Text of Cabinet decisions for today's session

Political | 05:56 - 08/02/2022  Baghdad - Mawazine News  On Tuesday, Prime Minister Mustafa Al-Kazemi presided over the sixth regular session of the Council of Ministers, during which topics on the agenda were discussed, and decisions and recommendations were issued.

According to a statement by his office, Mawazine News received a copy of it, the Prime Minister reviewed the general situation in the country, the great challenges facing the country during the current stage, and the need to exert maximum efforts to confront them, continue to provide the best services to citizens, and follow up on important files in the security and economic fields. and services that are directly related to people's lives and the interests of the country.

Al-Kazemi renewed his condolences to the families of the martyr Judge Ahmed Faisal Al-Saadi, and the martyr Major Hussam Al-Alawi, who were assassinated by criminal gangs in Maysan Governorate.

Al-Kazemi stressed that the government had taken quick measures to address the repercussions, and formed the Maysan Operations Command, and his Excellency made it clear that he is personally following up with the security leaders in the province the implementation of security plans for the extension of security, law, imposing the prestige of the state, and the prosecution of organized crime gangs, threatening to punish the criminals, and hold them accountable. Everyone who works to tamper with the security and stability of the governorate, and his sovereignty stressed the rejection of any form of encroachment on the state and its institutions.

The statement continued, that during the session, the epidemiological report, the measures taken to confront the Corona pandemic, and the developments in the work of the Committee to Strengthen Government Actions in the areas of prevention and health awareness control were reviewed.

To limit the spread of the virus, and the efforts of the Ministry of Health to contain the increasing number of infections, and to provide all the required supplies in all hospitals, in addition to continuing to secure vaccines for citizens.

After the Council of Ministers discussed the topics on the session’s agenda, it issued the following decisions:

First/ 1- The Ministry of Finance took over the financing of (28.2 billion) dinars, only twenty-eight billion and two hundred million dinars in two phases for the Ministry of Water Resources, to implement the works related to the construction of a coastal road with a width of 12 meters parallel to the Shatt al-Arab (including the implementation of bridges suitable for large enclaves and according to the appropriate technical specifications and approved contexts), according to the categorical responsibility contained in the Joint Operations Command Book No. (5/45/3041) dated November 22, 2021, in implementation of paragraphs (1 and 2) ) mentioned in the letter of the Federal Financial Supervision Bureau No. (1/1/15/2443) dated February 3, 2021 attached to the Council of Ministers Resolution (15 of 2022), and as follows:

A- First Sector / Basra Governorate.

B - Section Two / Ministry of Water Resources.

C- Section Three / Ministry of Oil.

D- Section IV / Popular Mobilization Authority / Mobilization Engineering Directorate.

E - Section Five / Ministry of Defense.

2- The Ministry of Construction and Housing, in coordination with the Ministry of Planning, undertakes to include a component for the purpose of spreading it with space and tiling material later.

Second / Approval of the recommendation of the Ministerial Council for Social Services (6 of 2021) as follows:

- Approval of the General Company for Ports of Iraq to lease marine units outside territorial waters, as an exception to the formal procedures stipulated in the amended Law of Sale and Lease of State Funds (21 of 2013), And based on Article (40) of the aforementioned law.

Third / agree to the following:

1- Authorizing the Director General of the Civil Aviation Authority to negotiate the two protocols amending Articles (50/A) and (56) of the 1944 Civil Aviation Convention, signed in Montreal on October 6, 2016, based on the provisions of Article (80/ VI) of the Constitution. .

2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq for the Director General of the Civil Aviation Authority, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.

Fourth / Approval of the following:

1- To authorize the Director-General of the General Authority for Taxes in the Ministry of Finance to negotiate and sign (initials) a draft agreement for the avoidance of double taxation and the prevention of tax evasion imposed on income and capital, between the Government of the Republic of Iraq and the Government of the Republic of India Based on the provisions of Article (80/Sixth) of the Constitution.

2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq to the Director General of the General Tax Authority, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.

Fifth / Approval of the following:

1- To authorize the Undersecretary of the Ministry of Foreign Affairs, Mr. Nizar Al-Khair Allah, the authority to negotiate and sign a draft agreement exempting holders of diplomatic, special, or service passports from entry visa between the Government of the Republic of Iraq and the Government of the Russian Federation, based on the provisions of Article ( 80/ VI) of the constitution.

2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq for the Undersecretary of the Ministry of Foreign Affairs, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.

Sixth / Approval of the recommendation of the Ministerial Council for Energy (11 for the year 2022) as follows:

- Approval of the implementation of a modern refinery development project according to the recommendation of the Central Committee for review and approval of the referral in the Ministry of Oil, as an exception to the contracting methods stipulated in the instructions for implementing government contracts (2 for 2014). ), and in the manner of direct contracting with the American company (Honeywell UOP), based on the provisions of Article (3 / VII) of the aforementioned instructions, to implement the contract (completion of the basic designs Fast Feed), according to what is proven in the book of the Ministry of Oil No. (F / 34) ) dated January 30, 2022, and the North Refineries Company is responsible for the integrity of the procedures presented regarding the exception. The first deputy speaker of the House of Representatives pledges to remove the corrupt

The First Deputy Speaker of the House of Representatives, Hakim Al-Zamili, confirmed today, Tuesday, that the reform phase has begun and will not end unless the corrupt are removed.

And his media office stated in a statement, that "Al-Zamili, during his meeting with the Chairman of the Federal Financial Supervision Bureau, Rafal Yassin Khudair, confirmed that the Presidency of the House of Representatives, as well as the parliamentary committees to be formed after a while, will strictly monitor all reports issued by the Oversight Bureau."

According to the statement, Al-Zamili called for "the need to redouble efforts and coordination between the House of Representatives and the regulatory authorities to scrutinize the work of state institutions and reveal areas of corruption and defects in them," calling for "the continuity and effectiveness of the Oversight Bureau in detecting files of administrative and financial corruption, and preserving public money."

Al-Zamili pledged to "conduct a visit to the headquarters of the Bureau," stressing "the role of the Bureau in the supervisory aspect in a way that reflects the nobility of this institution, the sobriety of its reports and the efficiency of its employees."

He stressed that "the work of the Office of Financial Supervision should depend on complete independence, away from external, personal and partisan influences," noting that "the reform phase has begun and will not end unless the corrupt are removed from the joints of the state."

Al-Zamili expressed "all the facilities necessary for the work of the Office of Financial Supervision so that it can carry out its work with impartiality, professionalism and courage."
