Corruption Heads
Sunday 20 September 2020 142 Alaa Hadi Al-Hattab Fighting corruption has become a science with studies, strategies, arts, mechanisms and rules through which public money can be preserved and deal with administrative abuses, favoritism, and attribution in public administrative performance. Integrated parties, but this does not prevent the existence of important global experiences in dealing with corruption and its effects, including anti-corruption operations in South Korea, Singapore, Malaysia, Georgia and others,
nd each experience has its own strategies and tools, so it is not possible to put a fixed and one magic formula in anti-corruption operations for all countries that suffer from outbreaks.
The phenomenon of corruption, for each experiment has its own objective conditions related to the nature of laws, customs, traditions, and their own social upbringing. Mechanisms and treatments that succeed in one country can fail in another due to the difference in the objective conditions of each country, so the process of combating corruption has become a science that is studied in advanced stages of studies.Supreme.
Perhaps Georgia’s experience in combating corruption is one of the important experiences, as it relied on ten principles in different sectors through which it was able to transfer Georgia from a country where corruption strikes all its joints in 2003 to a country that advanced in international transparency and anti-corruption standards in 2011, and eight years were sufficient and sufficient to reduce From corruption processes and a big jump in development indicators in Georgia.
This experience relied in one of its principles on arresting what it called (bloodsuckers), meaning the big heads of corruption, from great merchants, politicians, deputies, ministers, and influential figures in Georgia. Arrests began after the judiciary issued arrest warrants against those involved in corruption.
The arrests were accompanied by the media that were It documents what is happening and publishes the names and pictures of detainees accused of corruption in the media to block the way to internal and external pressures and political interference to prevent the trial of an accused of corruption here and there - yes, the process involves human rights abuse - considering that the accused is innocent until proven guilty - but experience explained that it will restore consideration to whom Prove his innocence in the media.
The result was a fair and strict judiciary that does not compliment politically, merchant, notable or influential people, and even a "government" that may try to liquidate its opponents under the pretext of fighting corruption, as well as a strong government with a real will that does not fear any corrupt, big or small, and dealt in accordance with the law and the public interest to a large extent.
This was accompanied by a societal welcome, satisfaction and acceptance of this performance and the role in combating corruption, which included, in parallel and horizontally, a group of sectors and files that were tampered with by corruption.
What we need today is to develop strategies for a complete and integrated Iraqi experience in combating corruption and not linking the success of its implementation to individuals, but rather related to the institutional strategy for which it was established as an institution and a crisis treatment system far away from those who implement it, and even the institutional system governs the experience even the individuals who manage it, accompanied by systematic media marketing Accurate and thoughtful, because the marketing error here is negatively attributable to the success of the implementation, which reduces the community’s confidence in the good performance of the experiment and then loses its acceptance, sympathy and social support for it, especially with the presence of pioneering studies in this field and academic figures who can look and formulate that experience and the tools for its implementation. The debate stated that the volume of absorption between the two sectors is different and in large proportions, as the volume of absorption is very large in the private sector and is not limited to expanding with the expansion of the volume of work, but in the public sector, despite its large size now, it stands at certain limits.
