Al-Maliki And Al-Hakim Confirm The Formation Of A Government That Achieves "National Balance"

Yesterday, Monday, the Secretary-General of Asa'ib Ahl al-Haq, Qais Khazali and head of the Al-Hikma Movement, Ammar al-Hakim, stressed the importance of reaching solutions that preserve the "rights of the largest component" and speed up taking the necessary steps to secure the better reality that the Iraqi people deserve.

And Hegel added, "A similar scenario we saw in 2010 when it took about 10 months to form the government, and with ignoring the current constitutional timings, there is still time, but with other possible options that may be in holding early elections."

The report stressed, "The offer made by Al-Sadr came through a tweet to him, in which he also called on his followers not to conduct any activity or interference while his competitors are trying to form a government."

He stated, "Several months have passed, and the political scene in Iraq is still going through a dead end, with the Sadrist movement unable to form a majority government, while al-Sadr criticized his rivals by saying: They have obstructed the government formation process and are still obstructing it."

The report continues, "The parties also differed over the presidential candidate, a problem whose impact extends to the position of prime minister."

As for Hegel, she asserts, “This Sadr movement will compel the parties to the coordination framework to modify their demands to ensure that the Shiite house agrees on the next prime minister and his government.”

The report noted that “the Shiite coordination framework consists of the State of Law coalition led by former Prime Minister Nuri al-Maliki, which won 33 seats, and the Fatah coalition led by Hadi al-Amiri, which includes representatives of the Popular Mobilization factions, which won only 17 seats, regressing from its performance in the 2018 elections, which achieved It has 45 seats.

Al-Zamili added that Article (9/twelfth/a) of the bylaw issued based on Article (51) of the Constitution to regulate the workflow in the House of Representatives has created the consensus of the Speaker and his two deputies regarding these orders.

He pointed out, "Article (35/First) of the Council's internal system stipulates that the first deputy chairman of the Council performs in his absence or if he is unable to perform these tasks, and he does not need to be authorized to perform his duties."

Al-Zamili also confirmed, in another circular, that “the authority to supervise and control all employees and workers in the General Secretariat of the House of Representatives is entrusted to the Presidency.”

"The Breach Or The Burning"... An Independent Deputy Comments On The Constitutional Vacuum In Iraq

He added that "political norms and consensus are the basis for addressing the political process in the country since the first parliamentary session until now," noting that "the decision of the Federal Court issued on the first of last March to Parliament, to reopen the nomination for the presidency for one time only, and therefore today is April 6 is the time limit for electing the President of the Republic.

And Anouz continued, "I do not expect anything to happen except that the process of electing the president of the republic will be delayed, but if the parties agree on a specific formula, they may set a date for the session to elect the president of the republic."

He pointed out that "as long as a parliamentary session has not yet been set to resolve the nomination of the President of the Republic, this means that there is a political crisis," adding, "In my own opinion, as a deputy and a legal person, I say (violating not burning), meaning that we violate a constitutional rule or principle for a few days or weeks is better than going to burn country or any negative expectations.

And Anouz added: "We have violated the constitution since its writing until today in various forms, and this breach was not the first, so the parties must reach an agreement to end this dispute, which is not strange on the Iraqi scene."

According to a political custom followed in Iraq since 2006, the Kurds occupy the position of the President of the Republic, the Sunnis head the parliament, and the Shiites head the government.

The election of the president of the republic requires that the quorum of the parliament session be two-thirds, i.e. more than 220 deputies, which was not achieved during the past two sessions due to the boycott of the coordination framework and its allies for the session.  LINK
