"The [2005] constitution designed for the new Iraq has been branded as advanced compared to the constitution of the majority of the countries in the region. However, not implementing its articles has created an atmosphere that means they are now talking about amending it. The main problem is not the constitution, but... that this constitution has been ignored."

"It must be clear to all that any amendments being made must reflect the reality of the differences and the uniqueness of the country's components and that the rights of all sides must be stipulated in it," Barzani went on to say.

"We will not impede any amendment aimed at improving the life and management of Iraq, but any amendment which will create inequality or harm democracy and federalism [will be impeded]," he warned.

Economy News – Baghdad   Baghdad province has revealed preparations for the implementation of the project of the five cities surrounding the capital, which includes 100,000 housing units to be distributed among the poor.

The governor of Baghdad, Mohammed Jaber al-Atta, told al-Sabah newspaper that the province, among its plans to provide adequate housing for The Citizens of Baghdad, is seeking to completethe project of the five residential cities surrounding the capital.

He said the project includes the creation of land in areas of the outskirts of Baghdad such as Nahrawan, Taji and Abu Ghraib, as well as Mahmoudiya and Husseinia to build 100,000 full-service housing units, he said, adding that the province is working to coordinate with the Ministry of Labor and Social Affairs to provide it with the names of the poor within the base.

Economy News - Baghdad:   The Directorate General of Industrial Development, one of the formations of the Ministry of Industry and Minerals, has reached the final stages of the industrial city project in Dhi Qar province with an achievement rate of 97 percent.

"The pace of work is constantly increasing to complete the industrial city in Dhi Qar province with the follow-up and supervision of the directorate," said The Directorate's Director General Salam Saeed Ahmed, in a press release, stressing that "97 percent of the first and second phases of the project are achieved."

"It is hoped that the city will open its doors soon to support many Iraqi families, especially the people of Dhi Qar province, as it will provide more than 5,000 jobs for various disciplines with 25 workers in the industrial block out of a total of 200 industrial blocks covering all food and construction industries," he said. Economy News - Baghdad:   Oil prices stabilized Tuesday as investors kept an eye on u.S. inventories data due later Tuesday, after two days of gains by crude due to positive economic data and hopes for a trade deal by Washington and Beijing. .

By 0739 GMT, brent crude futures had fallen by a cent to $62.12 a barrel after rising 0.7 percent in the previous session.

U.S. crude futures fell nine cents to $56.45 a barrel.

U.S. crude oil inventories are expected to rise last week, while oil inventories are likely to fall,according to a preliminary Reuters poll on Monday.

Oil has been supported by hopes for a trade agreement between the United States and China, the world's two largest oil consumers, which could boost demand.

Oil investors are closely following the initial public offering of Saudi State Oil Company Saudi Aramco, which is expected to be the largest listing in the world.

On the supply side, Russia cut its oil production to 11.23 million barrels per day last month from 11.25 million barrels per day in September, but again missed its pledge under an agreement to curb production.

chattels   An 18-member Iraqi parliamentary committee has been established to look into what amendments could be made, in line with the requirements put forward by the 2005 constitution.

The committee must present a report including recommendations for necessary amendments within four months. Recommended amendments will then be put to parliament for a vote and must be approved by an absolute majority.

Then it will be presented for a referendum to the people within a period that does not exceed two months from its approval date in the parliament.

The amendment package shall be voted on as a whole by the Council, and if it is passed, put to a referendum, which shall pass if approved by a majority of voters and is not rejected by a two-thirds majority in three or more governorates. The conditions for this referendum are the same as the conditions for the original ratification referendum.

The constitution can also be amended by a general procedure, laid down in Article 126, which requires a two-thirds approval in the Council of Ministers, followed by approval by a simple majority in a referendum.
