The crisis experienced by the existing political system in  Iraq  since 2003 has created  an unprecedented stagnation that  the political process  has not witnessed  for a long time, despite the difficulties that successive governments were forming after changing the presidential system to a parliamentary one, where differences are likely between a political majority government and a consensual government in which everyone participates. It has been the norm since the establishment of the system, where ministries and positions are distributed according to the quotas followed since 2003, and with these crises some voices come out calling for changing the system from a parliamentary to a semi-presidential or presidential system in an alternative solution to get out of the crises caused by the election results and the mechanism of forming governments.

Fears of “dictatorship” and ethnicity

What are the alternatives to the political process in Iraq to get out of quotas and political blockage  ? Salih believes that “quotas would be easy to eliminate if the parties that adopt sectarian slogans are criminalized and the personalities who speak sectarian and regional slogans are held accountable. Sometimes people try to escape from their problems to bigger problems, thinking that the solution is in what they promote.

Otherwise, what did the Iraqis gain from the presidential system other than that? Wars, destruction, mass graves, dark memories that cannot be forgotten, and there are no guarantees that these tragedies will not be repeated after great powers are concentrated in the hands of the president with huge funds, a strong army and a large country.

He expressed his belief that "the semi-presidential system is worse than the parliamentary and presidential systems. Whoever wants this good for Iraq, whether citizens or politicians, must demand adherence to the constitution and make it the final solution to problems and not leave it in the hands of politicians, they hire it for their interests, and whenever they intersect with it, they demand its amendment."

The Leaders Of The Coordination Framework Send A Warning To Al-Halbousi

Shafaq News/ The Shiite coordination framework issued, at dawn today, Saturday, a statement regarding the "exclusion" of MP Basem Khashan from performing his parliamentary duties.

A statement received by Shafak News Agency stated, "The leaders of the coordination framework expressed their astonishment and denunciation of the way in which the Speaker of the House of Representatives behaved with Representative Basem Khashan and excluded him from participating in parliamentary committees, which is a constitutionally guaranteed right for every deputy."
