Crisis Economy And Reality Solutions

Thursday 14th January 2021 72  Ali Hassan Al-Fawaz   There is no doubt that Iraq is facing a difficult economic circumstance, and this circumstance is reflected in the files of politics, society and culture, so that its effects appear more ambiguous and more questionable, especially those questions related to the search for realistic solutions that can address the crisis and face its repercussions on the work of other sectors.

What is happening today after the Prime Minister submitted the budget to the House of Representatives reveals the nature of the problems related to what is in the framework of the budget, in the chapters of its disbursement, and in its ability to contribute to strengthening the face of development benefits and reducing the burden of economic problems on the shoulders of citizens, and the ambiguity of what is related With regard to salaries of employees and retirees and the social welfare network, as well as dealing with the problems of supporting programs and work projects of ministries and other institutions.

Unfortunately, the economic situation in which we live was not an emergency, as it has turned in recent years into a cumulative problem, and into a complex that governments suffer, just as people suffer from it, and this calls for critical, rational and procedural reviews, and in the direction that provides real opportunities for treatment, and to reformulate the economic structures in their fields In order to avoid the description of "failed states" that are incapable of protecting their people in terms of development, health, social and education, as well as avoiding turning the problems of annual budgets into an area of permanent political disagreement, and subject to accounts of interests, agendas, mismanagement and mismanagement of the national wealth. .

Improving economic performance means improving its management, reviving its institutions to be effective and vital, possessing the energy of renewal, flexibility, and clarity, and able to find multiple outlets for the development of national wealth outside the oil rent, at the level of developing the areas of the investment economy and building it on sound scientific foundations, and framing and protecting it with the necessary laws,

In addition to supporting the private sector to be an effective partner and competitor in the developmental rehabilitation, and in addressing the problems of unemployment and the national institutional building of Iraqi industry, agriculture and trade, and I think that this is not impossible if it is coupled with procedures based on correct planning, legalization, governance, monitoring and trust, and on setting up the specialized operational frameworks that Have the ability to manage institutions to create a healthy competitive and effective environment, just as the creation of a scientific environment led by national expertise, competencies and skills.

All this needs a rational political administration, effective and real parliamentary legislation that is appropriate to the Iraqi reality and its needs, and to have credibility, effectiveness and continuity, in return for measures that regulate the work of random import, control of external outlets, and on protective foundations, effective and deterrent laws, and firm security control. It links political and sovereign national security measures with health, food and economic security measures, as they are supportive and maintenance measures for society and the identity of the Iraqi state.  LINK
