The Speaker Of Parliament And The Prime Minister Chair A Joint Meeting To Discuss The General Budget
09/07/2020 Today, Sunday, a joint meeting was held, chaired by Speaker of Parliament Muhammad Al-Halbousi, and Prime Minister Mustafa Al-Kazemi, to discuss the state budget for 2020.
The convening of this meeting, which was attended by a number of ministers, deputies and advisors, is part of the methodology of cooperation between the legislative and executive authorities, in order to develop the best means and pillars that serve the national economy.
The meeting discussed the draft of the state budget law for the year 2020, as it is one of the most important objectives of the ministerial curriculum of the government, in a manner that guarantees the interest of the citizen and his level of living.

Representative Legal Discussion Of The Federal Supreme Court Law Continues
09/07/2020 The Legal Committee held a meeting chaired by Rep. Rebwar Hadi, Chairman of the Committee, and the attendance of its members today, Monday 9/9/2020, to complete its discussions on the final version of the Federal Supreme Court bill.
The meeting continued to discuss the proposals submitted by the women and gentlemen members of the committee regarding the draft law of the Federal Supreme Court, where the meeting dealt with the discussion of obliging institutions to implement the judgments and decisions issued by the Federal Court and the emphasis on publishing them in the Official Gazette within fifteen days in addition to determining the parties entitled to request an interpretation of a text Constitutional.
The committee stressed that it is in the process of resolving the controversial articles related to the law and then submitting it to the House of Representatives to take its legislative path and vote on it as one of the important laws to keep pace with the changes in the democratic process and constitutional institutions and what has resulted from the practical application of the provisions of the law in force. State Building In Iraq
Monday 07 September 2020 67 Ibrahim Al-Abadi Iraqis pile up accusations about responsibility for what the state has achieved in Iraq, for the state to our present in which we are classified as fragile, weak, or failed according to the criteria adopted for classification, and whatever the level of classification of the Iraqi state today, its citizens at home and abroad, and the regional and international surroundings, are in agreement.
However, the state of the state needs to be rebuilt, as this state suffers from severe weakness in carrying out its security, legal, service and distribution functions. The state of Iraq is now weak and unable to guarantee its sovereignty over its lands and borders, and the authorities cannot enforce the law and prevent abuses and encroachments, and institutions are ineffective.
In the performance of its responsibilities, and there is great underestimation, widespread fraud, and parallel work that disputes the state’s policies, positions and roles, there are simply states within the Iraqi state, and there are forces, groups, parties and leaders that exercise the role of guardianship over the state without a mandate from the nation, and no acceptance by all parties of the Iraqi national community.
Imposing positions And policies on the state on the part of some political forces or groups with power and violence has become a daily feature of the diaries of the Iraqi political meeting.
Because of that, the Iraqi became demanding (We want a state) and demanding (We want a homeland), which led to the decline of the legitimacy of the political system to the lower levels, and the authorities lost the confidence of the public, and the state's body was scattered as a plunder of the powerful, so Iraq seemed to be a village in which the influential people who could follow And the annexation of a section of Iraqis according to interests, ideologies, slogans and concepts that intersect with the central idea that Iraq should be a strong, independent and sovereign state capable of performing its functions and enjoying legitimacy at home and acceptable for the external role.
The survival of Iraq is a weak state that poses a threat to regional and international security. The state’s relinquishment of satisfying its citizens and ensuring their security and satisfying their basic needs (work, security, health, education, confidence in the future) would make a country like Iraq a time bomb in a highly vulnerable regional environment. Continuing regional and international conflict and competition, Iraq must divide the Iraqis into sectarian and ethnic cantons attached to this regional pole or that international party.
This has been the case in Iraq for years, but the years of the new founding of the post-2003 republic introspected projects and intentions that made Iraq live the logic of (non-state) and the sects, tribes and armed groups jumped to struggle to seize the state and adapt its laws, powers and rent to its own interest, not in the interest of the nation's state, and the debate is still going on.
Among the Iraqi partisans on the first principles of the state, there is a large section of Iraqis who present different interests over the interest of the Iraqi state, and many Iraqis still carry an ideological awareness of an imagined state, sometimes in which they present an Islamic model, others present a liberal model, and thirdly they present a national model for the form of the state,
What all of these people know is that the traditional Iraqi state has disintegrated and that rebuilding the state, its institutions, powers, legitimacy, constitution, and administrative and bureaucratic system requires the completion of all ideological projects, so Iraq does not fit a dual model (the state-resistance), this is a great illusion, and the model of the tyrannical state is not suitable Totalitarianism, just as it is no longer possible to reproduce any model of the state that reproduces old models transmitted in the world. State-building in Iraq should go beyond ideological projects.
The required state of Iraq is a modern (pension) state that provides for its citizens a decent living and is sheltered by a system of shared collective values stemming from their heritage. The joint community and their cultural system with modernity and modernity keep pace with the world. LINK
Deputy: Sending the budget to Parliament aims to introduce a new borrowing law

Cougar said in a press interview that "the federal government's desire to send a budget for the current year to the House of Representatives, although the fiscal year is nearing its end, is because of its need for a new borrowing law."
Indicating that "the internal and external borrowing law that was enacted in the House of Representatives previously had two ceilings, one of them time and the other financial."
Cougar added, "The financial ceiling has been set at five billion dollars externally, and 15 trillion dinars locally," pointing out that "the time limit represents the expiration of the law when the new federal budget comes to the dome of Parliament."
He pointed out that "according to these ceilings, the government decided to adopt a pre-emptive step and create a new opportunity by sending the budget to the House of Representatives in order to obtain space for submitting another law to borrow and obtain additional funds to fill part of the fiscal deficit in the budget next year."
