The Iraqi Parliament's Economy and Investment Committee revealed on Saturday that the government had three months' salary payments to the government

Committee member Nada Shaker Jawdat told Shafaq News that "the Iraqi government delayed the payment of salaries of Iraqi state employees, last June, because of the lack of liquidity to pay those salaries

She explained that "the government was seeking to obtain internal loans, for the purpose of securing salaries, and achieving that, and released salaries

And indicated that "the Iraqi government, through internal loans, has now been able to secure salaries for three months (June, July, August)", pointing out that "the payment of salaries will not be delayed in the coming months, as they are secured from now, after taking the internal loans

"After the end of the three months, we will see what the government will do to secure the salaries of the coming months," Jawdat added, adding, "God is generous until the end of that period

Iraq resorted to internal and external borrowing to secure operating expenses, chiefly the salaries of state employees, against the backdrop of the financial crisis caused by the drop in oil prices due to the Corona pandemic   LINK

Another Mailman:  So the secured salaries for June, July and August will be paid starting tomorrow. Being captain obvious, we should know what the dinar rate should be until the end of August at the earliest , very soon! For example, if the pensioners get paid 2,000,000 dinar a month or 2,000 dinar a month, fireflies should know this as of tomorrow, IMO!

Samson:  Kurdistan denies postponing the distribution of salaries

Kurdistan Regional Government spokesman Gutiar Adel denied, on Saturday, that there is any delay in distributing salaries in the region in any way, pointing out that the distribution process continues according to the announced schedule

A statement issued by Adel Ward to Shafaq News said that he denies allegations of any delay to the regional government in the process of distributing the salaries of employees in any way

Adel said that the Ministry of Finance and Economy in the region’s government will continue to distribute the salaries of all ministries, departments and bodies not affiliated with the ministry in accordance with the schedules it announces, pointing out that the distribution process will end on July 15     LINK 

MilitiaMan:  Seems odd they say they have the money to pay salaries, yet there is nothing, outside of the Kurds getting paid. And they are in a process through the 15th? This is not a normal circumstance is it? Could this be a roll out of sorts? I don't know but, the pattern I see is not normal behavior.

If there was an urgency to sort salaries, and they have the money borrowed which goes against what they say they are going to do in many articles about going to the secondary markets, raising the value of the IQD, etc.. This is only the Kurds region.. hmmm

Take note of the process they posture is out to the 15th of July.. Same as the last day of Alak's tenure at the CBI... LEts not forget that the PM called them out about selling oil to Israel. That wouldn't go over very well that they stole all that money.. Hence they are probably pressured to pay up or get strung up.. imo ~ MM

Samson: Trebil port achieved more than 24 billion dinars in revenue last June

The Border Ports Authority announced, on Saturday, that it achieved revenues of more than (24) billion dinars at the Tarabel border crossing during the month of June.

The Authority stated in a statement that, "despite the zeroing of the customs duties for food, health and agricultural materials, the Trebil border port in Anbar Governorate achieved a financial revenue for the state treasury in the amount of (24,942,881,000) Iraqi dinars for the month of June 2020, on the value of the customs and tax revenues achieved as a result of the trade exchange At the border crossing."

"What has been achieved from the increase in revenues as a result of the tightening of control and auditing procedures and joint cooperation between the departments operating in the border port and the strategy of the organization directed to maximize the revenue supporting the state treasury to overcome the current financial and economic crisis that our dear country is going through."   LINK

MilitiaMan:  Here we go.. They are getting the lead out.. I like it. They have to at some point to literally go live with the market economy! This is an example they can! This is the confidence they need. Borrowing money to pay salaries in the way they imply is silly and not good business practice imo.. I don't think they powers to be have intenrtions to allow borrowing salaries in a manner they present.. Sorry, way to many things support they are not doing what they make it out to be.. Shankali said, in press statements, that "until now, a full agreement has not been signed between the two sides," noting that "there are some parties that want to take advantage of the economic circumstance that the Kurdistan region is going through."

Shankali pointed out that "the negotiators of the Kurdistan region will not accept putting them under pressure," stressing that "the Baghdad government demands that the region hand over oil revenues, as well as control of the outlets."

He considered that "the issue is a question of will, and if there is a will on the part of the two parties, a compromise can be reached, but if one of the parties wants to benefit at the expense of the other, then this will make it difficult to reach an agreement," adding that "if all of the Kurdistan region's budget is spent An agreement can be reached, but in the event that Baghdad spends only 600 billion dinars (500 million dollars) per month, in exchange for receiving all of the region's imports, in this case it is difficult to reach a solution.

A member of the Kurdistan Democratic Party explained that "the Kurdistan Region" has understandings with foreign companies in relation to oil, "noting that" an agreement to deliver oil imports to Baghdad is an issue that results in the arrival of revenues through the Iraqi Oil Marketing Company of the Federal Government (SOMO). ).

So they are still hard at it. Don't forget the USA and UK have been asked to participate in the dialogue... The communication is on going and there is a question of will.. If the two parties have the will to be fair, then they can move along and set the mechanisms in place to resolve the outstanding issues of budgets, salaries, etc.. 

The mechanism is in effect the rate at which they get paid.. imo.. 

 Keep in mind they said they are paying salaries in the Kurdistan Region and only thus far, they are to pay them apparently in-stages through the 15th. But, have they actually started like they suggest? They clearly suggest that the mechanisms are not yet reached.. But, if there is will, then there is hope.. The will may be to save their skin and their bank accounts!!

They have been at this dialogue, this time for many days on end it seems. The pressure is on. Will they push this out for months on end?

Typically, when the Kurds get their feelers hurt they high tail it home.. They have not done so.. Another pattern change.. This time the leverage that the new PM has on them , whereby caught stealing or selling oil to Israel and keeping the proceeds un beknown to the Fed Gov until now, has them backed into a corner.. The PM has them outed.

The citizens of all of Iraq now know the story too. imo.. Kind of hard to argue about it when they get caught red handed. All the years that there has been graft and at the suffering of the citizens.. I'll bet the will of the Kurds to get this done and behind them now is better, now the ever.. imo.. We shall see.. - MM

MilitiaMan:  As we can see they have change in mind and it is a qualitative and value related concern. It is in regard to economic and social issues. They even go so far as to inject the currency market as a factor!!

They are talking about Foriegn Exchange and operating under and electronic system.. A system that will supper and strengthen the Iraqi Currency!! It will grow the economy.

So once again this supports that they are going to a market economy and they are telling us they are going to strengthen the currency.. Or raise the value.. Or raise the exchange rate.. Or reduce the amount of Dinar to buy the Dollar.. All in line and the same thing.

This is not the last of the phases. It is the first phase imo. They say it is the most appropriate time to develop the Goal!!!! .
