Al-Sadr Informs His Allies: We Will Proceed With The Formation Of The Majority Government After The End Of The Forty-Day Period
Shafaq News/ The Sadrist movement led by Muqtada al-Sadr confirmed, on Thursday, that its leader informed his allies in the "Save the Nation" coalition that he did not intend to go to the opposition, and to proceed with the project of forming a government of the national majority.
A leader in the movement, who asked not to be named, told Shafaq News Agency, "The leader of the movement, Muqtada al-Sadr, sent messages to his allies in the Alliance to Save a Nation, the Kurdistan Democratic Party and the Alliance of Sovereignty, not intending to go to the opposition."
And he indicated that "Al-Sadr informed the Kurdistan Democratic Party and the Sovereignty Alliance, that he will not give up the project of the national majority government, and he will complete this project after the expiry of the forty-day period given to the coordination framework to form the next government."
The leader in the movement added, "Al-Sadr realizes the inability of the framework to form any government without the participation and support of the Sadrist movement, and that is why he will complete the move towards forming a government after Eid al-Fitr."
Yesterday, Wednesday, a delegation from the Patriotic Union of Kurdistan held a meeting with the leaders of the Shiite coordination framework to discuss the latter's initiative.
A parliamentary source told Shafaq News Agency that the delegation of the Union headed by Bafel Jalal Talabani held a meeting with the leaders of the coordination framework at the house of President Mam Jalal in Baghdad, explaining that the delegation of the union will discuss the initiative of the coordination framework to solve the current political crisis.
Yesterday evening, Tuesday, the leaders of the Shiite coordination framework held a meeting at the home of the leader of the Al-Fateh Alliance Hadi Al-Amiri in the capital, Baghdad, to discuss his initiative and resolve the political impasse that is afflicting the country.
The leader in the coordination framework, Ali Al-Fatlawi, had confirmed to Shafak News Agency earlier, that "the coordination framework conducted, during the past two days, an intense movement on all political forces, and handed over to these forces the framework initiative to end the political blockage," noting that "the initiative was handed over to Officially, the Triple Alliance, including the Sadrist Movement.
Since the Iraqi Council of Representatives held its first sessions on the ninth of last January, headed by President Mahmoud al-Mashhadani, the crisis of naming the largest bloc has emerged that has the exclusive right to choose the prime minister after being assigned by the President of the Republic, who must be elected by the Council, which is What has not been achieved so far.
The coordination framework insists on defining the identity of the largest parliamentary bloc, which must be "Shiite" because the prime minister is entitled to the Shiites, while the leader of the Sadrist movement Muqtada al-Sadr refuses to engage in an alliance with the framework forces combined and adheres to excluding the leader of the State of Law coalition Nuri al-Maliki and his bloc from any alliance .
On the other hand, there is a dispute between the two poles of Kurdish politics, the Kurdistan Democratic Party, which sees that the position of the President of the Republic is a "Kurdish entitlement, not a party," while the Patriotic Union of Kurdistan asserts that this position is a "Kurdish entitlement."
The scene became more complicated after al-Sadr announced earlier this month his withdrawal and the Sadrist bloc from negotiations to form a government and choose its president, and threw the ball into the court of the coordination framework and gave him 40 days to complete this task. LINK
The “Fever” Of The Iraqi Government Formation Movement Is Escalating, And The Framework Resorts To The “Fines” Of The Dagger And Al-Halbousi
Shafaq News/ An informed political source said this evening, Thursday, that a delegation from the coordination framework that includes Shiite forces, with the exception of the Sadrist movement, met with the leadership of the "Azm" coalition, to discuss the formation of the expected government.
The source told Shafaq News Agency, "The coordination framework delegation, headed by the leader of the State of Law coalition, Nuri al-Maliki, held a meeting with leaders of the Azm Alliance led by Muthanna al-Samarrai, to discuss holding the parliament session dedicated to electing the president of the republic, and resolving the file of forming the Iraqi government."
The Iraqi parliament had previously failed in three sessions to achieve a quorum to elect the president of the republic. The largest number, and then go to the election of the President of the Republic and the formation of the government.
According to the Iraqi constitution, the Council of Representatives must hold a session attended by two-thirds of the number of deputies, or 220 out of 229 deputies, to elect the President of the Republic, who in turn will guarantee the largest parliamentary bloc to nominate the prime minister and his cabinet.
