Tishwash:  Iraq and Kuwait discuss preparation for the Iraqi-Kuwaiti joint committee

Today, Monday, the Iraqi National Security Adviser, Qassem Al-Araji, discussed with the Kuwaiti ambassador in Baghdad Salem Al-Zamanan, the preparations for the Iraqi-Kuwaiti joint committee.

The two sides reviewed - during the meeting, according to the Iraqi National Agency - Iraqi-Kuwaiti relations, and ways to strengthen brotherly ties between the two countries for the benefit of the two brotherly peoples.

Al-Araji stressed that Iraq cannot abandon its Arab environment, and that the Iraqi-Kuwaiti relations are fraternal and historical relations, and that all differences are resolved through dialogue and constructive fraternal communication.

For his part, the Kuwaiti ambassador confirmed that the meeting came to coordinate with Baghdad regarding the preparation of the Iraqi-Kuwaiti joint committee in light of Iraq's openness to its regional and international surroundings, indicating that relations with Iraq are important historical relations, and they must be developed further.   link

Tishwash:  Positive signs from Baghdad break the deadlock in the relationship with Erbil

Iraqi President Barham Salih called for citizens not to be drawn into political disputes. During his meeting yesterday in Baghdad, the co-chair of the Patriotic Union of Kurdistan, Lahore Sheikh Genki, stressed the importance of resolving the differences between Baghdad and Erbil through dialogue. A presidential statement said that "during the meeting, the importance of resolving the outstanding financial issues between the federal government and the Kurdistan Regional Government was emphasized, in accordance with the constitution and legal frameworks, in a way that achieves social justice and preserves the rights of all employees and citizens, and not to involve them in political issues." The statement added, "The importance of cooperation and joint coordination between the institutions of the federal government and the regional government was emphasized to reach a common vision in the interest of the country, to promote stability and to achieve the aspirations of all citizens for a free and dignified life."

In addition, the Kurdistan Regional Parliament postponed a meeting that was scheduled for yesterday, after positive signals received from the Iraqi capital, Baghdad, regarding not harming the salaries of the region's employees. While it is expected that a Kurdish governmental delegation will arrive in Baghdad to resume the talks that were suspended between the two parties. A Kurdish source announced that the Kurdish delegation expected to arrive in Baghdad “will be headed by the Vice President of the Kurdistan Regional Government, Qubad Talabani, and include the finance and planning ministers and the cabinet secretary, and it will visit Baghdad for understanding and dialogue on the 2021 budget.” 

He added that «the delegation will focus on the amount of oil that will be delivered to the company (SOMO) and the revenues of the border crossings and how to manage them, and other issues related to the federal government’s payment of salaries for employees and the Peshmerga and the debts owed by the region.

Last Thursday, the Iraqi parliament approved the internal and external borrowing law worth 12 trillion dinars (10 billion dollars), in an effort to end the crisis of delayed payment of state salaries that has been going on for nearly two months. The passage of the law sparked official Kurdish discontent at senior government and party levels. The former president of the Kurdistan region and the head of the Kurdistan Democratic Party, Masoud Barzani, promised to pass a law on financing the fiscal deficit in the federal parliament without agreement with the Kurdish side, "a stab by the Sunni and Shiite blocs in the back of the people of Kurdistan."

But the Iraqi government spokesman Ahmed Mulla Talal announced that the federal government does not accept harming the region’s employees due to political differences. In statements carried by the official "Al-Iraqiya" channel, Mullah Talal said that "the paragraph of the salaries of the region’s employees did not pass the borrowing law," explaining that "the agreement between the government and the region provides for the payment of 320 billion to the region." 

He added that «these sums are calculated according to the 2019 budget, and the current government is deducting the share of 250,000 barrels and federal imports from the region’s share. The law of financing the financial deficit was not included in the salaries of the region’s employees, although Baghdad and Erbil reached an agreement during the month of August to send Baghdad 320 billion dinars to Erbil per month to cover part of the expenses of the region’s employees until a final agreement is reached on differences between Two sides.

In this context, Vian Sabri, head of the Kurdistan Democratic Party bloc in the Iraqi parliament, confirmed to Al-Sharq al-Awsat that “the amount of 320 billion Iraqi dinars that is delivered to the region based on the agreement between the federal government and the Kurdistan Regional Government is an equation based on oil revenues. And non-oil for the region ». She added that "the agreement is clear in terms of articles and items, as the federal government minimizes 250 thousand barrels of oil per day." She explained, "This means that the regional government has committed to the 2019 budget."

The President of the Kurdistan region had sent a letter to the federal government in which he confirmed that the agreement is the solution to stabilizing the situation in Iraq. Nechirvan Barzani said in a press conference after the meeting of the three presidencies in Kurdistan the day before yesterday, that "the time has come for Baghdad to change its approach to the Kurdistan region." He added that "Baghdad's dealings with Kurdistan are central, not federal." While he confirmed that "the Kurdistan region has fulfilled all its obligations within the agreement concluded with Baghdad", he affirmed "the region's readiness to agree with the Iraqi government on all axes.  link
