Government Adviser: We Won 20 Challenges To The 2021 Budget
Economic Last Update 03/22/2022 | 10:22 AM Information/Baghdad..
Adviser to the caretaker prime minister, Mazhar Muhammad Salih, revealed, on Tuesday, that the Federal Supreme Court accepted 20 challenges to the 2021 budget law submitted by the federal government.
Saleh said in an interview seen by "The Information", that "the principle of separation of powers is one of the first lofty principles that were adopted in the constitutions of all democratic countries," noting that "the principle of separation of powers in the Constitution of the Republic of Iraq 2005 is clear in the democratic system of Iraq, according to which the powers are divided. The system is divided into separate powers that check, balance, and constrain each other.”
He added, "Parliament has two functions: the first is to monitor the executive authority in the performance of the public policy drawn up by the constitution, and the second is to enact or legislate laws, in addition to being shared with the executive authority as one of the appointment powers for sovereign positions in the state."
And Saleh indicated that “sometimes a vote on a bill that the executive authority did not submit as a draft law to the House of Representatives takes place, which imposes a burden on the work of the executive authority without its knowledge or participation,” noting that “when legislating the federal general budget law, the task of the House of Representatives is limited to Under the constitution, with two clauses: reducing expenditures, and making transfers only, before legislation, and not adding clauses that indirectly increase the burdens of public spending and impede the work of the executive authority and generate legal conflict.
Saleh recalled what happened in the 2021 budget, where the government appealed about twenty paragraphs before the Federal Court and won the appeal, noting that “such examples embody a kind of overlap between the work of the authorities and are weaker than the principle and competencies of the separation of powers in democratic systems, which pushes the authority to dominate the authorities.”
The other is without balance and outside jurisdiction,” and concluded by saying that “it is incompatible with the democratic construction of the state.” https://almaalomah.me/2022/03/22/588503/

The United Nations Invites Iraq's Neighbors To Discussions On Water Sharing And Management
Economie| 09:52 - 03/22/2022 Baghdad - Mawazine News, today, Tuesday, the United Nations warned of the challenges facing the country due to the shortage of water, while calling on its neighboring countries to engage in meaningful discussions on water sharing and resource management.
In a message for World Water Day, the United Nations Representative in Iraq, Jeanine Hennis-Plasschaert, said that "in Iraq, the availability and proper management of water resources are of particular importance. Last month, I visited the swamps of Mesopotamia in the south, and witnessed first-hand the many challenges that Iraq faces."
"Reduced rainfall, water shortages, soil and water salinization, inefficient resource management, and population growth have all taken their toll across the country. In addition to climate change, the active decline in water flows from neighboring countries is another serious threat," she said. ".
"The harsh reality is that water scarcity is not only an existing risk, it is also a risk multiplier: its potential impact on poverty, displacement and conflict has serious implications for Iraq's long-term stability and prosperity," Plasschaert said.
She stressed that "all stakeholders across the political spectrum must prioritize this as a shared responsibility, a critical issue that must be addressed urgently and seriously, to overcome the political divide and also, most importantly, Iraq's neighbors must engage in meaningful discussions on water sharing and resource management."
