chattels Art 15-8 of the new elections law is particularly important in that it shows parliament declined to make a decision on electoral districts within each governorate, leaving this for a future decision on an appendix to the law itself.
chattels Essentially, article 15-8 of #Iraq's new elections law means no elections can be held until parliament makes a decision on the appendix, which in turn involves making a convoluted decision on electoral districts within each governorate. This is certain to be extremely difficult.
chattels Ostensibly the reason the law was not completed was that electoral districts within each governorate must conform to the principle of 100,000 voters to each seat, which was difficult to work out based on available data. LINK

chattels One can only speculate to the reason that Iraqi MPs chose to pass the legislation in an unfinished format. There was a lot of pressure from protesters and clergy to do something but at the same time MPs know early elections mean they may lose their current seats.
