The House Of Representatives Votes On A Proposal To Distribute Electoral Districts And Refuses To Open Government Coordination Offices In The Provinces

10/10/2020  The House of Representatives voted in its eleventh session, which was held under the chairmanship of Mr. Muhammad al-Halbousi, Speaker of the House, today, Saturday 10/10/2020, and in the presence of 209 deputies, on a proposal considering the distribution of the number of constituencies The electoral district in each governorate is equal to the number of seats allocated to the women's quota in the governorate.

Representative Nabil al-Tarfi recalled a statement read by the session on the anniversary of the martyrdom of the former deputy Saleh Al-Aqili, who was assassinated by treachery in 2008, praising his cultural, academic and behavioral role and his love for the homeland.

The council voted on the legal committee’s proposal, which stipulates that "the distribution of the number of electoral districts in each governorate is equal to the number of seats allocated to the women's quota in the governorate."

In another context, Mr. Al-Halbousi instructed the General Secretariat of the Council of Representatives to urgently address all official bodies to reject the book issued by the General Secretariat of the Council of Ministers, which stipulates the establishment of coordination offices in the governorates that are affiliated with the High Authority for Coordination between the Governorates, as it is contrary to the provincial law.

On the other hand, the Vice Chairman of the Finance Committee clarified that the House of Representatives has nothing to do with delaying the payment of employees' salaries, indicating that the committee has not received any amendment to the borrowing law or the general budget law and is still awaiting the receipt of the governmental reform paper that the Minister of Finance committed to .

Iraq Maintains The 38th Place Among The Countries Most Possessing Gold

Market  Economy News _ Baghdad  The World Gold Council announced, on Saturday, that the central banks of countries possess 35 thousand tons of gold, indicating that Iraq is ranked 38th among the countries that possess the most of these reserves.

"The central banks of the 100 countries listed in the table own more than 35 thousand tons of gold, with a value of about two trillion dollars," the council said in a report during the month of October.

She added that "Iraq still maintains the 38th rank," noting that "these reserves amounted to 96.3 tons, which is equivalent to 8.8% of the rest of the other currencies."

He pointed out that "Iraq bought 23.9 tons of gold in 2012 and then bought 12.4 tons in 2013, and then bought 47.6 tons in 2014," noting that "the last purchase of gold for Iraq was in 2017. By 6.5 tons. "

Planning Announces The Launch Of The Social Development Fund In Sulaymaniyah

Money  and business  Economy News – Baghdad  The Minister of Planning announced, on Saturday, the launch of the Social Development Fund in Sulaymaniyah Governorate in the Kurdistan Region, indicating that the local population will be involved in projects according to their needs.

"The Social Development Fund project, which was announced today in Sulaymaniyah Governorate, is similar to what was launched in Muthanna, Salah al-Din and Duhok governorates," Battal said in a press conference followed by Al-Iqtisad News, referring to another package that includes 8 governorates, including Sulaymaniyah Governorate And a later package will include Erbil and the rest of the provinces in Iraq. "

The Social Fund for Development, launched by the Ministry of Planning, in cooperation with the World Bank, seeks to improve living conditions and opportunities for the poor and marginalized in Iraq, by improving their ability to access basic services and create short-term job opportunities at the local level.

Battal explained that the Social Fund for Development relies on an idea that is different from other development activities, and "will involve the local population of the villages in choosing the projects that suit them according to their needs."

Regarding the sums allocated in each governorate, he stated that "it will be according to the population percentage, and the poverty rate equally, depending on the population percentage," explaining that this fund deals with all the people of Iraq equally for all governorates, and the only criterion that is taken into consideration is the "population percentage."

According to the Ministry of Planning, the fund aims to strengthen efforts to restore stability in Iraq, and to lay down institutional measures that seek to enhance social cohesion and pay attention to local development priorities.

With regard to the course of the meeting, which he gathered with the Minister of Planning in the Kurdistan Regional Government and the Governor of Sulaymaniyah, he indicated that they discussed the development of appropriate mechanisms to implement this project, expressing their hope that the financial allocations for all governorates will be increased later.
