The failure of the two parliament sessions casts a heavy shadow on the political scene

Posted On2022-04-03  By Sotaliraq    Baghdad: Muhannad Abd al-Wahhab

Sulaymaniyah: Muhammad al-Baghdadi   Politicians and observers believe that the result of the last session was not satisfactory for all blocs and alliances and for all parties, even small blocs are approaching stubbornness in setting conditions that are almost impossible to join either camp.

The atmosphere does not seem promising for the situation to be resolved, even with al-Sadr’s announcement that the coordination framework has allowed the launch of a round of negotiations with his allies in the “Save the Homeland” bloc, the Kurdistan Democratic Party and the “Sovereignty Alliance” that includes Parliament Speaker Muhammad al-Halbousi and the head of the alliance, Khamis al-Khanjar.

The representative of the Kurdistan Union Party bloc, Suzan Mansour, said: “The lack of a quorum for the previous session came as an unsatisfactory result for the political alliances, which were characterized by political and personal stubbornness.”

She added in an interview that "the position of the Kurdistan Union is clear and still is, and our candidate for the post of President of the Republic has not changed, because he has all the specifications for the position."

Political analyst Jassem Al-Ghurabi confirmed that “alliances have turned into a struggle of will and leadership in the Kurdish scene.” As for the political majority that Al-Sadr seeks, Al-Ghurabi said in an interview: “Al-Sadr’s reference to going to the opposition is not an embarrassment to the framework, in addition to that those allied with him will not They go with the framework to form a government, and the situation will remain as it is, even after the 30 days he gave as a deadline.” Observers are counting on political dialogues that allow for a meeting point, especially since the dispute has become a dispute within the Shiite and Kurdish components.

The Coordination Promotes British Intervention In The Formation Of The Government And Is Waiting For Tehran To Convince Al-Sadr

Posted On2022-04-04  By Sotaliraq   Baghdad / Tamim Al-Hassan

The solutions of the Shiite coordination framework to participate in the government ended with the decision of the leader of the Sadrist movement, Muqtada al-Sadr, to close the door of negotiations for the second time in two months.

Al-Sadr's opponents are waiting for a "miracle" to trigger the crisis again, including the return of "Al-Attar" to the game, which is the description used by the leader of the movement in reference to Iranian interference.

And if the supposed last attempt fails, the “frameworkers” have to swallow one of two things: either accept the victory of the majority project, or the continuation of Mustafa Al-Kazemi’s government.

The leader of the Sadrist movement, a day after his "retreat" to the government formation negotiations, issued strict orders to the bloc's members not to declare.

The movement's media stated, in a statement last Saturday, that based on al-Sadr's tweet, it was decided that the month of Ramadan would be a "media silence" for the Sadrist movement's spokesmen.

Yesterday, the “Al-Sadr deadline” entered its first day, which was set at about 40 days, starting from the first of Ramadan, until the end of the Eid holiday.

And give the leader of the Sadrist movement, his opponents the green light to proceed with the formation of the government, with the commitment of his current "neutrality" full and non-interference "neither positive or negative."

Last February, al-Sadr closed the door to negotiations with Shiite forces for the first time, before breaking the ban with his famous call with "Al-Maliki" last month.

Leaks from the scenes indicate that the withdrawal of the "temporary" leader of the Sadrist movement from forming the government came to block the way for the "coordinating framework."

And the leaks reported to (Al-Mada) that "Al-Sadr knew that there was an attempt by his opponents to appear as the victor after the last Wednesday session."

The "Save the Homeland" coalition, which includes the Sadrists, part of the Sunnis, and the Kurdistan Democratic Party, failed in the last parliament session to achieve a quorum for choosing the president of the republic.

After announcing early that the session had failed, hours before it began, the "Coordination Council" hinted that he was preparing to present a new initiative]

The initiative was disappointing, according to observers, as it did not carry any new solutions, and the return of the same previous conditions in the formation of a large Shiite bloc in alliance with "Al-Sadr".

According to sources close to the "frameworkers", the opponents of the tripartite alliance "have become handcuffed," especially after Sadr's partners announced their commitment to the alliance with the latter.

The sources confirm to (Al-Mada), which preferred not to reveal their names, that the coordination framework "has become certain that the Sadrist movement will use the same method even after the expiry of the 40-day period."

Britain participates in the government!

The Coordination Council promotes that the Sadrist movement’s “hardened” stances toward the Shiite forces are brought about by an “external push,” especially from Britain.

In explaining this, the "frameworkers" rely on pushing Jaafar al-Sadr, al-Sadr's cousin and the Iraqi ambassador in London, to head the government.

On Saturday, Hadi al-Amiri, head of the "Al-Fateh" coalition, Secretary-General of the Badr Organization, accused Britain of interfering in Iraqi political affairs, according to information he said he obtained from foreign intelligence.

This came during a meeting with the British Ambassador to Iraq, "Marc Barison Richardson" at Al-Amiri's office in Baghdad.

During the meeting, the media office quoted Al-Amiri as saying that the latter informed the British ambassador that he had "information from foreign intelligence agencies confirming your continued interference in the political situation."

Al-Amiri explained, according to what his office reported: “We are seeking a Shiite-Shiite understanding, and this will certainly lead to a Kurdish-Kurdish understanding and end the division in the Kurdish house.”

The leader of Al-Fateh stressed that "the framework will not give up on forming the largest bloc that preserves the right of the Shiite component in the government and agree on the candidate for prime minister."

Although the "Coordination" rejects British intervention, but in return it is waiting for a new Iranian intervention to convince the leader of the Sadrist movement to "preserve Shiite unity," according to his claim.

At least 3 previous attempts by high-ranking Iranian figures had failed during the past months to dissuade Sadr from the majority project.

