The House of Representatives ends the first reading of the budget bill for 2021

01/09/2021  The House of Representatives ended at its thirty - third session , which was held under the chairmanship of Mr. Mohamed Halbusi President of the Council on Saturday , 9/1/2021 for the first reading of the draft law on the federal budget for the fiscal year 2021.

At the outset of The session, a number of deputies denounced the issuance of a decision by the US Treasury Department related to imposing sanctions on the Chairman of the Popular Mobilization Authority, noting the decision taken by the House of Representatives a year ago to vote on the removal of foreign forces from Iraq, including the United States, calling for a position from the three presidencies against the US decision.

For his part, Mr. Al-Halbousi directed each of the Parliamentary Foreign Relations, Security and Defense Committees to follow up the issue with government agencies, especially the Ministry of Foreign Affairs, to inform the House of Representatives about the Iraqi government's position in this regard.

The House of Representatives ended the first reading of the draft Federal Budget Law of the Republic of Iraq for the fiscal year 2021 submitted by the Finance Committee, which aims to frame the financial activities and operations of the ministries and entities not associated with a ministry and the governorates during the fiscal year and to determine the financial revenues, current and investment expenditures and the expected deficit and ways to address them, and to put in place an accurate and transparent mechanism in Distribution of state financial resources.

In the same regard, the Chairman of the Finance Committee indicated that there is a large deficit of more than 44% of the total value of the general budget, and this violates the Financial Management Law, warning of the repercussions of the financial deficit that pushes the government to borrow internally and externally and leads to an increase in the financial burden on the state.

Mr. Hassan Al-Kaabi, First Vice President of the Council, directed during the session that he chaired part of it to discuss the draft federal budget law in a session next Monday.

On the other hand, the general discussions of the women and representatives focused on the demand to amend Article 57 of the Personal Status Law related to child custody and the formation of a parliamentary committee to follow up the files of the Ministry of Oil, especially the licensing rounds, as well as the formation of a committee to follow up the file of the lecturers in Diyala governorate and the payment of the farmers' dues in Wasit governorate for the year 2019 Granting the water quota set for the governorate,

in addition to the demand to ensure the flow of water quotas to the agricultural areas south of Baghdad, the call for fairness to contract holders and the daily procedure within the 2021 Budget Law, and the demand to increase the percentage of those admitted to the police and military colleges from the Turkmen component.   After that, it was decided to adjourn the session to next Monday, 11/1/2021

Parliamentary Work Sets A Number Of Conditions For Passing The Budget

Pratha News Agency71 2021-01-10   On Sunday, the Parliamentary Labor and Social Affairs Committee set a number of conditions for passing the federal budget bill for 2021 within the House of Representatives.

Committee member Fadel Jaber said in a press statement that "a number of changes will occur to the draft federal budget law for the current year."

Pointing out that "the budget will not pass without including the two-day procedure and contract holders covered by Resolution 315, as well as the return of those whose contracts have been avoided by the sons of the popular crowd."

He added that "these paragraphs are subject to passing the budget in the House of Representatives," indicating that "the exchange rate of the dollar will not remain fixed, but will be changed during the next sessions."

A- Excluding the chemicals listed in the aforementioned Ministry of Electricity’s book, prepared by the Chinese CMEC company contracting with the Ministry of Electricity, in implementing the Salah al-Din Thermal Power Plant project, from issuing a permit to import and remove the materials from customs upon their arrival at the ports and deliver them to the aforementioned station , Provided that the import license and the required documents are completed later by following up with the General Company for Electric Power Production - Northern Region, with the Ministry of Trade / the Iraqi General Company for Fairs and Commercial Services, within a maximum of 60 working days, and the General Company for Electric Power Production / Northern Region shall bear it. Legal liability in the absence of its commitment to do so.

B - Refer the matter to the legal department in the General Secretariat of the Council of Ministers, for the purpose of expressing an opinion on its inclusion in the agenda of the Council of Ministers, based on the provisions of Article 6 of the internal system of the Council of Ministers.

Second / The formation of a central committee headed by the representative of the Ministry of Youth and Sports and the membership of the representative of the Real Estate Registration Department at the Ministry of Justice, and another for the State Real Estate Department in the Ministry of Finance, to determine the rental allowances in accordance with the amended Law of Sale and Rent of State Funds No. 21 of 2013.

Third / Reconsidering previous lease contracts concluded according to the aforementioned cabinet decision, in accordance with the controls mentioned in paragraphs (first and second) above.

Fourth / It is not permissible for the club and the beneficiaries to invest in the lands, buildings and properties of the Ministry of Youth and Sports that it occupies. Rather, the investment, musataha or lease shall be according to a request submitted to the Ministry above, for the purpose of organizing a fundamental contract between the two parties, provided that the lease, musataha or investment is consistent with the objectives The Ministry of Youth and Sports and its orientations, according to designs to be prepared later in line with the architectural nature of the club and the requirements of the Department of Urban Planning in the region.

5- The Minister of Planning, Khaled Battal Al-Najm, is authorized to negotiate and sign a draft scientific and technical cooperation agreement between the government of the Republic of Iraq and the government of the Republic of South Korea, based on the provisions of Article 80 / Article VI of the constitution.

The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq for the Minister of Planning in accordance with the approved contexts, and submits it to the General Secretariat of the Council of Ministers, in order to obtain the approval of the Prime Minister.
