities and national, sovereign and legal symbols.

Third - Refusal to allow state institutions and authorities to be a field for conflicts and exchange of messages between the parties to a political crisis

Fourth - The coalition believes that dismantling the crisis and removing the causes of political tension requires holding a conference for national dialogue between all parties, to agree on acceptable common options, either by proceeding with holding a session of the House of Representatives to choose a President of the Republic and then forming a government, or moving towards dissolving Parliament and calling for early elections , provided that the solution is preceded by the adoption of a new electoral law and a truly independent commission; With the transformation of the current government into a transitional government with legislative powers temporarily.

Fifth - In confirmation of the continuous calls for the National Dialogue by the leader of the coalition, Iyad Allawi, and given that the National Coalition maintains good relations with all parties, especially the coordination framework and the Sadrist movement, it expresses its full readiness to host, sponsor and support the National Dialogue sessions anywhere that is agreed upon.

The breath was held due to the escalation of threats by the "Coordination Committee", which then retreated to the request of the leader of the Sadrist movement, Muqtada al-Sadr, for a comprehensive dialogue, while in return, "Al-Sadr" might ask his opponents to "confess the mistake" that took place after the last elections, before his supporters evacuated. Parliament Speaker Muhammad Al-Halbousi decided on Saturday evening to suspend the parliament’s sessions until further notice, while the demonstrators and the security forces demanded the preservation and protection of public institutions, in return, Prime Minister Mustafa Al-Kazemi called on everyone to adopt dialogue.

Close to the Sadrist movement revealed to (Al-Mada) what they described as a "tempting offer" made by the "coordinating framework" during the past 48 hours, in exchange for the demonstrators' withdrawal from Parliament, but they confirmed that "the offer is rejected."

The Coordination Council seemed confused after the shock of the protesters entering Parliament 3 days after the first storming, as the security forces had deployed dozens of concrete walls on bridges and entrances to the Green Zone, and more than 100 people from both sides were injured in the recent events.

With these intensive security measures and the security forces' attempt to push the demonstrators away from the green walls, the "framers" had no chance of accusing the government or hinting that it had facilitated the protesters' entry to the fortified area, as happened in the first storming that occurred on Wednesday evening.

And about the retreat shown by the “coordinator” in his positions, close to the movement said that “the coordination offered a deal to the Sadrists to end the sit-in, including returning the resigned deputies (73 deputies) and participating in the government while giving the movement the right to name the prime minister,” and part of the deal from him had been offered. On “Al-Sadr” during the last crisis before his withdrawal last month, and was rejected.

Those close to the Sadrist movement point out that "the offer is certainly rejected because it does not achieve the goals of the leader of the movement, which wants to build a real democracy and form a majority government that bears the responsibility for success and failure in its performance."

The protesters had decided, shortly after entering Parliament, to go to the Judicial Council, which mobilized the Sadrists against it during the past days, before the "minister of the leader" who is close to al-Sadr published a tweet calling on the supporters of the movement to "return to the parliament because it is the symbol of the people."

From escalation to dialogue

In a moment of reviewing the positions following the events of Saturday, all the leaders of the coordination “framework,” including “Al-Maliki,” the leader of the Sadrist movement, called for dialogue, hours after an “escalatory statement,” which later turned out to be written by the “revolutionaries” within the Shiite bloc.

An informed politician confirmed to (Al-Mada) that "Nuri al-Maliki and some of his supporters within the coordination framework drafted the statement of escalation that was published after the storming of Parliament, which did not satisfy the rest of the Shiite leaders and was replaced after that by a call for dialogue."

The statement was drafted during Al-Maliki’s meeting in the Al-Abrar Hall, which is a luxurious hall that cost 20 billion dinars to build, according to the latter’s statements in 2018, affiliated with the Dawa Party in the Jadriya area, where it was supposed to gather the supporters of the “Coordination” to respond to the Sadrists.

At that moment, “frameworks” leaked information that “supporters of the framework, the crowd, and the resistance will enter the Green Zone and occupy the prime minister’s office in response to the Sadrists,” while the “schism” within the Shiite group caused a coup that was carried out by the leader of the state of law more than once against the consensus of “leaders.” Coordination” in the absence of those reinforcements.