As a result of this political blockage, the leader of the Sadrist movement, Muqtada al-Sadr, triggered a surprise of the highest caliber in early April, when he announced his withdrawal and the Sadrist bloc from negotiations to form the government and held a session to elect the president of the republic, and threw the ball in the court of the coordination framework and gave them 40 days to form the government. And in the event of their failure, he will take over the task of forming a government.
Earlier today, a leader in the Sadrist movement led by Muqtada al-Sadr told Shafaq News Agency, "The leader of the movement, Muqtada al-Sadr, sent messages to his allies in the Alliance to Save a Homeland, the Kurdistan Democratic Party and the Alliance of Sovereignty, that he did not intend to go to the opposition."
And the leader, who preferred to remain anonymous, said that "Al-Sadr told the Kurdistan Democratic Party and the Sovereignty Alliance, that he will not give up the project of the national majority government, and will complete this project after the expiry of the forty-day period given to the coordination framework to form the next government."
The leader in the movement added, "Al-Sadr realizes the inability of the framework to form any government without the participation and support of the Sadrist movement, and that is why he will complete the move towards forming a government after Eid al-Fitr." LINK
Political Maneuvers... Analysis Of Al-Sadr's Deadline: Exceeding The Constitutional Period Will Lead To A Judicial Position That Will Not Satisfy Anyone
Posted On2022-04-07 By Sotaliraq analyst Ali Al-Baydar confirmed that the Sadrist movement will not go to the opposition's option, and what it is doing is political maneuvering.
Al-Baydar said in a statement that "what the leader of the Sadrist movement, Muqtada al-Sadr, is doing in giving a deadline for the coordination framework is a political maneuver to return with force and new incentives after the political parties fail to form a government."
]He added, "The Sadrist movement may attract certain parties, whether independents or some members of the coordination framework, so that it can constitute two-thirds of the parliament's members in partnership with its strategic allies."
Al-Baydar continued, "After exceeding the constitutional period for choosing the president of the republic, the Federal Court will have a position that is not acceptable to many political parties. All parties may be obligated either to reformulate the stage with a different scenario by holding new elections or even by forcing everyone to be in Parliament and complete the constitutional timings." Al-Sadr Encircles The Negotiating Lines..Al-Kazemi May Continue In His Position With Modifications To The Booth
Posted On2022-04-07 By Sotaliraq Baghdad / Tamim Al-Hassan Tehran, which has tried to dismantle the political crisis since the beginning of this year, does not intend to send delegations any longer to Iraq, just as the Shiite forces have not succeeded in “breaking into al-Hananah,” where the leader of the Sadrist movement, Muqtada al-Sadr, resides.
For the fourth day of his isolation, Al-Sadr is striking a tight cordon around the “statements” that he has prevented from being circulated since last Saturday, and about his negotiating team, content with publishing “religious supplications” with his voice on his Twitter account!
And the “coordinating framework” believed that his stay in the “coup to disrupt Parliament” would push the Sadrists to negotiate with him, but what happened is the opposite so far, as the position of the leader of the movement, who preferred prolonging the “blockage” to the “consensual” he calls for, increased in turn. "Frameworkers".
And last Sunday, “Al-Sadr’s deadline” entered its first day, which was set at about 40 days, starting from the first of Ramadan, until the end of the Eid holiday.
And the leader of the Sadrist movement gave his opponents the green light to proceed with the formation of the government, with the commitment of his current “neutrality” complete and non-interference “neither positively nor negatively.”
It seems that everyone has exhausted the solutions to dismantle the crisis that began last October, until it came to calling for the constitution to be amended.
Despite Al-Sadr's "calm", events abroad are accelerating. It is assumed that Parliament's last constitutional deadline for the presidential elections expired yesterday.
The last session of Parliament took place on Wednesday of last week, when the tripartite coalition (Save the Homeland) failed to secure the two-thirds majority required to elect the "president".
This session took place after Parliament opened, on March 6, the door for candidacy for the position for the third time, to be held only once.
Parliament, according to Article 72 II/B, has the task of “electing a new president of the republic within thirty days from the date of its first session.”