Sources close to the "Coordination Committee" confirm that the latter "has no more solutions but to wait for the success of the nuclear agreement with Iran."

The "frameworkers" believe that the end of the agreement in favor of Tehran "will fail the British plan in Iraq," according to them.

Until then, the coordinating framework is trying to give an image to the street that it is continuing to negotiate with "Al-Sadr," said Abbas Al-Zamili, a representative of Badr.

]Al-Zamili added in a televised interview that "the coordination framework continues in the negotiations, and it is important to determine the most numerous Shiite bloc."

Nuri al-Maliki, the leader of the State of Law coalition, had visited the Christian bloc (Babylon), which participated in last Saturday's session, and has 4 seats.

The sources considered that these moves are "useless", and that the coordinating framework has no choice but to continue to disrupt the upcoming sessions.

And the sources added: “If al-Sadr persists, the other option other than the blocking third is to accept the continuation of the Al-Kazemi government, which is rejected by some parties to the framework.”

And the coordinating framework claimed in the last Wednesday's session that the boycotters had reached about 135 seats, while neither side in the litigation specified the numbers of its supporters in particular.

Ahmed al-Yasiri, a researcher in political affairs, considers that despite the political blockage, the "boycott" and the behavior of the coordination framework, came with "positives."

Al-Yasiri tells (Al-Mada) that it is "the first time that Parliament separates two parties, supporters and opponents, and for the first time we clearly know the size of the largest bloc."

The researcher added: "It is also the first time that the accusations were dropped against the Sunni and Kurdish forces allied with al-Sadr, which have always been accused of supporting ISIS and of separatism."

Al-Yasiri indicated that "what appeared is the opposite, that these forces are more patriotic and allied quickly and got support from the street." LINK

Hinting At External Developments, Abdul-Mahdi Proposes "Solutions" To The Political Impasse And Recalls The "2006 Plan"

Shafaq News/ The former Prime Minister, Adel Abdul-Mahdi, announced, on Monday, a set of proposals that he said will contribute to resolving the political impasse that the political process has reached, including the selection of a prime minister through the vote of representatives of the Shiite component, as happened in 2006.

Abdul-Mahdi said in an article entitled "Perceptions of Breaking the Political Obstruction", seen by Shafak News Agency, "It is possible to let things take their course, as the accelerated external developments during the coming days and weeks may impose new options, opening up horizons for better understandings," adding, "Betting on that is not It is enough, and there must be visions of bridging between the demand of the national majority for the "triple alliance" and the "largest bloc" for the "framework", to dismantle the crisis.

Abdul-Mahdi suggested, “Inviting all the representatives of the population majority for a meeting outside parliament meetings (eg 2006 and the election of Al-Jaafari versus Abdul-Mahdi), to ensure the attendance of (150-160 MPs) and more, loyalists, opponents and independents,” adding, “The names nominated for prime minister are presented. From two, a first round is organized to elect two winners, followed by another to choose the candidate of the largest bloc.

And he continued, "When needed, the other components follow the same or similar mechanism according to their conditions and balances. For example, 2014 and the election of Fuad Masum versus Barham Salih."

Abdul-Mahdi said, "Within the framework of the "national majority", and after agreeing on the ministerial curriculum, the other party - when choosing the "current" or "framework" candidate for prime minister - has the right to ministries or important positions to prevent exclusivity and marginalization. Presidencies. The same applies to parliament committees, commissions, governorates, and others.   LINK

The Framework Begins Negotiations To Form A Government From "Al-Hanana" And Sends A Message To The Kurds

Shafaq News/ A source in the coordination framework revealed, on Sunday, efforts to gather all political forces, in order to resolve differences and overcome the political impasse that Iraq has witnessed since the announcement of the final results of the elections, and then form a government in which everyone participates.

The source told Shafaq News Agency, "The Shiite leaders of the framework continue to hold their deliberative meetings to reach proposals for solutions that end the Shiite-Shiite dispute, and preserve the component's right to power, and it is hoped that tomorrow a delegation from the framework will go to (Al-Hanana) the residence of the leader of the Sadrist movement Muqtada Al-Sadr, in Najaf governorate, in a new attempt to break the stalemate in the relationship (the framework and the current) and revive political negotiations in the event that the forces of the framework obtained positive responses through their sensors to Sadr’s acceptance of their attempt.

The source added that the coordinating framework informed the Kurdish (Democratic) forces led by Masoud Barzani, and the (Union) led by Bafel Talabani, of the need to agree on a candidate for the presidency, away from the names put forward, "meaning that both the Democratic and the Union withdraw their candidates for the position and agree on a new candidate. Or naming new candidates to be voted on under the dome of Parliament.

He noted that "the framework is keen to rearrange the Shiite house in various ways and will continue to try with the Sadrist movement, but if al-Sadr insists on his position on forming a (majority) government, then the framework will proceed with its project in forming the government and naming a prime minister for it."

The source concluded by saying that "there are other steps that the coordination framework will adopt in its movement to reunite the Shiite house, which will be revealed at a later time."

This comes in the wake of the announcement by the Sadrist movement, Muqtada al-Sadr, on Thursday (March 31, 2022) that he and the Sadrist bloc withdrew from the negotiations to elect the president of the republic and form the expected government, and gave way for the coordination framework to negotiate with the political forces in this regard and gave them 40 days.

On Friday (April 1, 2022), the coordination framework announced its vision to address the political blockage, which is based on several foundations, the details of which will be presented in its dialogues with the political forces, while calling on all loyalists to assume responsibility and not insist on the equation of breaking wills that would complicate the scene without Feasibility and the only affected by it is the Iraqi people.   LINK
