The exercise was summarised as: 'Bats in a cave in Yunnan, China were captured and sampled for coronaviruses used for lab experiments. All sampling procedures were performed by veterinarians with approval from the Animal Ethics Committee of the Wuhan Institute of Virology.' -Daily Mail

"Bat samplings were conducted ten times from April 2011 to October 2015 at different seasons in their natural habitat at a single location (cave) in Kunming, Yunnan Province, China. Bats were trapped and faecal swab samples were collected," the paper continues.

Very rarely does the CBI actually supply the physical USD currency for the auctions…the CBI auction’s main priority has been to distribute the digital US dollars into the Iraqi economy…I would expect the actual cash physical currency…auction within the next few days/couple of weeks…I don’t know that for sure. There is somewhere around 10 trillion currently in equity in the accounts which is insufficient to deal with the current financial problems. They will have to borrow or devalue, or both. Devaluation would reduce the liability on currency and as the foreign reserves would remain the same, create further equity that could be used to support the budget.

If faced with devaluation, they would have to choose between direct devaluation or float the currency to create the devaluation. The problem with direct devaluation is that if they get it wrong could lead to multiple devaluations.

The CBI is a bank of issue, just like all Central Banks and can create as many Dinar as they want...just like the NY FED. They have to have a debt instrument on the other end like the FED. So they can't just "print" at will. All currencies are "debt based:.. But, GOI can create notes like UST and get new Dinar any day.

But, that would only drop the value of the Dinar and cause inflation. If we don't understand that the entire monetary system is a fairy tale...if "money" was a problem, Central banks would just try to print their way out of "the problem" which is what they are doing now..and it's not going to work.

The country, which has seen bouts of hyperinflation since 2008, has taken steps to ease its heavy reliance on the U.S. dollar, part of a raft of economic reforms by President Emmerson Mnangagwa, who replaced longtime leader Robert Mugabe after an army coup in 2017.

Last June it made its interim currency the country’s sole legal tender, ending a decade of dollarisation and taking a another step towards relaunching the Zimbabwean dollar.

The central bank has controlled the interbank forex trading market, which was introduced in February 2019.

The latest move will see banks take a bigger role in foreign currency trades, narrowing the gap with the unofficial market by allowing trade on a more transparent platform.

On Wednesday, the Zimabwe dollar was trading at 18.26 against the U.S. dollar on the official interbank market and at around 40 to the greenback on the black market.

“Zimbabwe has had no transparent and effective foreign exchange trading platform for a long time. Consequently, official rates have not been effectively determined, while a thriving parallel market has developed,” Finance Minister Ncube told reporters in Harare.

You should explain in simple terms what currency,length of time and what benefit the long term investors actually received,eg 1%, 100% etc. The term "benefit" is another undefined concept.

For long enough you have pushed the idea that flotation meant appreciation with some ridiculous forecasts at times, reality is that the IQD is heading for devaluation in one way or another and it will be many years before there is any sign of appreciation.

These are there words not mine and therefore I say it again, I am only the fact finder, I presented this information in a published report back in December 2013. I have no responsibility to explain it further or defend it. It is simply a statement issued by the IMF to Iraq. And by all context is truthful and appropriate. It is what people should be considering over the BS spewed daily from the gurus.

The IMF recommends that the CBI start.. “creating the conditions which would make possible a move to a more flexible exchange rate policy" (float).

This would prepare them for a more “predictable and gradual appreciation of the nominal exchange rate.”

It would occur (triggered) by strong oil revenues and “Balassa-Samuelson effect” hypothesis.

So what is the Balassa-Samuelson effect hypothesis?

Kaperoni   We already know the plan is to float dinar based on the IMF statement above (gradual appreciation).

When you search Wikipedia, you get an explanation for this as…”Balassa–Samuelson (BS) hypothesis implies that countries with rapidly expanding economies should tend to have more rapidly appreciating exchange rates.” In other words, the IMF themselves are acknowledging (by saying Balassa–Samuelson effect in this Article IV document) the dinar will rise rapidly.

Further research on Balassa-Samuelson effect brings us this…

Kaperoni   The key here is the last sentence… “many long term investors in emerging market currencies, for example, have been able to benefit from the appreciation of those currencies which is arguably due to the Balassa-Samuelson effect.”

In other words, this reference to the “Balassa-Samuelson effect” hypothesis which in essence is described as “a rapidly expanding economy creates a rapidly appreciating exchange rate” will give us an opportunity to benefit from that appreciation. That can only mean free float. The word “rapid” only make sense in a free float.

Kaperoni   Go back to the Strategic Framework Agreement/TIFA we learned above that it cannot go into force until Iraq (the CBI) has “freedom of movement” of capital. Which is clearly defined as acceptance of IMF Article VIII.

When we review the documents from Iraq and US, they both confirm the intention is to enter this agreement “into force” before the end of the year. In other words, the US Gov expect the Dinar to be internationally convertible before the end of 2013. Of course that is subject whether or not Iraq can achieve this goal.

chattels   In short: there is some operations spending that could be cut w/o enormous pain, but $6bn/month is my estimate for what Baghdad needs to avoid painful public sector cuts, non-payment of salaries, pensions, benefits, & shut-down of offices for lack of funds.

chattels   Under existing projections, Baghdad might bring in $1bn/month from non-oil sources. So it needs $5bn/month from oil. In February, when Iraq sold oil at $51, it brought in just over $5bn. So Iraq selling oil at less than $50/barrel is FLASHING red light territory..

chattels   Now, obviously, Iraq is selling oil at much less than $50. If it could not borrow from the Central Bank's hard currency reserves, which is technically illegal, as it did in 2015-16, Baghdad would go bust very soon. But it can.

chattels   Now, the CBI has reportedly ~$87bn in total reserves, but Baghdad cannot borrow nearly all of that. The CBI has to hold much of it back to support the convertibility of the current & fund exports. But it could probably borrow $30-$40bn of it. After that it would go bust.

chattels   Thus, under a worst-case scenario in which oil stays around $30 or below for the next year, Baghdad is going to be $2.5-$3bn short every month, & break the bank in something like 12 months, give or take. But even under a more optimistic - but realistic - scenario in which oil...

chattels   ...gradually moves up and stabilizes back in the $50-60 range after a lengthy period, by the end of 2021 Baghdad could still have pushed the CBI to the brink. It would go years w/o CapX spending & be vulnerable to collapse if oil $ collapse again in 2020.

chattels   If/when Baghdad starts cutting basic payments, whether this would spur a widespread, revolutionary uprising is impossible to predict. The point is just to say that the head of the next govt will have to act urgently. A fiscal crunch in the next 2 years is plausible.