The number of candidates for the position reached more than 40 names, most notably the Kurdistan Democratic Party candidate, Reber Ahmed, who replaced the previous candidate, Hoshyar Zebari, who was kept from competing by a judicial decision due to his dismissal from Parliament in 2016 following unproven corruption charges, according to the latter's statements.
In addition to Barham Salih, who is the current President of the Republic, a candidate for the Patriotic Union of Kurdistan Party and also supported by the coordination framework, although “Asa’ib,” one of the Shiite blocs, had filed a lawsuit against the former for “violating the constitution,” and it is still in place.
So far, there are no official comments from the government or parliament after the country was officially authorized a state of "constitutional vacuum".
Information from the scenes received by (Al-Mada), stating that the closest “scenario” in the event of the crisis continuing, is “the survival of Mustafa Al-Kazemi’s government with the possibility of making adjustments to the cabinet.”
Information received through political sources indicates that the "triple alliance" and depending on its control of the most seats in Parliament (about 180 seats), can "change some ministers."
The sources did not disclose the mechanism of the change, but hinted that it is done by “consensus,” as some ministers will “automatically” go to Parliament after winning the elections, and others may “submit their resignations.”
In practice, there are 4 vacant ministries in Al-Kazemi's government, due to the ministers' victory in the recent elections, and the resignations of other ministers.
The Ministers of Labor and Immigration, Adel Hashush and Evan Yaqoub, left their posts after taking the constitutional oath.
Minister of Justice Salar Abdul-Jabbar was assigned the task of managing the first ministry, and Minister of Interior Othman Al-Ghanimi to manage the second ministry.
Five ministers entered the electoral competition, including Sports Minister Adnan Darjal, while the Ministers of Electricity and Health resigned last year, due to accusations of negligence.
The option of “Al-Kazemi” continuing in his position appears that it may satisfy the two parties to the conflict (the tripartite alliance and the coordinating framework), as Barham Salih, the President of the Republic, will remain in his position as well, and he is supported by the “frameworkers.”
The responsibility of the "coordinator"
The Coordination Council had tried to "break Al-Sadr's isolation" in promoting his latest initiative, with which no party from the "trio" interacted.
Political sources confirm that there are attempts to "break into al-Hananah" in Najaf, to present the "initiative" to the leader of the Sadrist movement, but the latter has so far closed its door firmly in front of everyone.
The sources also indicate that "Tehran has currently stopped sending envoys, and relies on the movement of the coordination framework to move the crisis."
Iran has sent more than one high-ranking person, including the commander of the Quds Force in the Revolutionary Guards, Ismail Qaani three times to Iraq, and he once met the leader of the Sadrist movement, but he failed to convince him to “include the Shiites” in his alliance.
A few days ago, "frameworks" had leaked news that Hadi al-Amiri, the leader of the Al-Fateh coalition, was ready to meet with "Al-Sadr" to discuss the initiative, which was described by observers as "disappointing."
Ammar al-Hakim, leader of the Wisdom Movement and one of the parties to the coordination framework, tried yesterday, in a meeting with the leader of the State of Law coalition, Nuri al-Maliki, to reduce the Shiite bloc's project in talking about "consensuality" rejected by the leader of the movement, using the term "government of national balance."
A statement issued by Al-Hakim's office said that the two parties stressed "the importance of continuing dialogues between the national forces in order to find a way out of the current political crisis, and to form a government that achieves national balance."
Al-Maliki, on the other hand, had considered, in televised statements on Tuesday evening, that the majority government might restore "terrorism".
The former Prime Minister said that: "The political process in Iraq is without political consensus, the result will be the presence of terrorism, corruption, foreign ties and interference in Iraqi affairs."
]In his speech, Al-Maliki commented on the coordination framework initiative, and stressed that “we do not allow the political situation to be formed only from the suggestions and commitments of the Triple Alliance, as well as the coordination framework. Our initiative addresses all components, not as happened with the Triple Alliance by addressing one party without the other.”
The rivalry between the two parties had turned into a dangerous turning point, when 3 deputies within the "triple alliance", including two deputies from the Sadrist movement, were exposed, last Monday evening, to an assassination attempt in northern Baghdad.
Muhammad al-Sihoud, a representative of the State of Law, says that the political crisis in the country has "reached a peak."
Chihod added, in connection with (the range), that "there are no longer any solutions except the agreement of the two parties (the tripartite and the framework) to sit at the dialogue table." LINK
