Al-Kaabi announces the date for submitting the "borrowing" law to Parliament for approval

A statement of his office, a copy of which was received by the Al Furat News Agency, stated that Al-Kaabi “recommended during his presidency today, Tuesday, an expanded meeting of the Parliamentary Finance Committee, in the presence of the head and members of the committee, that the financial deficit financing law should include a clause allocating an amount of (600 billion dinars), which is the amount requested by the Ministry of Transport. To finance the Faw port project, and to contribute to the achievement of this great economic and investment edifice, which we consider among the priorities of the Iraqi state’s work.

Al-Kaabi said, "The purpose of adopting this law is to finance the ruling expenses, especially the salaries of employees and retirees, but it is also important to contribute to financing strategic projects that will form a basic pillar in the national income of Iraq during the coming years and a real guarantee for the future of our future generations."

He explained, "The Financial Committee has made double efforts to study this important law, in preparation for raising it for approval within the next two days, with greater interest in the investment side that will benefit the country, and to achieve justice in including all governorates with investment allocations for the purpose of reviving the local economy, which suffered a major setback during This year because of the abnormal circumstances that we have experienced. "

Committee member, Representative Jamal Cougar, said in a press statement that "The Finance Committee agreed with Prime Minister Mustafa Al-Kazemi in the last meeting with him yesterday, Monday, to pass a law on financing the fiscal deficit," noting that "the amount of borrowing allowed to the government in the law will be determined by the committee in its meeting today." .

He added that "the cabinet and in the draft law set the amount at 41 trillion dinars, but at the meeting the amount was reduced to 31 trillion," noting that "the committee will determine the amount between 15 to 20 trillion dinars, in a manner that guarantees the salaries of employees and the necessary expenditures."

Yesterday, Prime Minister Mustafa Al-Kazemi was accused of "trying by some to use the financial liquidity crisis as a political material."

Al-Kazemi added in a tweet on Twitter:   "I look forward to parliament's cooperation to pass the financial measures to start paying salaries and build our country," he added.

Al-Kazemi met yesterday with members of the Parliamentary Finance Committee regarding the borrowing law.

"A positive atmosphere dominated by a sense of shared responsibility prevailed over the prime minister's meeting with the president and members of the Parliamentary Finance Committee," the spokesman for the Prime Minister, Ahmad Mulla Talal, said in a tweet.

He added, "The employee's sustenance and the need to secure it quickly was a common concern, and we look forward to voting on a law to cover the fiscal deficit next Thursday to start launching employees' salaries."

For his part, the reporter of the Finance Committee, Ahmed Al-Saffar, told {Al-Furat News}, "We agreed during the meeting to release salaries and the parliament, in turn, pledged to pass the law, but not with the amount requested by the government (41 trillion dinars). .

The House of Representatives votes on a law and ends reading two laws

09/11/2020  The House of Representatives voted in its twentieth session, which was held under the chairmanship of Mr. Hassan Karim Al-Kaabi, First Deputy Speaker, today, Monday 11/9/2020, and in the presence of 182 deputies, on one law, and ended the reading and discussion of two laws.

At the beginning of the session, Mr. Hassan Al-Kaabi called for the commitment of the ladies and gentlemen of representatives to attend the sessions of the Council to proceed with the required legislation, pointing to the publication of the names of the absentees and the deduction of a sum of money for each absence according to the internal system.

During the session chaired by Mr. Bashir Haddad, Vice President of the Council, the Council voted on the draft law on the accession of the Republic of Iraq to the International Convention for Loading Lines of 1966 and its amended protocol for the year 1988 amended in 2003 submitted by the Committees on Foreign Relations, Services and Reconstruction in order to adhere to unified principles and rules in the matter of Limits to load ships operating on international voyages and to protect lives and property at sea.

The Council requested the vote on the draft law on the accession of the Republic of Iraq to the Convention on Limits of Liability on Maritime Requirements for the year 1976, as amended by the 1996 Protocol, including the limits of liability amended therein, and the draft law on ratification of the United Nations Convention on Transparency in Treaty Arbitration between Investors and States and submitted by the Foreign Relations Committee .

The council also postponed the vote on the draft law ratifying the agreement to accelerate cooperation in the economic field and energy affairs between the government of the Republic of Iraq and the government of the Republic of South Korea submitted by the committees on foreign relations, oil, energy, wealth, economy and investment.

In the same regard, the Council completed the first reading of the draft law ratifying the basic cooperation agreement between the Government of the Republic of Iraq and the United Nations Industrial Development Organization UNIDO submitted by the Foreign Relations and Services and Reconstruction Committees in order to promote industrial development in developing countries to establish a new international economic order to promote development and cooperation in the industrial field At the global, regional, national and sectoral levels.

The council began reading the report and discussion of the cabinet and ministries bill submitted by the Legal Committee.

The interventions of the ladies and gentlemen focused on the demand for a thorough study of the draft law, as it contradicts the parliamentary system, robs it of its powers, and gives the executive authority and the Prime Minister more powers other than the constitution, in addition to the violation of its provisions against many laws of ministries and bodies.

In turn, the Legal Committee assured that it takes the proposals and opinions of the ladies and gentlemen deputies into consideration in order to complete the drafting of the bill.

For his part, Dr. Bashir Al-Haddad directed to continue discussing the draft cabinet law and ministries in order to mature the ideas and proposals presented regarding the law.

After that, it was decided to adjourn the session to next Wednesday 11/11/2020

Iraq Ports opens a branch of the Arab Islamic Mashreq Bank to facilitate financial services

The General Manager of the General Company for Iraqi Ports, Farhan Al-Fartousi, said in a statement that Mawazine News received a copy of, that "the company has opened a branch of the Arab Islamic Mashreq Bank to provide banking services inside Abu Flus port as directed by the Minister of Transport, Captain Nasser Al-Shebli.
