The Election Of The President Of The Republic Of Iraq Continues To Be Postponed

Posted On2022-04-16 By Sotaliraq  The first session was held on March 26, 2022 to elect the President of the Republic by members of the Iraqi Council of Representatives, and this session did not materialize due to the failure to achieve a quorum due to the non-attendance of 220 deputies, while the number of attendees was only 202 deputies.

As for the second session of the House of Representatives, it was held on March 30, 2022, and the required quorum was not achieved, as only 178 deputies attended. Because of this, the presidential election session was postponed for the third and last time, and according to the provisions of the Iraqi constitution, and this was the last extension allowed by the Federal Court, provided that the session be held within a maximum period of April 6, 2022. In the event that this session does not take place, Parliament must be dissolved according to the constitutional articles And proceed with the caretaker government.

After that, other elections must be held within 60 days, after which the President of the Republic, the Prime Minister and members of a new government are elected.

Parliament members were not able to achieve the required quorum on April 6, and the presidential election session was not achieved. It is ironic that officials in Parliament and political leaders did not have knowledge of developments and what would happen before and after the parliament session, and there are no directives from any official body on what will happen later and what The measures that the presidency of the parliament or the government must take, or any directives by the court, are not the rules, nor what are the measures to be taken that help in the smooth running of the election of a president of the republic, and no one knows whether the parliament will be dissolved and a caretaker government will be established?

Things remained unclear and Parliament reached the stage of blockage and lack of clarity, and so far no one knows what will happen?

Through our follow-up to the daily events, it becomes clear to us that the political components have been given the opportunity to continue negotiations and get out of the political suffocation, in order to preserve the public interest and the stability of the country to come to an agreement among themselves and get out of this suffocation by agreeing on the candidate for the President of the Republic and agreeing to form a new government.

It is not on the horizon that there will be an agreement soon, and it may take an unspecified time. It is expected that the parliament session will be held after Eid al-Fitr or during the next June and July. Because of the lack of a clear agreement and the insistence of the parties on their candidate, it seems that most of the political components did not reach an agreement to elect the president of the republic for each of the candidates by the two Kurdish parties, which diverted attention now and demanded most of the votes to move towards electing an independent Kurdish candidate as a compromise candidate and an alternative to exit.

From the suffocating crisis in the election of the President of the Republic, it is worth noting that this state of political impasse is occurring for the first time among party candidates.

Such a case of political blockage is not a strange case. It happened in France five years ago. The political blockage and the lack of agreement between the French parties led to the possibility of a civil war, which encouraged politicians in France and in order to maintain security and stability by agreeing to elect an independent candidate, the current President Emmanuel Macron, who is the same The candidate these days is for a second election cycle, and during his presidency, he was able to form a new party that would support him and support him in the current elections.
