History does not know examples of a national economy under a market economy that works efficiently without advanced and flexible active market mechanisms that work according to standard economic models that are consistent and adapt to the mechanisms of the state.

The modern economy, as evidenced by the practices of all countries of the world, including the economies of the Arab countries without exception, presupposes the active participation of the state in it as a guide and supervisor for the issue of market economic relations in the form of an economic system that draws the patterns of the relationship and the dynamics of the relevant economy, as well as regulatory and governing bodies.

In different countries of the world, relations between the government and the main economic actors (entrepreneurs, business families and unions) are built in different ways, according to traditions, real practices, market dynamics and accumulated experiences.

The intervention of state mechanisms and decisions in economic processes is also implemented to a different extent. However, the general line is that the role of states in the economy becomes more and more complex over time and requires more and more qualifications and responses from government agencies. It also requires visualizing the influence of the state on the economy not in quantitative estimates (more - less), but in terms of economic efficiency and qualitative merit of state organization.

Usually, a very important question arises regarding the role of the state’s / or government’s supposed intervention in stopping or confronting deflationary fiscal policy. Reports  Economy News – translation   A recent report issued by the United Nations Office for Coordination warned of the catastrophic effects of the construction of the Makhoul Dam, which is currently being worked on between the governorates of Kirkuk and Salah al-Din, indicating that the negative effects may threaten the food security of the Iraqi state.

The report, titled "Migration, Environment and Climate Change in Iraq", translated by "Al-Iqtisad News" , stated that " the Makhoul dam is located between Kirkuk and Salah al-Din, and the government resumed work on it in 2021, which is expected to be completed within five years, with the aim of establishing a reservoir with a capacity of three Billions of cubic meters to address the water scarcity crisis in Iraq .

He added, "The project raises serious concerns about its feasibility and impact, as it is expected to disrupt the lives of about 118,412 individuals, because the dam basin includes 39 populated villages, which means that more than 150 square kilometers of inhabited villages will be flooded and 67 square kilometers of Agricultural land will be incorporated, and up to 61,000 head of livestock may be lost, raising food security concerns for the entire country.

The report warned of the flooding of more than 395 civilian facilities (schools, clinics, water and electricity stations, cemeteries, sports stadiums and cultural centers), depriving local communities of basic services such as health, electricity, drinking water, education and sanitation . Over the next five years, if the dam becomes operational at full capacity, burial sites and cemeteries will be flooded."

He pointed out that, "Since the start of work, there have been no attempts to assess the losses of civilian infrastructure, including health facilities, water, electricity, and schools, or the social and cultural losses that might result from this. Inventories related to families and communities did not appear in any plans at the governorate level, Nor was there a formal attempt to speak or engage with the communities."

"Farm workers and landowners see the dam as a serious threat to their livelihoods, which is particularly the case for the relatively large number of female-headed households , currently engaged in small-scale agriculture and with significant concerns about food in the future," the report noted. .
